TEMPORARY WORKS
APPROVAL ON FILE
PURPOSE
The purpose of this procedure is to define the basic requirements for the planning and control of
Temporary Works. It is aimed at ensuring that all Temporary Works have a consistent approach to their
design, procurement, erection, maintenance and removal.
SCOPE
Applicability
This procedure is applicable to all projects under the administrative control of Bechtel Global Corporation.
This procedure applies to the direct management, design and approval of all temporary works.
Temporary Works are used to provide (non-exhaustive list):
Access Site roads, bridges, paths, scaffolding etc. including safety measures
Facilities for site set-up Site offices, satellite cabins, stores and warehouses, toilets, canteens etc.
Material and equipment pads Piling mats, tower crane pads and rails, hard standing etc.
during the construction stage
Dewatering, temporary roofs, instrumentation, Pipe Test Manifolds and
Safe work environment
monitoring etc.
Hoarding, barriers, traffic management, debris netting etc.
Site or work area boundaries
including protection of public
Structural support and ground Formwork, falsework, special lifting gear, trench support, propping,
support underpinning etc.
• Depending on the geographical location of the project, and if not governed by local
regulations, the roles and responsibilities described in this SWPP may be assigned to
Discipline Field Engineers, Lead Field Engineers and Superintendents, and project may not
require deploying roles with specific work titles mentioned in this procedure.
• Refer to Standard Work Process Procedure 4MP-T81-03109, Temporary Utilities and Facilities
for planning, roles and responsibilities, design and installation of Temporary utilities.
Deviations
Deviation from this procedure shall be documented and approved in accordance with Corporate
Construction Operating Instruction, 4MP-T11-M105, Work Process Procedures.

DEFINITIONS
Designer
The designer is the engineer performing the temporary works design. The role of designer may be fulfilled
by the Resident Engineer or the Responsible Engineer.
Permanent Works
Elements installed, constructed in the scope of the contract for the permanent facility.
Temporary Works
Structures, buildings, roads, bridges, utilities, etc. providing support and access for the construction of
Permanent Works. Temporary Works may be removed, disassembled, or turned over to the client/owner
when the project is complete.

directly, but provide supporting or related information to this procedure’s subject matter including

Design of Falsework
RESPONSIBILITIES
• To optimize FNM efforts at High Labor Cost locations, PFE to consider utilizing Engineering
and Home Office Construction resources from High Value Engineering Centers to perform
design, MTO and other technical activities of Temporary Work.
On large and complex projects, the RFE may act as a TWS reporting to the TWC and is responsible for:
Assisting the TWC in the supervision and checking of the Temporary Works which includes the
supervision of the erection, use, maintenance and dismantling of the Temporary Works, as
applicable.
Checking of the scheme(s) during construction on site and liaising with the TWC to ensure any
modification to the scheme or differences from the envisaged condition (use or environmental) are
drawn to the attention of the designer.
REQUIREMENTS
Attachment A shows the outline of the main process steps.
General
When the scope of this procedure is performed (in full or in part) by clients, contractors, subcontractors,
etc., the PFE and Project Field Superintendent (PFS) ensure the minimum control activities are assigned
to the responsible entities and documented on the Multi-Entity Work Process DOR (Attachment B).
The following basic principles shall apply to all Temporary Works:
All Temporary Works shall be conducted in accordance with the requirements of the relevant
applicable specifications, drawings, standards and the associated Standard Work Process
Procedures (SWPPs)
Where the specifications and drawings specify performance requirements for the Temporary Works,
the Temporary Works design and implementation shall ensure that those requirements are met.
Temporary Works shall not apply loads to the works in excess of those permitted in the design or
specifications. Where the Temporary Works could impose loads, cause deformations or induce other
effects on Permanent Works, the Designer shall submit details to the PFE for acceptance. The PFE
confirms suitability of the design with the PE.
The PFE appoints competent and qualified engineers with sufficient experience who certify the
designs of the Temporary Works.
The PFE ensures any subcontractors utilized to provide this service confirm that the requisite
competencies are established within the organization, and that the Subcontractor shall operate
an accredited Quality Management System.
The work package for the installation of Temporary Works shall also include methods for the removal
of the Temporary Works.
All construction materials used as load carrying components shall conform to the relevant
applicable design standards.
Where Temporary Works are used underground, any construction materials that represent a fire
hazard or could emit noxious fumes shall not be used unless it can be justified that there is no
feasible alternative. Where there is no feasible alternative, suitable precautions shall be applied as
determined by risk assessment.
The adequacy of any temporary support shall consider loading on the permanent structure and shall
not be removed prior to confirmation that the permanent works has reached adequate strength.
Changes shall only be made after direct consultation with the designer of the Temporary Works.
The Temporary Works designer shall make all reasonable endeavors to reduce the impact of
Temporary Works on any other elements or parts of the construction site.
Work Planning
b. The PFE/TWC ensure independent design checks include a review of the design concepts and
validity as well as a detailed set of independent design calculations, and shall critically consider
whether the base parameters are valid.
• This may require Registered Professional Engineer (RPE) stamping (depending on the
geographic location).
b. The TWC will ensure that details of the Temporary Works are submitted via the formal document
review and acceptance process as detailed in Standard Work Process Procedure 4MP-T81-03102
Document Control.
c. Where necessary, the PFE/TWC will liaise with the PE responsible for the permanent works affected
by the Temporary Works and include the designers in the review of the Temporary Works Design.
d. Where necessary, the PFE/TWC will liaise with the Client or Third Party whose works/operations are
affected by the Temporary Works and include them in the review of the Temporary Works Design.
6.2.9 Alterations.
a. RFE records the changes in the requirements of the Temporary Works Design in writing, with
reference to the original Design Brief and confirmed to the Temporary Works Designer, who shall
check the proposals against the original design and incorporate the requirement for these alterations
into the design and drawings. If there is no significant change to the design, the Temporary Works
Designer shall confirm the acceptability of the alterations in writing.
b. The Temporary Works Designer advises the Design Checker of the alterations and any revisions to
the drawings and specifications; these shall be checked in the same manner as the original design.
c. A revised Design Check Certificate (Attachment D) shall be issued when considered appropriate by
the Temporary Works Designer and checker.
b. The TWC shall limit the period of validity of the permit. Additionally, subsequent modifications that
need to take place, and the area over which the loading extends, shall also be defined in the
permit.
c. The TWC/RFE perform a final inspection prior to loading the Temporary Works to verify that it has
been constructed in accordance with the requirements of the design and any subsequent
modifications.
d. The TWC/RS shall issue an “Permit to Load” certificate to the site team prior to its use.
e. The TWC determines that the permanent works is capable of being self-supporting prior to
issuing the approval to remove the Temporary Works (where the Temporary Works is used to
provide support to the permanent works until it is self-supporting).
6.2.9.2 Dismantling
a. When the structure being supported by the Temporary Works has become self-supporting, or the
excavation has been backfilled or other condition on which the design is based is met, the
Temporary Works may be dismantled (removed) subject to a previously agreed procedure and/or
restrictions imposed by the relevant part of the works.
b. Grouting of voids resulting from the extraction of Temporary Works shall be carried out
immediately with the extraction and the method of extraction or removal shall be such that there
is no risk of damage to the works.
c. The RFE/RS follow the design construction sequence and, before removing any strut, the RFE
shall have demonstrated that there is sufficient support to the satisfaction of the TWC.
Records
a. The RFE shall ensure the following records are entered into the Electronic Document Management
System (EDMS) in accordance with applicable project procedures.
• Documents produced during the execution of this procedure, but not listed below, do not need
to be retained.
