1.0 OBJECTIVE

1.1 This procedure describes the steps in the conduct of approved Human Resource
training programs for Department of Agrarian Reform (DAR) employees in order to
effectively perform and deliver their task towards the achievement of office targets.

2.0 SCOPE

2.1 This applies to all training interventions for the DAR employees coming from the
different job groups (Operations or Land Tenure Service, Agrarian Legal Service,
Technical Assistance Support Services and Support to Operations).

3.0 DEFINITION OF TERMS

3.1 Training and Development Needs Assessment – the method of determining the
performance requirements and competencies (knowledge, skills and attitudes)
needed by the different job groups or sectors.

3.2 Training Needs Assessment - is a process of identifying the current level of


competencies of the target participants on a particular training program in order to
determine the Program Design and the techniques or methodologies to be used for
the target groups. This is done through the administration of instrument, diagnostic
examination, focus group discussion (FGD), observation or secondary data.

3.3 Competency – refers to the combination of observable and applied skills, knowledge
and behaviors necessary for individual employee and organizational success.

5.0 RESPONSIBILITY AND AUTHORITY

5.1 The ARCDS Director/concerned division chief is responsible in the implementation of


all HRD training programs/interventions.

6.0 PROCEDURE

6.1 Conceptualizes training/human resource development interventions for every job


group based on any of the following:

6.1.1 Training Needs Assessment result;

6.1.2 Diagnostic Examination;

6.1.3 Top Management directive.

6.2 Develops training design based on the discussion with the head of office, and
prepares training proposal.

6.3 Prepares training requirements for the implementation of training intervention;

6.4 Implements the Training Programs as planned;

6.5 Evaluates learnings gained from the training using Evaluation Form (DAR-QF-030);

6.6 Prepares Learning and Development Report.
