Please review the general condition of contract since many of the clause you mentioned in the guidelines are already there, and in effect since
it's legally binding

This should retain to Aland for us to have more control over the application of BP and OP

20% performance bond is to warrant workmanship for billed items in case contractors be
defaulted and its the industry standard. Any reason on increasing to 25%?

Please revisit the GCC for alignment to this clause as there are instances there where
change orders and time extension are allowed

I dont know if you can attract contractor with 10% dp. Industry standard is 20-30%. Any

It seems too high for site dev and other horizontal packages.

here are my comments on the OSH Manual:


1. These are just for residential, commercial and industrial buildings as
stated in the introduction. What about land devt works, amenities, landscaping
and head office?
2. Do you still need to have the commercial and industrial BUs in this OHSM?
3. How do you intend to roll this out?
4. What are the budget constraints? Where will you get the budget to implement
this? its better that you prepare a budgetary program to initiate this.
5. What are the comments of the other departments, specifically the people on
the ground?
6. This is similar to the OSH Program/Manual submitted to DOLE
7. Can you prepare or do you have a short version of this wherein all the key
points and elements are listed down and for immediate compliance?
8. What will be the effect on manpower if this will be implemented across all
projects? who will shoulder the additional cost for overhead? will these
people be under Aboitizland as an organic member or project hired?
9. Costs of PPEs for contractors? What about the costs of PPEs of our own
personnel?
10. I didn't see Covid Protocols in the manual.
