INTER-TOWN VOLLEYBALL TOURNAMENT 2023

ELIGIBILITY OF PLAYERS
1.) MUST be a registered voter for the city/municipality that he is representing.
BONAFIDE from the municipality/city is accepted. Voter’s Certification must be
acquired.
2.) Only two (2) college or ex-varsity players are allowed on the team. High school
varsity players are allowed to play and will not be counted as ex-varsity players.
Players who have been considered reserves or not in the line-up (but received
scholarships) during college are considered varsity.

TEAM COMPOSITION

A. MINIMUM OF 6 REGULAR PLAYERS AND MAXIMUM OF 14.

B. 13- 14 PLAYERS (TEAMS MUST HAVE 2 LIBERO PLAYERS).
C. TEAMS WITH 12 PLAYERS AND BELOW (1 LIBERO or WITHOUT A LIBERO).
D. TEAM must have:
 Team Captain
 Coach/Playing Coach
E. Each team is given a 15-minute grace period before the official call for forfeiture of
the game.
E. Protest
It is the duty of the protesting team to submit evidence within 24 hours. An
investigation will be conducted, recorded, and documented. After the investigation, if a
player is found to be an ex-varsity player and is not a registered voter or bona fide of the
city/municipality in which he is representing, the team will be disqualified from the said
tournament and can no longer play in their upcoming games.
G. RULE OF SUCCESSION OF GAME SCHEDULE IS APPLIED.
H. All teams are required to have an upper jersey. No jersey, no play.
I. No changing of varsity or ex-varsity players after their first game.

Note : Note: No changing of Libero players. Registered liberos are said to be the
liberos for the whole tournament.

GROUND RULES:

HOW TO WIN A SET/MATCH

A. FIVB RULE is applied for the said tournament.

B. A single round-robin system will be applied.
C. ELIMINATION, SEMI-FINAL ROUND AND BATTLE FOR 3RD PLACE
All games shall be played in two out of three sets following the “Rally Point
System”. A team that scores 25 points with a minimum lead of 2 points wins a
set. In a 24-24 tie, the game is continued until a two-point lead is achieved, i.e.,
26-24, 27-25.
Deciding set or 3rd set: the change of sides of the court shall be a score of 13,
and the team that scores 25 points or has a minimum lead of two (2) points wins
the match.

D. The Championship Game is to be played in 3 out of 5 sets (1st set to 4th set is
race to 25 points. The deciding set is a race to 15 points. In the case of 14-14, the
game is continued until two (2) points lead is achieved to win the set/ match.
TOURNAMENT FORMAT AND RANKING SYSTEM

A team ranking system will be applied during the competition.

A. Win-Loss record
B. In the case of a simple tie, the winner over the other will be applied.
C. If two (2) or more teams obtain the same matches won and lost, the
following match points shall be considered to decide the ranking:

Match won Points earned

1. MATCH WON 2-0 3 POINTS
2. MATCH WON 2-1 2 POINTS
3. MATCH LOST- 1-2 1 POINT
4. MATACH LOST 0-2 0 POINT
5. MATCH FORFEITED 0 POINT ( 25-0, 25-0)

D. If the teams still score equally, the ranking shall be decided by the quotient
of the whole sets won and lost for the whole matches.
E. If two (2) or more teams obtain the same points, the ranking shall be
decided but the quotient of the points won and points lost for the whole
matches.
F. The top four (4) teams will advance to the semi-final round

SEMI-FINAL ROUND

A ladder system will be applied.

FINALS
Top 2 teams will advance to play for the championship game.
Rank 1 is twice to beat advantage.

Game 1 is to be played in 3 out of 5 sets

Game 2 is to be played in 2 out of 3 sets.

A fee of PHP5,000 cash bond shall be collected from each team. The bond will be
returned if the team doesn’t have any forfeiture for the whole duration of the
tournament.

PRIZES:

CHAMPION: PHP 50,000.00 + TROPHY

2ND PLACE: PHP 30,000.00 + TROPHY
3rd PLACE: PHP 20,000.00 + TROPHY
MVP: CASH + TROPHY

All eliminated teams shall receive a consolation prize.
