Policy/Standard No.

100-D-20

Effective Date: July 15, 1995

Traffic Control Device: Signs

Division: Information
Subject: Bible/Youth Camp Page 1 of 2

Purpose
The Department of Infrastructure and Transportation receives requests from time to time to provide
directional signing for non-profit bible camps and youth camps.

Note: This Policy/Standard is not intended to include signing to churches due to the resultant
proliferation of signs. Churches should be urged to use local street or road names to provide directions,
or to use off right-of-way advertising signs.

Policy

Signing to non-profit bible camps and youth camps may be provided on a 100% total cost recovery basis.

Eligibility

To be eligible for BIBLE/YOUTH CAMP signs, the camp must:

• be operated by a non-profit social, educational or philanthropic organization incorporated without share

capital under the guidelines of The Corporations Act

• be served by an all-weather road

• normally be within 10 km of the exit from the highway

• have all necessary off-highway supplemental (trail blazing) signs, from the highway exit to the camp, in
place

• remove any existing illegal advertising signs from on or off the highway right-of-way

• be in compliance with acts, regulations or by-laws of any other regulatory authority or government
department, etc.

Standard

The Department will install and maintain signing according to the following:

• Signs will be designed to the Department’s standard generic Bible Camp/Youth Camp format which
includes the name of the facility, e.g. CIRCLE SQUARE RANCH YOUTH CAMP. Logos or non-standard
colours, letter styles, fonts, etc. will not be permitted.

• Signs, one per direction, will normally be installed on the shoulder in the “traffic control” position, on
breakaway posts.

• Signs will not be installed closer than 100 m to existing Department signing.

• Signs will be installed on the closest intersecting provincial route, normally no further than
10 km from the facility.

• Signs will not normally be installed where destination signs to communities already exist. The camp
should be encouraged to use the community name when giving directions to their facilities.

• Signs will not be installed if they contribute to or encourage unsafe traffic operation or erratic driver
behaviour.

Cost Recovery

The applicant will be required to pay the entire manufacturing and installation costs for all required signs.
Any routine maintenance of on-highway signs that is requested, including replacement due to vandalism,
etc. will be provided by the Department during the expected 7 to 10 year lifetime of the sign. When the
signs require replacement due to normal aging, the applicant will again be required to pay the entire cost of
replacing the signs.
