Summary of KPPO PBPs
One of the identified best practices involves the integration of Persons Who Used
Drugs (PWUDs) into mainstream society. This holistic approach aims to lower crime
commission and increase clearance and solution efficiency by providing support and
opportunities for individuals who have surrendered due to drug-related issues.
Another best practice prioritizes the prevention of school incidents while empowering
youth to uphold peace and order. This proactive approach is dedicated to safeguarding the
welfare of young individuals who may have encountered school infractions or offenses.
In addition, a best practice has also been implemented to combat the propaganda of
Communist Terrorist Groups (CTGs) and other lawless organizations that specifically target
the youth and marginalized sectors of society. Through these efforts, the KPPO is
dedicated to safeguarding these vulnerable sectors from detrimental influences, ultimately
fostering peace and stability within the community.
The last best practice encompasses all the project initiatives of the KPPO as a
whole. This best practice involves dissemination of vital information about the PNP plans,
programs, and activities through airwaves and social media platforms.
By utilizing these communication channels, the KPPO aims to reach out to the
community, foster interaction, and gain their trust and respect towards the police force. This
approach recognizes the importance of transparency, engagement, and effective
communication in building strong relationships between the police and the community they
serve.
Through these best practices, the KPPO remains committed to promoting peace and
order, ensuring public safety, and bolstering stakeholder support in delivering services to
the community. These efforts are aimed at creating a safer Kalinga to live, study, work, visit
and do business.
Televisions, Radio, Internet, Messaging & Print (TRIMP) are famously utilized and
effectively used in interactive communication.
Catching up with the new trend of technology, remarkable story of community and
police collaboration unfolded through airwaves. The PNP radio program, "Pulisya Salaknib
ti Umili," became a catalyst for change, fostering a renewed sense of trust, safety, and
cooperation between law enforcement and the community it serves.
The best practice initiative of the Kalinga PPO was launched in the year 2015 and is
being implemented up to date. It is broadcasted twice a month in DZRK, Radyo Pilipinas
and simultaneously live streamed through DZRK official Facebook page and Kalinga PPO
Facebook page. The PNP radio program is covered with a Memorandum of Agreement and
it is now on its 8th year of implementation. The radio program focuses on peace and order
accomplishments, activities and programs of the PNP. As a result, the Kalinga PPO gained
the trust and confidence through winning the hearts and minds of the community.
Since the launching of the Pulisya Salaknib Ti Umili in 2015, it has garnered
increased community attention, as evidenced by the growing number of followers on the
Kalinga PPO Facebook page. The radio program and Facebook Live have emerged as
primary tools for engaging with the community, as shown.

The growing sense of partnership with the police not only influences the statistical
metrics of safety but permeates the daily lives of residents. It manifests in increased
community engagement, a greater willingness to report incidents, and a shared
commitment to maintaining a secure environment.
Over the years of implementation of Pulisya Salaknib ti Umili, the Safety Index in
Kalinga has exhibited a gradual but notable ascent. Data from the Regional Headquarters
confirms this change, showing how the province's safety index has evolved.
Important to consider that the noted changes in the Safety Index percentile are
based on an actual number of respondents who participated in the Web-Based-Community
Survey (WeBoCes). It’s worth mentioning that the results of these surveys may not
necessarily reflect the factual safety environment of the province.
During this period, the province of Kalinga garnered an influx of businesses and an
increase in tourist arrivals. This growth can be attributed, at least in part, to the
dissemination of information through radio programs, which helped create a positive
perception of the province’s safety and security.
From calendar year 2020 to calendar year 2023, the province of Kalinga witnessed
the increased influx in the business, travel, tourism, and hospitality sectors. Navigating the
dynamic economic landscape in the new normal, businesses in the province embarked on
a journey of continued evolution and growth. Market demands and competitive environment
shifted for business expansion and company development. The thriving dynamic
environment in the Province of Kalinga’s economic sector is illustrated below.

exchange. Statistics pertaining to international and domestic tourist arrivals indicate the
continuing growth of the tourism industry. During the onset of the COVID19 restrictions, the
tourism industry recorded 4,368 arrivals in 2020. A sudden leap on tourism activities started
to manifest in year 2021 with a recorded arrival of 53,188 and was doubled-up to 118,424
in the year 2022 and end of the year 2023 with 135,102 tourist arrivals. With this positive
outcome, the tourism industry in the province of Kalinga expects a tourist arrival of more
than 150,000 by the end of 2024.
The success of "Pulisya Salaknib ti Umili" extended beyond the airwaves. The radio
program and Facebook live became a conduit for building partnerships and securing
support from local businesses, civic groups, and concerned citizens. It catches the attention
of benefactors that enable Kalinga PPO to gain financial and logistical support to enhance
their capabilities and even extend financial support that ensures the sustainability of the
initiative.
During the planning and conceptualization of the best practice initiative, the proposal
in year 2015 presented an annual expenditure of PhP65,448.00, charge to the KPPO
MOOE. Worthy to note, the year 2025 ended with only PhP5,000.00 as incurred expense of
best practice Pulisya Salaknib iti Umili. Operational expenses from 2015 to 2023 to date
were free of charge, courtesy of the Memorandum of Agreement (MOA) with DZRK, Radyo
Pilinas to conduct free airtime slot in their radio station. Over the years, the Kalinga PPO
gained and benefitted a total of PhP535,000.00.
As the province recognize the success of Pulisya Salaknib ti Umili, the radio
program played a vital role in supporting the broader goals outlined in the PNP P.A.T.R.O.L
Plan 2030. The program’s regular updates on the organization’s progress have been
instrumental in highlighting the positive impact of community engagement, crime reduction,
and collaborative efforts.
By featuring these updates, the program has effectively showcased the PNP’s
commitment to building strong relationships with the community and working together to
address crime and maintain peace and order. It helps to foster a sense of trust,
transparency, and accountability between the police and the public.
The success of Pulisya Salaknib iti Umili demonstrates the power of effective
communication and community engagement in achieving the goals outlined in the
P.A.T.R.O.L Plan 2030, it serves as a platform to inform, educate, and inspire the
community, encouraging their active participation and support in creating a safer and more
secure environment.
The incident that transpired on the night of August 12, 2019, was indeed a significant
highlight of the best practice “Pulisya Salaknib iti Umili”. During that time, distress calls for
help were received by the program through its posted contact number on its official
Facebook page. The call came from a French National who had gotten lost while on tour
from Ilocos to Cordillera.
The prompt response and assistance provided by “Pulisya Salaknib iti Umili” in
coordination with Balbalan MPS were instrumental in ensuring the safety and well-being of
the French National. This incident showcased the effectiveness and value of the program in
providing immediate support and assistance to individuals in need, regardless of their
nationality.
The active presence on social media platforms and the availability of contact
numbers facilitated the timely resolution of this particular incident. This highlights the
importance of accessible and responsive communication channels in emergencies.
It is truly inspiring the good deeds and heroism displayed by the responding team,
led by PEMS Edwin B Gubiangan, PCMS Marion A Gacayan, PCpl Larry Puguon, PCpl
Leo Marrero, and the two AFP soldiers, Sgt. Del Rosario and Sgt. Pepsi Belaquio towards
the foreign tourist. Their actions were featured in the Foreign National Facebook page, and
the story of the heroism went viral when it was shared on Facebook on August 30, 2019
2. Project KABADANG
The 1st Kalinga Provincial Mobile Force Company, Kalinga Police Provincial Office
best practice initiative formerly known as "Blessing Ko, Share Ko," started in 2015 and was
later rebranded in 2018 as Project “KABADANG" that stands for Kalinga At Pagmamahal
sa Kababayan; Biyayang Alay ng Kapulisan tungo sa Dakilang Adhikaing Kapayapaan na
Ninanais ng Mamamayan at Gobyerno.
This strategic initiative is geared towards countering the rise and resurgence of
Communist Terrorist Groups (CTG) by engaging active support and collaboration with the
youth sector and marginalized communities in far-flung barangays, in order to achieve the
shared goal of peace desired by both citizens and the government.
Through the implementation of Project KABADANG, the Kalinga PPO has cultivated
strong partnerships with local government units, tribal elders, civic organizations, and other
stakeholders to address the resurgence of insurgency in the province. From 2021 to 2023,
Through town hall meetings, workshops, and outreach programs, Project KABADANG
initiated open dialogue, enabling police personnel to listen to community concerns and
perspectives, fostering a sense of shared responsibility. These partnerships have become
integral to effective law enforcement, ensuring strategies are responsive to the unique
needs of the community.

Recognizing that knowledge is a powerful tool in the fight against crime, Project
KABADANG placed a significant emphasis on education. The initiative organized a series
of anti-criminality lectures, engaging with schools, community centers, and local gatherings.
These lectures went beyond traditional law enforcement narratives, delving into the root
causes of criminal behavior and promoting a culture of prevention.
One of the most significant achievements of this best practice initiative was the
collaboration between the 1st KPMFC, as the project KABADANG, and Kalinga State
University. The Primary goal of project KABADANG is to shield the youth from influence of
Local Communist and Armed Conflict.
The 1st KPMFC in response to CHED CAR’s call for support to Regional
Memorandum 113, series of 2021, the best practice team promptly took action. This
memorandum supports President Rodrigo
Duterte’s Executive Order No.70, which
institutionalize the whole-of-nation approach
and establishes the National Taskforce to End
Local Communist Armed Conflict (NTF-
ELCAC). This taskforce combats communist
rebellion and encourages both private and
public higher education institutions (HEIs) in
Cordillera to eliminate ‘subversive’ materials
from their libraries and online information
services. Project KABADANG engaged with Kalinga State University officials and
students’ leaders to take a stand against terrorism.
On its social media page, Kalinga State University (KSU) made a statement
regarding the Pullout of subversive materials, emphasizing its opposition to the ideologies
of the CPP-NPA. The institution declared that this decision was made in response to the
Government of the Philippines, specifically the Anti-Terrorism Council, declaring the group
as a terrorist organization in July 2021, following the previous declaration of the CPP-NPA
as terror group in December 2020. KSU stated that all items were removed from the
school’s book gallery and voluntarily surrendered to the joint force of the of the Armed
Forces of the Philippine (AFP) and the Philippine National Police (PNP).
Additionally, SAMAKA was declared free from influence of insurgent groups through
a Whole-Of-Nation Approach and clearing operations. The area Clearing Evaluation Team,
which included the Kalinga PPO signed the declaration in November 2021.
Through their commitment to supporting the PNP, these communities are making a
proactive choice to pursue peace and stability. This shift in mindset has the potential to
bring about constructive transformations within the communities, fostering growth and
advancement throughout the province.
The ripple effects of Project KABADANG were felt not only in reduced crime rates
but in the strengthened fabric of a community united in security and committed to a shared
future. As a manifestation of the Project KABADANG effectiveness, this best practice
initiative brokered to the capture and voluntary surrendered of Local Communist Terrorist
member and retrieval, recovery of assorted firearms from their possession.
Ultimately, Kalinga Police Provincial Office is steadfast in its resolve to work tirelessly
towards ensuring that every barangay and municipality within the province of Kalinga
achieves the status of being insurgency-free.
Established in Rizal Municipal Police Station, Kalinga PPO, the project was first
piloted in the school year 2014-2015 at Rizal National School of Arts and Trade, leading to
a significant decrease in school issues from 2016-2018. From the school year 2019-2023, it
expanded to all secondary schools and elementary schools in the municipality of Rizal,
including one college. However, the 2018-2019 school year saw an increase in infractions,
worsened by the COVID-19 pandemic, which disrupted student’s routines until 2021.
The shift to online project efforts shifted to regular community forums, and outreach
programs through distributions of School Modules, and engagements, contributed to a
decrease in school incidents primarily related to school dropped-outs.
In 2022-2023, a rise in rape cases was observed, which was linked to unrestricted
internet access potentially distorting youth’s moral values. To address this, Rizal Municipal
Police Station implemented the IMPLAN PANI-O/IMPLAN PANIYAW guidelines. This
resulted in increased public awareness also increased our community trust rating.
The involvement of teachers, parents, and the community played a significant role in
the success of the project. Their active participation and support made a great impact, as
evidenced by the appreciation and support received from various stakeholders.

The “Pulis Ko, Bespren Ko” initiative has not only contributed to the reduction of
crime and drug-related issues but has also created a favorable environment for economic
growth and development. The increased stability and improved security have attracted
more investments and business opportunities, leading to the establishment of new
establishments and the creation of jobs.
To institutionalize the “Pulis Ko, Bespren Ko” Best Practice initiative, the Rizal
Municipal Police Station implemented the “PNP Sumbungan Ng Bayan Box” as a
monitoring tool. This innovative mechanism serves as a platform for receiving feedback and
complaints from the public, allowing the police stations to assess the progress of initiatives.
The introduction of the “PNP Sumbungan Ng Bayan Box” also helps improve the
public perception of the police station. By demonstrating that they are a responsive
organization that values and addresses public concerns, the Rizal MPS can build trust and
confidence within the community. Some of the concerns addressed through this platform
include:

In the long run, "Pulis Ko, Bespren Ko" became more than a project; it was a
transformative force shaping the future of Kalinga. Through trust-building, proactive crime
prevention, and an unwavering commitment to the youth, the project illuminated a path
towards a safer, more resilient community, where the police were not just enforcers but
genuine partners in progress.
4. Shalom Kalinga
The prevalence of drug abuse and its detrimental effects on individuals, families, and
communities cannot be understated. It is a complex issue that requires a multifaceted
approach. Shalom Kalinga is born out of the recognition that addressing drug abuse goes
beyond law enforcement; it requires compassion, understanding, and a concerted effort
from various sectors of society.
Shalom Kalinga was developed and adopted from Tabuk City Police Station that
started in 2016 as a result of the overwhelming number of “surrenderers” from the
nationwide Anti-Illegal Drugs Campaign Plans: “Project Double Barrel” and “Oplan
Tokhang.”
The emphasis on coordination with barangay officials for monitoring signifies a more
organized and community-involved strategy compared to potentially isolated efforts of the
past. In the context of Shalom Kalinga, this approach recognizes the pivotal role of
barangay officials as the frontliners who intimately understand the needs and dynamics of
their respective communities. By involving them in the monitoring process, Shalom Kalinga
ensures that interventions are not only effective but also tailored to the specific
circumstances of each barangay. This regular engagement ensures consistent support and
follow-up for PWUDs within their own communities.
The spiritual counseling process is a cornerstone of Shalom Kalinga, tapping into the
deep-rooted faith and values that are integral to many individuals. Pastors, who serve as
spiritual guides and mentors, play a crucial role in this process. They provide not only
religious guidance but also emotional support and a compassionate ear for PWUDs
seeking solace and direction. These sessions are conducted in a safe and non-judgmental
environment, encouraging individuals to open up about their struggles and aspirations.
By fostering closer ties between PWUDs and the community, Shalom Kalinga aims
to reduce stigma and discrimination associated with drug addiction. Through community
engagement activities and support groups, the program promotes understanding, empathy,
and acceptance, strengthening social bonds and fostering a sense of belonging.
This fruitful partnership with the Local Government Units since 2016 has also led to
the funding of the Community Based Rehabilitation Program and the Recovery Wellness
Program, which have collectively generated a net benefit of Php12,612,217.00 under
Shalom Kalinga.
Working closely with our partners to help and assist the complete recovery of the
PWUDs in order for them to rejoin and rebuild their lives especially in the community where
they belong. Through continued collaboration with the LGUs and ongoing investment in
these programs, Shalom Kalinga is poised to further amplify its impact, uplifting more lives
and fostering a brighter future for all.
On the Kalinga PPO's ongoing anti-illegal drugs operations, results have impressive
outcomes, surpassing initial targets and expectations. This success can be attributed to
several key factors within the initiative's comprehensive approach. The success is thanks to
the unwavering dedication and commitment of operatives, as well as the support of the
Anti-Drug Abuse Council.
Moreover, the strong support and cooperation from the community have played a
significant role. Shalom Kalinga's emphasis on community involvement and engagement
has fostered a sense of trust and partnership between law enforcement and the residents.
This has led to increased information sharing, tip-offs, and reports from concerned citizens
and PWUDs, which in turn has aided in the success of anti-illegal drug operations.

Overall, the continuous anti-illegal drugs operations have not only met but exceeded
expectations. The collaborative efforts, intelligence-driven approach, community support,
and capacity-building initiatives have all contributed to a higher rate of success in
apprehending drug offenders and disrupting the illegal drug trade. The success is thanks to
the unwavering dedication and commitment of operatives, as well as the support of the
Anti-Drug Abuse Council.

Of the 1,809 PWUDs in total, 1,212 have successfully finished the Recovery and
Wellness Program/Community-Based Rehabilitation Program (RWP/CBRP), showing
substantial advancement in their rehabilitation process. However, 597 individuals did not
proceed with the program. Among them, 209 are unable to continue due to reasons such
as being arrested, passing away, being untraceable, or relocated. Additionally, 394 PWUDs
have yet to complete the program, underscoring the necessity for additional focus and
support to meet their rehabilitation requirements.
This data provides insights into the outcomes and the challenges faced by PWUDs
in completing the program. It highlights the importance of addressing factors such as legal
issues, mortality rates, and the need for better tracking and support systems for individuals
who cannot be located or have been transferred to unknown residents.
On the other hand, the accomplishments of Shalom Kalinga lie in its holistic and
collaborative approach to addressing drug abuse. By combining rehabilitation programs
with community engagement, law enforcement efforts, and spiritual counseling, the
initiative has made significant strides in transforming the lives of PWUDs and creating a
safer, more supportive environment for all residents of Kalinga.
