1. INTRODUCTION
Upon accepting the appointment and assignment specified herein, the Government
expects the Consultant to provide the necessary fully functional electrical services and
systems for the project.
3. DESCRIPTION OF WORK

4.1 GENERAL
The Consultant shall provide all personnel, equipment and everything else
necessary for the Works herein described to achieve the objectives mentioned in
Section 2 of this Terms of Reference. In carrying out the works, the Consultant
shall cooperate fully and coordinate closely with the Government.
¹ ICT Consultant is referred as a qualified sub consultant appoints by the Consultant (Electrical Consulting Engineers) to
carry out the ICT services.

The scope of work to be carried out by the Consultant shall be inclusive but not
limited to the following: -
The Consultant shall do feasibility surveys including establishing load patterns and
establishing the availability of services.
The Consultant shall investigate and obtain the electrical data/load and information
on communication (Telecommunications and Information & Communication
Technology (ICT)) facilities for the existing buildings (if any) and all other relevant
data that are necessary for the planning of the Works.
Depending on the complexity and nature of project, an initial client approval on the
design concept may be required especially for ELV and ICT services to indicate
the scope of works involved. A further advice or approval from other government
agencies such as Pejabat Ketua Pegawai Keselamatan Kerajaan Malaysia, Polis
DiRaja Malaysia and Jabatan Penerangan on the concept design may be required
for projects with high national interest. The relevant cost estimates shall only be
prepared after such design concept approval (where necessary) has been
obtained.
Within 2 weeks after the appointment, the Consultant is to submit his proposed
implementation schedule for the Works.
On completion of the final design work, the Consultant shall prepare a detailed Bill
of Quantities for all items required, and measurements.
The Consultant shall also prepare a detailed cost estimate based on the Bill of
Quantities.
The Consultant shall obtain such approvals as necessary for the Works from the
various Agencies/Authorities.
Where necessary, the Consultant shall prepare pre qualification notices, issuing
Questionnaires to prospective tenderers and evaluating their suitability to enable
tenders to be called.
4.1.4.2 prepare any further designs and drawings to enable the contractor to carry
out the works.
The Consultant shall perform any other duties which are necessary under the
contract for the execution of the Works up to end of Defects Liability Period and/or
Maintenance Period such as
- Preparing for final handing over to the Government upon the expiry of
Defects Liability Period.
The Consultant will be required to carry out such duties as are described else
where in this Terms of Reference and in the Agreement.
The Consultant shall liase with the Electricity Supply Authority and/or Electricity
Supply Company on the electricity supply system for the project and Telekom
Malaysia Berhad (TMB) or Communications Company for the Telecommunications
and ICT work to ensure that the requirements are fully complied with.
The Consultant shall investigate and obtain the electrical data/load and information
on communication (Telecommunications and ICT system) facilities for the existing
buildings (if any) and all other relevant data that are necessary for the design of
the Works.
Particular attention shall be given to the client needs especially of ELV and ICT
services where requirements are very project specific.
The design and drawings for the ICT system shall be based on the
following:-
The Consultant shall liaise with the architect and mechanical engineer in
applying an integrated building design concept to achieve Energy
Efficiency during the life cycle of the building.
The Consultant shall make every endeavour to optimise the design in the
interest of future electrical load growth and economy of design and also
negotiate with the Supply Authority for the optimum possible tariff
structure.
The title panel is to be placed at the bottom right hand corner of the
drawings. All drawings, whether preliminary or final shall be signed by a
Partner/Director of the Consultant and all plans submitted for approval
shall also bear the Professional Engineer’s (of electrical discipline) seal of
the Partner concerned.
The Consultant shall submit a preliminary cost estimate to the Government for
budgetary purpose immediately after the completion of the preliminary design
work.
On completion of the final design work, the Consultant shall prepare a detailed Bill
of Quantities for all items required, inclusive of all quantities and measurements.
The Bill of Quantities shall follow the format practised by Cawangan Kejuruteraan
Elektrik, Ibu Pejabat JKR Malaysia and as approved by the Government. The
practice of putting “lump sum” quantities shall be avoided.

The Consultant shall also prepare a detailed cost estimate based on the Bill of
Quantities. The detailed cost estimate shall be signed by a partner of the
Consultant (of electrical discipline) and submitted to Government under
confidential cover. The estimates shall be based on realistic current market prices.
The Consultants shall use JKR standard specifications L-S1 to 20 and others
which available for the Works. Where no JKR standard specification is available,
the Consultant shall prepare the necessary specifications which shall be submitted
to the Government for approval. The specification shall be complete and clear and
shall cover the various aspects of the Work.
The Consultant shall prepare complete tender documents based on the standard
Government Conditions of Contract, Form of Tender and other documents
currently in use for electrical engineering works. Prior consultation with the
Government will be necessary before the tender documents are drawn up.
Two draft copies of the tender documents shall be submitted for the Government’s
review at least three weeks before the date schedule for calling of tenders. Final
tender documents shall only be printed after the draft documents have been
approved by the Government.
The Consultant will be informed of the number of copies of the tender documents
to be furnished to the Government. Payment for this will be as a reimbursable item.
The various activities of work to be carried out are described below. The
Consultant’s duties shall include, but not necessarily be limited to:-
The materials and workmanship to be used for the Works are to be of the best quality of
their respective kinds. All materials and workmanship for which there is a Malaysian
Standard Specification or Code of Practice, are to be specified, designed and installed to
comply with the latest edition of that specification or Code of Practice. Where any
Malaysian Standard or Code of Practice is not yet available, the British or IEC equivalent
may be adopted. For the materials which are in the JKR Electrical Material List, EMAL
(download from http://jmal.jkr.gov.my/emalv3/) only those approved brands and models
shall be acceptable in the Works.

The Government shall provide the following to the Consultant to start the work:
6.1 1:100 scale architectural plans
6.2 The site plans
6.3 The Standard JKR Electrical Symbols
6.4 The Standard JKR Electrical Specifications
6.5 The Sistem Pengurusan Bersepadu JKR Formats
The Government may wish to assign one or more professional staff to the Consultant for
training with the Works. A decision will be taken on this matter at the time of contract
negotiations and the Consultant shall be prepared to accommodate the Government’s
requirement in this regard.
Within 2 weeks after the appointment, the Consultant is to submit his proposed
implementation schedule for the Work. The Consultant shall make every effort to
complete its assignments before the dates stipulated in the implementation
schedule.
The Consultant shall submit an initial design and the related reports
together with drawings to Cawangan Kejuruteraan Elektrik IP JKR
Malaysia for approval before starting the detailed design work.
The Consultant shall submit detailed designs and related reports including
drawings to the Government for approval.
Copies of the final reports including all detailed drawings and calculations
shall be submitted in a format that is approved by the Government. All
design calculations shall be properly bound and set out in an orderly
manner. The design calculation submitted must be complete and be
legible. Where computer results are used, a full description of the
computer programmed used, its input and assumptions made must be
included.
Failure to comply will render the report unacceptable and the same will be
returned to the Consultant for resubmission.
During the supervision, the Consultant shall submit monthly progress reports on
the installation work. On completion of the installation work, the Consultant shall
submit to the Government a Completion Certificate by a partner. The format of the
certificate shall be as in Appendix 1.
The Consultant shall also submit 4 sets of manuals of the installation work to the
Government and each set shall include the following: -
One set of the As-Installed Drawings in CD-ROM and one set of tracing shall also
be submitted to the Government.
Upon completion, the Consultant shall also recommend to the Government, the
Competent Persons necessary for the routine inspection and daily operations of
the installation according to the Law. The recommendation shall be complete with
number and class of personnel required including its cost implications.

9. PROJECT COORDINATION
The Consultant shall liase and coordinates very closely with the architect, civil and
structural engineer, mechanical engineer and the quantity surveyor for the work.
The Consultant shall attend all the coordination and site meeting and also to ensure that
the works proceed smoothly.
The Consultant shall liase closely with Tenaga Nasional Bhd, Telekom Malaysia Bhd.,
Suruhanjaya Tenaga, Suruhanjaya Komunikasi dan Multimedia Malaysia, Jabatan Bomba
Dan Penyelamat, Jabatan Alam Sekitar, Ministry of International Trade and Industry and
other relevant authorities, which have jurisdiction over the works and shall ensure that the
Works are designed in compliance with the requirements of these Authorities and to
ensure power supply and communication facilities are made available before testing and
commissioning commences. Where necessary, the Consultant shall submit the design to
these authorities for approval.
All reimbursable items, especially out of pocket expenses shall be claimed on a monthly
basis. Any reimbursable claims which are outstanding after three (3) months shall not be
entertained at all.
12. AGREEMENT
The Consultant shall prepare the agreement as soon as possible after issuance Letter of
Appointment (LA) before the date of first payment been made and prepare ten (10) copies
of the agreements for distribution to related parties.

Has been inspected and tested in accordance with MS IEC 60364 – Electrical Installations Of
Buildings, and Electricity Supply Regulations 1994 and that, to the best of my knowledge and
belief, the installation summarised in the drawings/schedules attached complies at the time of my
tests, with the above Regulations current at the date of contract for the work, except as stated
below in Details of Departure.

340601 - Kajian Telekomunikasi and 340603 - Kajian Pengurusan Infrastruktur ICT and
340605 - Kajian Pengurusan Maklumat ICT. The ICT consultant shall have in his
employment or shall engage, Category A and Category B and Category C personnel
according to their task, roles and duration required as spelt out in the following table.
