OVERVIEW
The country’s educational landscape had been undergoing revamp
with the onslaught of the COVID-19 pandemic causing the national
state of health emergency which radically affected the modality of
learning delivery.

At that point. the distance learning modality challenged the

traditional learning delivery. However, though it paved the way to
plenty of learning opportunities among learners, teachers, and school
administrators; it could be said that it cannot totally replace the
traditional way of learning as face-to-face classes remain a necessity
for education as of the current state in the educational arena.

While it is true that the social aspect of learning where learners can
interact with their teachers and classmates proved to be effective in
honing socially, emotionally, mentally, and even spiritually the child
as he journeys and matures to be a lifelong learner. Thus, distance
learning modality cannot totally overthrow the traditional teaching-
learning modality.

Much as it is wanted, household resources of the general majority

to make the children’s learning at par with that of the school’s is
obviously insufficient. Foremost is the household income, household
facilities, and the educational attainment of the household members
which are most possibly not parallel to the demand of the children’s
education signify a retrofitting of the educational scheme.

With these means, to achieve the department’s goal of providing

quality education for all, the Schools Division of Davao Occidental
endeavors to instigate limited face-to-face classes for School Year 2021-
2022 consistent with the adherence to the public health standards.
