I am writing in response to your letter requesting U.S. Department of Agriculture, Animal and Plant Health Inspection
Service (APHIS) approval of your company Volaris Fresno in Fresno, CA to handle APHIS regulated garbage. Based on
the information provided by you and APHIS personnel, your request for approval to handle APHIS regulated garbage is
hereby granted. This approval covers handling of APHIS regulated garbage as Back-caterer at Oakland, CA.

APHIS is responsible for ensuring the welfare of American agriculture by preventing the introduction of animal and plant
pests and diseases into the U.S. through various pathways, including regulated garbage. Please be aware that APHIS
regulated garbage includes garbage on or removed from any means of conveyance that has been in any port outside of the
U.S. or Canada within the previous two year period. APHIS regulated garbage also includes garbage on or removed from a
means of conveyance that has moved to the continental U.S. from any territory or possession or from Hawaii or between
any territories or between a territory and Hawaii within the previous one year period.

Please be aware that Volaris Fresno in Fresno, CA is ultimately responsible for ensuring the appropriate handling and
disposal of regulated garbage by its employees and subcontractors named in the compliance agreement. APHIS approval
to handle regulated garbage only covers compliance with APHIS regulations and requirements. Therefore, APHIS
approval to handle regulated garbage does not reduce or eliminate Volaris Fresno in Fresno, CA legal duty and
responsibility to likewise comply with all other Federal and State regulatory requirements applicable to the handling of
regulated garbage.

Now that Volaris Fresno in Fresno, CA has been approved by APHIS, they must enter into a compliance agreement with
local CBP personnel before your company will be allowed to begin handling regulated garbage. The point of contact for

We recommend that you contact Brent M. Nunokawa of CBP immediately upon receipt of this letter to schedule a time
and date for the review and signing of the compliance agreement.
