Sub: - PD ACCOUNTS – Operation of PD Accounts in the State of Andhra


Pradesh from 02.06.2014 – Instructions – Issued.

In the Government Order first cited, it was ordered that corresponding new PD Accounts be
opened by the respective Departments/ Heads of Departments/ Directorates of Andhra Pradesh State
operating from Hyderabad using new DDO code starting with “27” series number and the Director
Treasuries and Accounts permits the concerned PD Administrators to open new PD Accounts after
obtaining the Government concurrence. Reiterating these orders, Government in the GO second
cited, ordered for appointment of new PD Administrators in respect of successor states of Andhra
Pradesh and Telangana duly apportioning PD Account balances as on 31.03.2014 as indicated be -
low:

Annexure I : Apportionment of balances as on 31/03/2014 in respect of 35 PD Accounts


operated by the Government departments in Hyderabad among the new PD
Administrators of successor states of Andhra Pradesh and Telangana

Annexure II : Apportionment of balances as on 31/03/2014 in respect of 70 PD Accounts


operated by the State Institutes / Centres and Corporations as specified in
the IX and X Schedules of AP Re-Organization Act, 2014.

Annexure III : 72547 PD Accounts operated in the Districts of the existing State of Andhra
Pradesh and the balances as on 31-03-2014 with a break up of 43343 PD
Accounts in Andhra Pradesh area with a balance of Rs.7155.45 Crores and
29204 PD Accounts with a balance of Rs.3756.77 Crores which are in the
State of Telangana.

2. Government also ordered therein that the PD Administrators shall finalize their accounts by
31.05.2014, reconcile the balances with the respective Treasury Officers to arrive the Opening
Balances as on 02.06.2014.

3. Now that the State Reorganization has taken place, the following instructions are issued for
operation of PD Accounts in the State of Andhra Pradesh from 02.06.2014 Government hereby
order that –

i.) In respect of the PD Accounts operated in the Districts, the Closing Balances as on
01.06.2014 shall be taken as Opening Balances of the corresponding PD Account of
the successor state as on 02.06.2014 and transactions be carried out as per the
prescribed procedures in vogue.

ii.) In respect of the 35 PD Accounts indicated in Annexure-I of the Government Order


2nd cited, the Director of Treasuries and Accounts is permitted to open the new PD
Accounts with the same number as was used in the erstwhile State of Andhra
Pradesh. The balance as on 01.06.2014 shall be apportioned in the same ratio of
apportionment of balances which existed on 31.03.2014. The share of PD Account of
Andhra Pradesh thus arrived shall be the provisional opening balance of new PD
Account of Andhra Pradesh as on 02.06.2014. The PD Administrators shall reconcile
the balances as on 01.06.2014 with District Treasury, Hyderabad (U) and furnish
Certificate of Acceptance of Balance. The Deputy Director, District Treasury,
Hyderabad (U) shall furnish the details of the Closing Balances of these accounts to
the Director of Treasuries and Accounts, Andhra Pradesh. The PD Administrator
concerned shall apportion such balances between the corresponding accounts of
successor states and advise the respective Treasury Officers confirming the amount
as Opening Balance as on 02.06. 2014.

iii.)In respect of the 70 PD Accounts indicated in Annexure-II of the Government Order


2nd cited, the PD Administrators shall reconcile the balances as on 01.06.2014 with
District Treasury, Hyderabad (U) and furnish Certificate of Acceptance of Balance.
The Deputy Director, District Treasury, Hyderabad (U) shall furnish the details of the
Closing Balances of these accounts to the Director of Treasuries and Accounts,
Andhra Pradesh and furnish the ledgers concerned duly recording the Closing entries
to the Director of Treasuries and Accounts, Andhra Pradesh. The Director of
Treasuries and Accounts, Andhra Pradesh shall take necessary action to open
corresponding PD Accounts in the AP State Head Quarters Treasury duly taking the
said balances as Opening Balances as on 02.06.2014. In respect of institutions
included in Annexure-II of the G.O second cited, as and when the Institution /
Corporation is bifurcated as per provisions of AP Re-Organization Act, 2014, action
shall be taken for opening of new PD Account in successor State of Telangana and
balances available as on that date as apportioned by the PD Administrator concerned
shall be transferred to the new PD Account.

(iv) In respect of remaining PD Accounts pertaining to the State of Andhra Pradesh in the
twin cities of Hyderabad and Secunderabad, the procedure as indicated in (ii) above
shall be followed.

4. All PD Account administrators are hereby requested to complete the reconciliation of the
balance as on 01.06.2014 of their PD Account with the District Treasury Officer concerned by
25.06.2014 and scrupulously follow all the instructions issued on the operation of PD Accounts.
