STATEMENT OF THE PROBLEM:
Example:

1) The number of CICL in Barangay Pag-asa increased from 3 in 2021 to 5 in 2023. Most of the crimes committed by the children were rape
(4 cases), violation of RA 9165 (1) and theft (3 cases). The cases were not recorded at all because they were settled right away between
the offending and offended parties. These cases were no longer entered in the Barangay blotter and no interventions were provided by
the Barangay.

2) There are cases of CICL in the Barangay but are not recorded. The BCPC is not functional and 1% NTA is not being allocated for the BCPC.

3) There are no CICL cases in the barangay but there are data on children who are out of school youth (40), members of 4Ps beneficiaries
(60), bully children (5), children who violate local ordinances (5), children who used drugs (5) and pregnant children (6) who are at risk of
committing offenses. The BCPC is likewise not functional and do not have plan on children.
