1.0 SCOPE

This National Grid Saudi Arabia Transmission Material Standard Specification (TMSS)
specifies the minimum technical requirements for design, engineering, manufacture,
inspection, testing and performance of indoor and outdoor cable splice/termination kits, and
their accessories from 11kV up to 34.5kV, intended to be used in the system of the National
Grid Saudi Arabia.

2.0 CROSS REFERENCES

This Material Standard Specification shall always be read in conjunction with the latest
revision of National Grid Saudi Arabia General Specification No. 01-TMSS-01, titled
"General Requirements for All Equipment/Materials", which shall be considered as an
integral part of this TMSS.

This TMSS shall also be read in conjunction with Purchase Order or Contract Schedules for
project, as applicable.

3.0 APPLICABLE CODES AND STANDARDS

The latest revision/amendment of the following Codes and Standards shall be applicable for
the equipment/material covered in this TMSS. In case of conflict, the vendor/manufacturer
may propose equipment/material conforming to one group of Industry Codes and Standards
quoted hereunder without jeopardizing the requirements of this TMSS.

3.1 IEC-60060-1&2 High voltage test techniques.

3.2 IEC-60230 Impulse tests on cables and their accessories.

3.3 IEC-60466 A.C. insulation-enclosed switchgear and control gear for rated
voltages above 1kV and up to and including 38kV.

3.4 IEC-60502-1, 2&4 Power cables with extruded insulation and their accessories
for rated voltages from 1kV (Um=1.2 kV) up to 30kV
(Um=36kV).

3.5 IEC-60507 Artificial pollution tests on high-voltage Insulators to be used


on A.C. systems (Salt fog test).

3.6 IEEE-48 IEEE Standard Test Procedures and Requirements for


Alternating Current Cable Terminations 2.5kV Through
765kV.

3.7 IEEE-386 Standard for separable insulated connector system for power
distribution systems above 600 Volts.

3.8 IEEE-404 IEEE Standard Extruded and Laminated Dielectric Shielded

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 General

4.1.1 The splice and termination kits shall meet or exceed the requirements of this
specification in all respects.

4.1.2 Manufacturer's drawings shall show all components of the splice or


terminations and accessories together with all pertinent dimensions. Any
variation in these dimensions due to manufacturing tolerances shall be
indicated.

4.1.3 All lugs/ferrules included inside the kit shall be supplied from National Grid
Saudi Arabia approved manufacturers and in accordance with relevant
National Grid Saudi Arabia specification/requirements.

4.1.4 The splice & termination shall be designed for service conditions specified in
National Grid Saudi Arabia specification No. 01-TMSS-01 (latest revision)
and suitable to work with power cable during emergency loading conditions.

4.1.5 All components of the splice & termination shall perform without distress
under normal cyclic loading and fault conditions.

4.1.6 Components shall not be adversely affected in any manner by contact with
other materials normally used in the construction of cable joints and shall not
increase the rate of corrosion of any metal with which they may come in
contact.

4.1.7 The cable joints & terminations shall meet all the test requirements mentioned
in section 6.0.

4.1.8 The cable splice & terminations drawings shall have a minimum of two views
with an appropriate/large scale showing complete details of all
parts/components of splice & terminations. Following information shall also
be given on the drawings:

a. Type and/or Catalogue number

b. Dimensions (length and diameter etc.)

h. Approximate weight of one unit

i. Marking

4.1.9 The splice and termination kits shall be used for XLPE insulated cable indoor
or outdoor for 11kV to 34.5kV system and shall be suitable for continuous
operation at site.

4.1.10 The splice and termination shall perform without distress under the following
conditions:

a. Normal Condition:- Continuous operation at a conductor temperature


of 90oC for XLPE insulated cables.

b. Fault Condition:- Operation at a conductor temperature of 250oC for


XLPE insulated cables.

4.1.11 The splice and termination shall be suitable for the cables mentioned in the
latest revision of National Grid Saudi Arabia specification No. 11-TMSS-04
with Cu or Al conductor for following voltages:

a. 11kV
b. 13.8kV
c. 33kV
d. 34.5kV

4.2 Design Criteria

4.2.1 Splice

i. The design and construction of the splice shall essentially meet the
latest requirements of IEEE 404.

ii. Splice shall provide waterproofing, mechanical and electrical


protection and be completely sealed with cable jacket. Heat transfer

interface within the splice shall have positive contact to the


compression connector.

iii. The splice design shall also prevent the presence of air especially at
stress points.

iv. The cable joints shall be designed such that no insulating or semi-
conducting tapes shall be required, except void filler tape and sealing
mastic.

v. Outer jacket should be mechanically strong and ultra violet (UV)


protected.

vi. All outer jackets shall accept stamping/identification of installation


information. It shall be thermal or tagged, embossed or engraved.

vii. Name of manufacturer should be permanently super embossed clearly


on the outer tubing and should not disappear during heat shrinking
process.

4.2.1.a Heat Shrink

i. The diameter of heat shrinkable materials shall reduce to a pre-


determined size upon application of heat in excess of 120oC yielding a
minimum shrink ratio of 3 to 1 and a maximum longitudinal shrinkage
of 5%.

ii. The recovered wall thickness of insulation tubing over the connector
shall be uniform and equal to or greater than the cable insulation
thickness as given in IEC-60502-1 & 2.

iii. The adhesive shall have a softening temperature not less than 90oC, in
accordance with ASTM-E28, be compatible with other components of
splice and cables, and after curing shall not flow at temperatures of
normal service.

4.2.1.b Cold Shrink

i. It should be manufactured from superior silicone material having


smooth surface to insure that the minimum amount of contamination
adhere to the surface and with very high thermal stability and long
term elasticity.

ii. Require no special tools for installation and no components that need
any heat for shrinking except for outer jacketing.

iii. Stress control and sealing should either be built-in or provided


separately.

iv. Outer jacket should be mechanically strong and ultra violet (UV)
protected.

v. It should not become rigid and cracks/gaps should not be created


which makes it susceptible to humidity & dust etc.

4.2.1.c Pre-Molded

i. Require no special tools for installation and no components that need


any heat for shrinking except for outer jacketing.

ii. Manufactured from peroxide cured EPDM (Ethylene Propylene Diene


Monometer) rubber.

4.2.1.d Long Joint

This joint is intended to be used to repair MV cable faults (requiring extra


length where applicable).

i. Length of ferrules shall not be less than 440mm.

ii. All ferrules shall be either crimped or shear bolt type with very
smooth surface.

iii. It should be either heat shrink, cold shrink or pre-molded.

4.2.2 Termination

a. Both Plug-in type & Bolted type lugs/terminations are acceptable for
usage at Medium Voltage level (11kV, 13.8kV, 33kV & 34.5kV) as
indicated below: -

i. The Plug-in type terminations/lugs shall only be used for GIS,


Gas Insulated Medium Voltage Switchgear, Mobile Substation
and Mobile Switchgear

ii. The bolted type terminations/lugs shall be mandatory for Air


Insulated Medium Voltage Switchgear

iii. Indoor terminations must accommodate & conform to the


bending radius of the cable within max. 700mm vertical space
provided in the cable compartment of MV switchgear for
training of cables

b. Termination shall meet the criteria under section 4.2.1.ii to 4.2.1.v and
IEEE-48.

c. Heat / Cold Shrink

i. Terminations shall be designed to provide a complete


moisture seal, including the crotch area of multi-core cables
and complete re-jacketing of individual cores conforming to
class-I terminations as per IEEE-48.

ii. The insulation tubing shall be generally suitable for indoor


and outdoor installation, ultra-violet (UV) and chemical
resistant and without adhesive coatings and shall be capable
of being stored without damage.

iii. Creepage distance for outdoor termination shall be according


to the latest revision of National Grid Saudi Arabia
specification # 01-TMSS-01 (latest revision).

iv. For outdoor cold shrink terminations the material used


(silicone) shall be inorganic and display a high surface
tension or hydrophobic to minimize the surface wetting
(water beads form and run off) to minimize or eliminate
damaging leakage currents.

v. Cold Shrink Terminations shall also meet the criteria under


section 4.2.1b (i to v).

vi. The material of the rubber insulator (Silicone) used in Cold


Shrink Terminations is factory expanded and placed on a
removable core. The removing of the core when the
termination is positioned over the cable shall cause the
termination to shrink. The termination shall maintain a
compressive force on the cable continuously through out the
life of the product. This pressure shall insure a complete
moisture seal without the use of adhesives.

vii. High dielectric constant cold shrink material (electrometric


tube) shall be used for electric field stress control. This shall
be completely covered by a cold shrinkable silicon insulator
having adequate resistance. These components shall be
prestretched in the factory and placed on the one removable
core.

viii. The terminations components shall be weather, ultra violet


and salt pollution resistant.

ix. All terminations shall be supplied with terminations


accessories including sealing and semi conductive tapes,
earthing clamps and earthing braid.

4.2.3 Pre-molded Elbow Connectors

a. Require no special tools for installation and no components that need


any heat for shrinking except for break outs and tail.

b. Pre-molded elbow connectors shall be bolted type and meet all the
requirements of IEEE-386.

4.2.4 Cable End Caps

a. Cable end caps shall be internally coated with an adhesive to provide


environmental sealing to the cable jacket from the open cable end so
that no moisture/water etc can go inside the cable (before cable
installation). Individual cap in proper packing shall be supplied.

b. The material of the end cap is heat shrinkable material for de-
energized cables.

c. End caps are not recommended for live cables.

4.2.5 Repair Sleeve

a. The wrap-around sheath repair sleeve for MV shall be of the non heat
shrink type with metallic locks and shall be coated with an adhesive
which becomes activated on the application bond with cable jacket
when shrunk.

b. Medium wall tube for MV shall be heat shrinkable type and shall be
uncoated.

4.3 Materials

4.3.1 Connector

a. The connector material shall be suitable for aluminum or copper


conductors. Copper to copper cable connections shall use copper
connectors. Aluminum to aluminum cable connections shall use
aluminum connectors. Copper to aluminum cable connections shall
use suitable bimetallic connectors. For outdoor and indoor
terminations, all copper & aluminum connectors shall be tin-plated to
a minimum thickness of 5 and 7 micron respectively.

b. Connectors used for aluminum-to-aluminum cable connections and


copper to aluminum cable connections shall be tested per ANSI
C119.4 or equivalent IEC standard for thermal and mechanical
withstand capabilities. Similar test protocol shall be followed for
connectors used for copper-to-copper cable connections.

c. For connections wherein the conductor of the cable and the connector
are of the same material, the effective cross-sectional area of the
connector shall at least equal the size of conductor of the cable.

d. Both compression and mechanical type connectors are acceptable.


However, mechanical type connector shall be subject to initial
approval by National Grid Saudi Arabia. Welded type connectors are
acceptable but solder type connectors are not acceptable.
e. Terminal pad hole size and spacing shall be as per NEMA CC1
requirements.

4.3.2 Splice Insulation

The splice insulation material can be heat shrinkable, premolded or


laminated types. It shall equal or exceed the electrical and physical
properties of the cable insulation.

4.3.3 Splice Jacket (If required)

The recovered wall thickness of splice jacket shall match or exceed the
thickness of the cable jacket.

4.3.4 Splice and Termination Stress Control

The stress control material can be heat shrinkable, premolded (silicone-


rubber), epoxy, EPDM (Ethylene Propylene Diene Monometer) or
laminated type, enclosed in porcelain, epoxy insulator or outer heat
shrinkable tubing.

4.3.5 Termination Porcelain Insulator or Outer Tubing

a. The porcelain insulator shall be brown with standard glaze.

b. The heat shrinkable outer tube shall be ultra violet resistant and drip
water resistant. The outer tube may be provided on resin glass-fiber
tube to guarantee maximum strength during short circuit.

4.4 Fabrication

4.4.1 Cable Splice

a. Cable splice shall be supplied in complete kit form with all materials
and components required to complete the installation. Connectors
shall be included in the kits. The cable splice shall be suitable for
cables specified in the tender/inquiry.

b. Components supplied with adhesive coatings shall have means to


prevent the coated surfaces from adhering to each other.

c. In case of tape armored and shielded cable, all items needed for tape
clamping shall also be included. Worm type rings shall be provided
for such application.

d. Re-instatement of mechanical protection for armored cables shall be


in the form of galvanized steel wrap-around and not steel tubing. Ends
of steel strips forming wrap around (canister) shall be rounded and not
sharp. The steel wrap around shall be protected with heat shrinkable
tube.

e. Transition joints shall be suitable for different types of cables


specified in the tender/inquiry.

4.4.2 Termination

a. The Termination Fabrication shall be the same as mentioned under


section 4.4.1.a to 4.4.1.c.

b. Terminations shall be supplied in complete kit form with all materials


and components required to complete the installation including the
cable lugs.

c. Outdoor overhead lines pole top termination kits for 11kV to 34.5kV
cables shall include galvanized steel bracket for mounting.

4.5 Marking

4.5.1 All components of splices and terminations shall be clearly marked with the
manufacturer's name and reference numbers. The marking shall be done
before coating the adhesive onto the component.

4.5.2 Electrically conducting components shall be marked 'conducting' clearly and


permanently.

4.5.3 Splice & Termination Kits

A suitable nameplate shall be provided in the splice & termination kit giving
the following information:

i. Manufacturer's name/logo
ii. Purchase order number/Contract
iii. Part identification
iv. Date of manufacture
v. Date of expiry
vi. Voltage rating
vii. Cable insulation diameter range
viii. Maximum and Minimum cable conductor size
ix. 12-TMSS-04
x. Gross weight in kilograms
xi. Position of slinging points and other relevant handling instructions

5.0 PACKING AND SHIPPING

In addition to the applicable items in National Grid Saudi Arabia specification # 01-TMSS-
01, packing and shipping of the splice and termination parts shall also conform to the
following:

5.1 The joint / termination kits and accessories shall be delivered ready for service.

5.2 All components in the kit should be individually packed and labeled in the main
packing.

5.3 All void filling mastic and sealant tapes should be packed in Aluminum foil to
prevent moisture absorption.

5.4 Each joint and termination kit along with appropriate installation instructions in
English and Arabic languages shall be packed separately in hard board box.
Maximum ten (10) such boxes shall be packed in properly palletized wooden boxes.

5.5 Packing notes shall be included in each hard board box giving a description of the
goods packed.

5.6 Packing shall be designed to protect against ingress of moisture and mechanical
damage.

5.7 The kits shall not be packed in any organic material.

5.8 Outdoor over head lines pole top termination including galvanized steel mounting
bracket and insulators for 11kV to 34.5kV shall be packed in one packing.

5.9 All components shall be capable of being stored without deterioration within the
temperature range of 0°C to + 50°C. Components or materials, if subject to a shelf
life limitation, shall have the final date of use prominently and permanently shown
on all packages.

5.10 Each splice and termination kit shall be packed in its own individual re-sealable hard
board box, and the box shall be printed with the following minimum information.
The crate shall also be fixed with an aluminum plate giving the following
information:

a. Splice/Termination Catalog Number


b. Purchase Order Number/Contract No./Job Order No. (as applicable)
c. Manufacturer's Name
d. Year of Manufacture
e. Expiry Date (if applicable)
f. Gross Weight (kg)

5.11 Each kit shall be disassembled only to such extent as may be necessary to facilitate
field handling and to prevent damage during shipment.

5.12 Each kit shall include an installation instruction & step by step jointing procedure.

6.0 TESTING AND INSPECTION

All joints, terminations, and accessories shall be tested in accordance with the latest
standards and as specified herein.

6.1 Routine Tests

These tests shall be carried out in accordance with the requirements of standard to
which the joints, terminations, and accessories are offered and shall be carried out at
the factory.

6.2 Type Tests

6.2.1 Electrical Tests

The vendor shall provide certified, independent test reports with the bid for
the materials offered to show that the electrical tests as per 6.2.1 a to c, can be
met by sequence of testing as mentioned.

a. Splicing Kit 11kV to 34.5kV


The following tests shall be performed as per IEEE-404.

i. AC Voltage Withstand
ii. Partial Discharge
iii. Impulse Voltage Withstand
iv. Short Time Current
v. Cyclic Aging
vi. DC Voltage Withstand
vii. High Voltage
viii. Shielding

Note: The test sequence shall be as per IEEE-404.


All tests are valid for heat /cold shrinkable and pre molded.

b. Termination Kit 11kV to 34.5kV


The following tests shall be performed as per IEEE-48.

i. AC Voltage Withstand
ii. Partial Discharge
iii. Impulse Voltage Withstand
iv. Short Time Current as per IEEE-404
v. Cyclic Aging as per IEEE-404
vi. DC Voltage Withstand
vii. Salt Fog test as per IEC-60507 - Section 3

Note: The test sequence shall be as per IEEE-48.


All tests are valid for heat /cold shrinkable.
