SANGGUNIANG PANLUNGSOD OF THE CITY OF BOGO HELD AT THE
SESSION HALL ON APRIL 11, 2024

PROPOSED RESOLUTION NO. 00-2024

RESOLUTION ADVOCATING INDIGENOUS PEOPLES REPRESENTATION IN


DECISION-MAKING BODIES IN THE CITY OF BOGO

WHEREAS, Republic Act No. 8371, also known as the "Indigenous


Peoples Rights Act (IPRA) of 1997," mandates to recognize, protect, and
promote the rights of indigenous cultural communities and indigenous peoples
(ICCs/IPs) to participate in decision-making processes affecting their
communities;

WHEREAS, the National Commission on Indigenous people (NCIP)


Administrative Order No. 001, Series of 2009 states the national guidelines for
the mandatory representation of indigenous peoples in local legislative councils;

WHEREAS, the City of Bogo seeks to embrace a diverse array of


indigenous communities, each bringing with them valuable cultural heritage and
traditional wisdom. Integrating the viewpoints, knowledge, and decision-making
approaches of indigenous peoples facilitates the development of culturally
sensitive solutions, advances social justice, and supports the sustainable growth
of the city. Establishing a more inclusive governance system guarantees that the
voices and concerns of indigenous communities are recognized and valued;

WHEREAS, the City of Bogo recognizes the inherent challenges faced by


indigenous communities in safeguarding their cultural heritage. Indigenous
peoples have a well-documented history of marginalization, discrimination, and
limited participation in decision-making processes. These factors constrain their
ability to effectively advocate for their cultural interests and ensure their voices
are adequately represented;

WHEREAS, the City of Bogo acknowledges the importance to preserve


and promote the participation indigenous cultures in decision-making bodies,
ensuring their voices are heard and their perspectives are considered in all
relevant matters for the benefit of future generations;

NOW THEREFORE, on motion of Hon. Vivian M. Canama duly seconded


by Hon. ______, be it;

RESOLVED, advocating indigenous peoples representation in decision-


making bodies in the City of Bogo.
