REQUEST FOR EXPRESSION OF INTEREST (EOI) – EOI/WFP/NAM/2023/02 FOR SERVICES AND WORKS FOR FOOD
SYSTEMS PROJECTS 2023/24
A. Background
The United Nations World Food Programme hereinafter referred to as the “WFP”, with its Headquarters located in Via
C.G. Viola, 68/70, 00148 Rome, Italy is the leading humanitarian organization saving lives and changing lives, delivering
food assistance in emergencies, and working with communities to improve nutrition and changing lives through
programmes that seek to address hunger’s root cause, improve food security, and build resilience of vulnerable
populations against shocks. WFP provides support to almost 100 million people in around 83 countries each year. About
17,000 people work for the organization, most of them in remote areas, directly serving the hungry poor.
1. The WFP Namibia Country office seeks to update the shortlists of suppliers for all its Food systems and rural
transformation projects in Namibia.
2. WFP Namibia Office will be updating its vendor list for all the categories listed in Table I.
3. WFP Namibia office invites all interested and eligible suppliers to express their interests to provide the requested
category/categories mentioned below, by filling in the questionnaire hereto attached.
❖ Working Relationships
7.1 The SP will work closely in collaboration with the WFP Head of Programme (HOP) and team who will lead and guide
the projects.
7.2 In collaboration with the HOP, lead on the delivery of the project design phase that is tailored to the local farming
activities’ methods, crop seasonality, needs and challenges, including:
7.2.1 Lead on the identification of project target regions with high irrigation potential and need for irrigation improvement,
7.2.2 Work with the relevant government agencies to ensure alignment with their priorities, as well as to reach out to small
farmers communities.
7.2.3 Build alliance and coordinate partnership with local agri-focused organisations with significant extension network to
help with farmer mobilisation and buy-in during implementation phase.
7.3 Lead on the delivery of the project implementation phase and provide technical inputs in close collaboration with other
team members, including
7.3.1 Lead on project mobilization and outreach to farmers. Organize, promote, and manage outreach events.
7.3.2 Support in final selection and engagement with solar irrigation suppliers (including preparation of tender documents
specifying product requirements and evaluation criteria),
7.3.3 Support in providing technical assistance to solar suppliers on market development activities to reach out to farmers
7.3.4 Support in establishing and setting up a financing facility to provide access to finance to both suppliers and farmers.

❖ Stakeholder Relations
7.9 The SP will ensure community ownerships through establishment of partnership with local community-based
organisations, farmer cooperatives and government stakeholders, and will work closely with relevant actors in the
agriculture value chain to ensure successful introduction of innovative irrigation systems to the market and adoption
by farmers and institutions in the designated regions.
7.10 Carry out supplier survey assessment in identifying appropriate irrigation and other agricultural inputs suppliers,
assessing their needs, and initiating engagement with them.
7.11 Design and recommend a financial mechanism that is appropriate to the needs of farmers and start engagement with
financial institutions.
7.12 Establish partnerships with other relevant stakeholders as appropriate such as farmer cooperatives
7.13 Ensure to strengthen and maintain relations with relevant government line ministries and private sector/research
institutions to coordinate the adoption of new products and/or approaches in agriculture development and marketing.
7.14 Design a strategy to strengthen linkages with all relevant national and international institutions and any other partners,
private sector and service providers or government agencies in supporting and addressing various farmer’s needs as
required.
D. Eligibility Criteria
8. Eligibility to participate in the proposed tender will be determined based on the following:
• The SP must have legal documentation and legal capacity to enter a contract.
• Must have a valid business registration number (to be attached).
• Must have sufficient financial capacity, annual turnover of at least NAD 10,000,000 (where required, the last
two years audited accounts or alternative assessed at WFP’s discretion) to successfully undertake a contract
awarded by WFP.me
• The services offered must be of interest to WFP and the SP must have the necessary professional and
technical competence. (The detailed list of Services as well as the list of technical equipment and material
must be attached)
• Must not be on the consolidated UN Security Council Sanctions list and has not performed fraudulent,
unethical, or illicit acts, as per the WFP Anti-Fraud and Anti-Corruption Policy; and
• Shall have a minimum of three years’ experience as an established business or, alternatively, must be
specifically approved by the Procurement Authority in writing for the procurement action in question. (All
evidence and the relevant reference must be attached to the expression of Interest)
• Must have proven expertise in mega-agricultural projects with experience in agricultural economics,
agribusiness management or Agronomy,
• Must have at least 5 years’ experience in agro-business development and management of agriculture
focused projects in Namibia.
• Must have demonstrated capacity to work with private sector players (financial institutions, buyers, traders,
transporters, input suppliers, processors in agriculture value chain).
• Must have experience with commonly used tools for market analysis and program design such as sub-sector
analysis, gross margin analysis and business planning.
• Must have knowledge of agronomic principles and practices, including crops, soils, and nutrients.
• Must have experience in the practices, principles and operations associated with modern production
agriculture and irrigation. Expertise in small scale irrigation management is advantageous.
• Must have demonstrated experience with irrigation technologies.
• Must have experience in the Food-Climate-Water and Energy circle with irrigation technology as real
advantage.
• Is required to have proven experience delivering agriculture focussed programme to improve livelihood and
reduce stagnation of smallholder farmers in Namibia.

9. To participate in the pre-qualification exercise, companies are required to provide the following:
• EOI Response Form;
• Supplier Background Check Form (Annex 1);
• Supplier Financial Status Form (Annex 2);
• Past Experience Form (Annex 3);
• Signatory by the authorized company representative and company stamp.
All supporting documentation listed above shall be prepared in accordance with the instructions provided and submitted to
the below address in a sealed envelope clearly marked with ‘’Expression of Interest: Supply of Goods/Services’’
10. WFP will not consider incomplete or unsigned submissions. All responses and supporting documentation received
will be treated as strictly confidential and will not be made available to the public.
11. This request for EOI does not constitute a solicitation. WFP reserves the right to change or cancel this EoI process or
any of its requirements at any time during the process; any such action will be communicated to all participants.
12. After the deadline for submission of responses has passed, WFP will evaluate replies, and further steps will be
undertaken, that may include onsite visits.
13. WFP will notify eligible participants of the outcome of the evaluation.
