Ballot Paper vs
EVM
• Advocate Mehmood Pracha has
approached the Supreme Court

• epresentation of People’s Act, 1951

(RPA) and Conduct of Election Rules,
1961, clearly provide for voting and
counting through ballot paper.

• use of ballot paper is the norm and

use of EVM is an option.
• because of its “technology obsession”, ECI has feverishly adopted the
EVM in violation of Section 61A of the RP Act without any justifiable
circumstances or cogent reasons.

• the law permits the ECI to use EVMs for elections only on a case-to-
case basis, only for justifiable reasons, and not entirely as they claim.
What is VVPAT
• In the VVPAT system, a paper slip bearing
serial number, name and symbol of
candidate is generated, along with
recording of vote in the Control Unit

• so that in case of any dispute, paper slip

can be counted to verify the result being
shown on the EVM.

• A printer is attached to the Balloting Unit

and kept in the voting compartment.
• country like Japan, which invented EVM, conducts voting through
ballot; in Germany, their Supreme Court has imposed a ban that if
voting is done through EVM then it is unconstitutional
• EVMs seem to be under a perception cloud in India, but worldwide
about 20 countries use some form of electronic voting.

• Namibia, Nepal, Armenia, Bangladesh, Bhutan, Australia, Belgium,

Bulgaria, Italy, Switzerland, Canada, Mexico, Argentina, Brazil, Chile,
Peru and Venezuela, besides the US, use some form of electronic
voting.

• In the US, direct vote-recording machines are used in 27 states, while

15 states use machines with paper audit trail machines
• A country that has successfully used EVMs on a large scale during
elections is Brazil.

• The fifth most populous country in the world, Brazil, started using
electronic voting in the mid-1990s, according to the Brazilian
government website.

• reduction of election fraud and coercion, snatching of ballot boxes
