MEMORANDUM
The Department, through the Bureau of Local Govemment Development (BLGD), has
been actively coordinating w{th various national govemment agencies (NGAs) in the
implementation of Ease of Doing Business and Eflicient Government Service Delivery
(EODB-EGSD) Act of 2018 and in improving the competitiveness of the Local
Govemment Units (LGUs). This consists of initiatives on streamlining of energy-related
transactions, institutionalization of permitting on pawnshops and money service
businesses, and regulation of non-financial businesses and professions.
Anent this, the BLGD will be conducting a webinar titled "Orientataon on Recently
lssued EODB*elated Policies" on April03, 2024 (Wednesday) at 9AM- 12NN via
Zoom Platform. The webinar aims to orient the LGUs on the salient features of
various policies issued by the DILG and partner NGAs, as well as highlight their
reportorial requirements in compliance with the laws through the following Joint
Memorandum Circulars (JMCs):
b. DILGOOE JMC No. 202041 or the Guidelines for LGUs to Facilitate the
lmplementation of Energy Projects; and,
The target participants from the LGUs are the Business Pennitting and Licensing
Officers (BPLOs), EVOSS Focal Person/ CityiMunicipal Planning and Development
Coordinators (C/MPDCs), Sanggunian Member (preferably chairperson of relevant
committee), and any LGU functionary who prepares the reportorial requirements on
the above JMCs. Moreover, all regional and provincial EODB focal persons are
encouraged to join the webinar.
With this, may we request your office to invite LGUs within your respective jurisdiction.
