ENHANCEMENT AND/OR REORGANIZATION OF THE MCOPE PROGRAM

Introduction:

This proposal outlines a plan for the enhancement and/or reorganization of the EC
Member-Consumer-Owners Program for Empowerment (MCOPE) in the barangay
level. The goal of this reorganization is to guarantee the empowerment of MCOs as the
EC’s partner in achieving its vision of providing sustainable rural development through
rural electrification. This further aims to empower/educate the MCOs in order to
maintain our high collection efficiency, low system loss and establish a high EC
category to be able to provide better benefits, programs and services to our MCOs.

Current Challenges:

 Limited resources e.g. vehicle, budgetary constraints


 lack of clear communication channels
 difficulty reaching target audience
 limited volunteer engagement

Proposed Reorganization:

 Structure:
o Chairperson
o Vice-Chairperson
o Secretary
o Treasurer
o Auditor
o Adviser (preferably the Brgy. Captain, choice of succession shall be down
to the Brgy councilors)
o Sectoral Representatives (appointed by the Brgy. Captain or in some
cases, by the Adviser)
 Agro-Fishery
 Labor
 Youth
 Women
 Education
 Senior Citizen
 Civic
 Business
 Religious
 Indigenous People
 Communication Strategy:
o Community Organizers’ Handbook
o MCO Flyers
o Radio Programs thru DXBF
o ZANECO Newsletter
o Facebook Page (ZANECO Inc)
o Brgy. Assembly/ MCO Meeting

Information Education Campaign shall undertake the following subject/topics:

1. Corporate Social Responsibility (CSR) programs and activities


2. Meter Reading, Billing, Collection and Disconnection
3. Energy Efficiency and Conservation
4. Magna Carta for Residential Consumers
5. Power Rates
6. Service Contract Provisions
7. New Connection
8. RA 7832 (Anti Pilferage Law)
9. PD269/ RA10531 (Rural Electrification)
10. RA9136 or EPIRA
11. RA11361 (Anti Obstruction of Power Lines Act)
12. RA11552 (Lifeline Rate Subsidy)

 Resource Management:
o Funding source for reorganization and resource mobilization shall be
solely shouldered by the Institutional Services Department- Member
Services Division Funds.

 Volunteer Engagement:
o Composition of Brgy Level Organization shall be totally voluntary
o Provision of training and support to volunteers shall be provided e.g.
Training on Brgy. Collection, Training on Proper Vegetation Clearing, Anti
Pilferage Act, etc
o Facilitate the formulation of request for SEP and BLEP projects
o Recognizing and appreciating volunteers' contributions

Conclusion:

By implementing this plan, ZANECO can become more effective, efficient, and impactful
in achieving its goals in partnership with globally competitive and empowered MCOs.
