There are two Jerusalems in scripture, and it is important to determine which Jerusalem the prophets are speaking of.

Isaiah 2:2-4 2.And it shall come to pass in the last days, that the mountain of the LORDs house shall be established in the top of the mountains, and shall be exalted above the hills; and all nations shall flow unto it.

3.And many people shall go and say, Come ye, and let us go up to the mountain of the LORD, to the house of the God of Jacob; and he will teach us of his ways, and we will walk in his paths: for out of Zion shall go forth the law, and the word of the LORD from Jerusalem.

4.And he shall judge among the nations, and shall rebuke many people: and they shall beat their swords into plowshares, and their spears into pruninghooks: nation shall not lift up sword against nation, neither shall they learn war any more.

Isaiah saw establishment of Jerusalem as the place exalted in the top of the mountains and all nations coming o hear the word of the Lord. this would be established in the last days.

The last days of the old covenant Israel saw the establishment of Jerusalem with the establishment of the church. Jesus is the foundation and chief cornerstone of the city (Zion). The remnant of Israel was saved and became the new covenant people along with the Gentiles who came through Christ. A remnant out of earthly Zion was the foundation of the new Zion.

Isaiah 37:32 For out of Jerusalem shall go forth a remnant, and they that escape out of mount Zion: the zeal of the LORD of hosts shall do this.

This is restored Jerusalem. This is not earthly Jerusalem, but heavenly, for the earthly was judged.

Isaiah 4:4 When the Lord shall have washed away the filth of the daughters of Zion, and shall have purged the blood of Jerusalem from the midst thereof by the spirit of judgment, and by the spirit of burning.

John was taken to a high mountain when he saw the heavenly city descending from heaven.

Rev.21:10,And he carried me away in the spirit to a great and high mountain, and shewed me that great city, the holy Jerusalem, descending out of heaven from God,

The saints had come to mount Sion, the heavenly Jerusalem, the city of the living God.

Hebrews 12:22-24 22.But ye are come unto mount Sion, and unto the city of the living God, the heavenly Jerusalem, and to an innumerable company of angels,

23.To the general assembly and church of the firstborn, which are written in heaven, and to God the Judge of all, and to the spirits of just men made perfect,

24.And to Jesus the mediator of the new covenant, and to the blood of sprinkling, that speaketh better things than that of Abel.

Micah reiterates this prophecy, and connects it to the arrival of the kingdom in the last days.

Micah 4 1.But in the last days it shall come to pass, that the mountain of the house of the LORD shall be established in the top of the mountains, and it shall be exalted above the hills; and people shall flow unto it.

2.And many nations shall come, and say, Come, and let us go up to the mountain of the LORD, and to the house of the God of Jacob; and he will teach us of his ways, and we will walk in his paths: for the law shall go forth of Zion, and the word of the LORD from Jerusalem.

3. And he shall judge among many people, and rebuke strong nations afar off; and they shall beat their swords into plowshares, and their spears into pruning hooks: nation shall not lift up a sword against nation; neither shall they learn war any more.

4. But they shall sit every man under his vine and under his fig tree; and none shall make them afraid: for the mouth of the LORD of hosts hath spoken it.

5. For all people will walk every one in the name of his god, and we will walk in the name of the LORD our God for ever and ever.

6. In that day, saith the LORD, will I assemble her that halteth, and I will gather her that is driven out, and her that I have afflicted;

7.And I will make her that halted a remnant, and her that was cast far off a strong nation: and the LORD shall reign over them in mount Zion from henceforth, even for ever.

The Lord now reigns over his people in mount Zion, the heavenly Jerusalem.
