I am directed to refer to the subjected mentioned above and to say that

Ministry of External Affairs has proposed to utilize Services of 2 officers in Level 12 of
the pay matrix having experience in handling security related arrangement and
issues. Copy of annexure in this regard is enclosed.

2. It is requested that requirement of MEA may be given vide Publicity and

nominations of willing and eligible IPS officers may be forwarded to this Ministry at
the earliest. For further clarifications, if äny, Under Secretary (PA-Ill & Cadre), MEA

The Knowledge and skill set requlrlng special expertise are broadly the
following:

(a) Association with security at various levels, including deallng wlth

security gadgets. Knowledge of latest security technology such as in
the areas of CCTV, anti-intrusion electronic surveillance cum alarm
Systems, access control related RFID technology, sensor based
access control measures, variety of technology to check and scan
bags and vehicles without opening it, perimeter security related
•s hardware, AI and its usage for perimeter security and access control
and balllstic and blast proof security material including BR/BP
vehicles.

(b) Knowledge of framing ‘scope of work’ pertaining to procurement and

Installation of above mentioned technology Solutions.

(c) Knowiedge and skill of testing technology Solutions during and after
procurement by crosschecking it against technical specifications and
B O Q decided In the tender/competitive bidding documents. Also skill
and experience in vetting security clauses in a variety of Service
agreements entered into by our Missions/Posts.

(d) Skills in interview and interrogation, skills in liaison with various

agencies.

(e) Knowledge of procurement procedures as per GFR.
