The Philippine Air Force is an organization that builds on the gains and accomplishments of its predecessors.
This is how we sharpen our capabilities and refine them to a point of near-perfection. We turn valuable information
into our institutional memory, something that we can pass down to future generations as a roadmap to navigate
their respective roles in their particular contexts.

This coffee table book titled “Philippine Air Force Effective Practices – Volume II 2023” is a manifestation
of our intent to commit to memory the best practices that our different units have formulated in improving
various aspects of their operations. We seek not only to document them but to also showcase the innovative
approaches, strategic thinking, and exceptional teamwork that have enabled us to sustain efforts for capability
development, organizational enhancement, and systems and process improvement.

I highly commend our exceptionally skilled airmen and airwomen who contributed their valuable experiences
and learnings in this book. Their dedication and unwavering commitment to elevate our standards of excellence
which propels our organization to reach greater heights, and their stories will serve as a guide for us to follow.

I deeply appreciate all the efforts poured into the making of this coffee table book. The pages that follow, give our
airmen and airwomen the honor they deserve for their commitment to service and mission. I hope this serves

In a world that is rapidly changing, it is more important that we continuously improve our operations to stay ahead of
the curve. The identification, validation, and recognition of PAF Effective Practices has empowered units to innovate
and refine their processes, enhance efficiency and efficacy, while preparing us to overcome any obstacles that come
our way.

For the past years, we recognized seventeen outstanding best practices from various PAF units, each showcasing our
adaptability, ingenuity, and unwavering commitment to success. And to honor these achievements, we are thrilled to
present the second volume of our coffee table book, featuring the awarded emerging and best effective practices that
offer valuable insights for PAF units looking to enhance their operational efficiency. With this, we are taking you to a
journey of discovery through our most effective practices, demonstrating how we have used cutting-edge initiatives,
innovative interventions, and strategic partnerships to achieve our goals.

This book isn’t just a collection of corporate practices, but a celebration of creativity, ingenuity, and determination. This
is a testament to the fact that when we work together, we can achieve incredible things. And we are confident that as
you read through these pages, you will be inspired to push the boundaries of what’s possible, challenge the status quo,
and embrace change as an opportunity for growth.

The identification and validation of Effective Practices are aimed to sustain the efforts
of the PAF Units for capability development, and systems and process improvement
to enhance readiness, efficiency, and effectiveness of PAF Units with sustainable,
replicable and resilient practices.

The Automation of Financial Processes is an innovative approach of the Air Force
Finance Center (AFFC) to financial management that involves the use of technology and
advanced systems to support financial transactions, operations, reporting, and decision-
making. The AFFC has developed the following 13 Automated Financial Systems that
form the core of their unit’s innovative processes:

1. Payroll System
2. Financial Collateral Processing System (FiCoPS)
3. eMorning Report System
4. Variable and Collateral Claims System (ACCS)
5. Finance Institution Loan Monitoring System (FILMS)
6. Automated Commutation Payment System
7. Commercial Claims Payment System (CCPS)
8. PAF Utilities Management System (PUMS)
9. PAF Online Payment System (POPS)
10. Financial Monitoring System (FMS)/ Enhancement of Electronic Payslip
11. Finance Information Text System (FITS)/ Itanong Mo Kay CO (IMKC)
12. Centralized Pay Records (CPRS)
13. Abstract Reporting Tool (ART)

These systems are categorized into personnel services systems, MOOE and Non-
Appropriated Funds systems, and reporting and information systems, which offer a range
of financial support and services to the PAF. The personnel services systems support
personnel-related financial transactions, while the MOOE and Non-Appropriated Funds
Systems provide financial support for day-to-day operations. Meanwhile, the reporting
and information systems offer financial reporting and information support to ensure
informed decision-making. These automated financial systems have greatly improved
the efficiency, accuracy, and effectiveness of financial processes in the PAF, providing a
strong foundation for financial management and decision-making.

PAFCMOG’s Comprehensive Youth Engagement program is a successful initiative that aims
to support the Philippine Air Force by collaborating with the youth sector, particularly student
leaders. The program is designed to bridge PAF advocacies across universities and encourage
youth leaders to join the PAF, while also supporting strategic communication, raising advocates,
increasing the PAF’s satisfaction rating, reinforcing recruitment programs, and preventing the
youth from being recruited by counter-terrorism groups.

One of the program’s most significant achievements is the establishment of the Supreme
Student Council Society of the Philippines, a nationwide youth organization that has gained
support for various CMO programs and encouraged volunteerism among youth leaders. This
success is due to the program’s ability to hit multiple objectives and sustained efforts, which
have been ongoing since 2019.

The program’s replicability is also a key factor in its success. A handbook guides PAF units
in conducting youth engagements with safety and security considerations, emphasizing
adherence to existing regulations. This ensures that the program can be easily replicated in
other areas and that its success can be sustained over time.

This program highlights the Philippine Air Force’s dedication to engaging effectively with the
youth sector. By collaborating with student leaders and bridging advocacy efforts across
universities, the program has achieved multiple objectives while also preventing the youth from
being recruited by counter-terrorism groups. Its success can be attributed to sustained efforts,
replicability, and the ability to hit multiple objectives.

The Inter-Bureau Collaboration for .50 Caliber Heavy Machine
Guns (HMG) Periodic Replacement Parts (PRPs) is a project
that aimed to locally fabricate PRPs for the Philippine Air Force’s
(PAF) .50 Cal HMG after the European Union imposed sanctions
that prevented the importation of these essential parts from
Belgian manufacturer FN Herstal. The PAF collaborated with
the Government Arsenal (GA) and Department of Science and
Technology - Metals Industry Research and Development Center
(DOST-MIRDC) to fabricate the PRPs locally.

The project has strengthened the relationships between the


PAF, GA, and DOST-MIRDC, and there is potential for future
inter-bureau projects. Local fabrication has saved time, money,
and effort, with parts completed in roughly one month upon
payment. The three-year collaboration successfully sustained
the armament requirements of various PAF platforms.

This collaboration has set an example for other PAF units that
operate M2 and M3/M3P .50 Cal HMG to replicate this practice.
A Memorandum of Agreement was created to further strengthen
collaborative engagements between the PAF and DND-GA,
indicating a commitment for future inter-bureau collaborations.
Inter-Bureau Collaboration for .50 Cal HMG PRPS is a successful
example of local fabrication and inter-bureau collaboration to
address challenges in maintaining and sustaining firepower.

The 15th Strike Wing’s Spot, Operational Hazard, Aircraft-
related Reporting (SOAR) system is a real-time reporting
application that enhances safety measures within the
unit. The system allows personnel to report hazards, risky
behaviors, and mishaps observed in the workplace without
intimidation or fear of repercussions. The SOAR App was
utilized by the 15SW for one year from May 2021 to May
2022 and was eventually replaced by the PAF i-Share
System, a PAF-wide online reporting system.

During its implementation, the SOAR App transformed


the traditional Operational Hazard Reporting (OHR) box
into an online application form, improving ease of use and
usability anywhere as long as mobile devices are carried.
The system’s effectiveness, uniqueness, sustainability, and
replicability encouraged personnel to proactively report
perceived risks, resulting in greater safety proactivity and
appreciation by the Wing’s personnel.

The Wing recognized the value of the SOAR App, even after its termination, as an alternative avenue for reporting and a user-friendly, real-
time, accessible, and effective reporting system. The implementation of the PAF-wide i-Share system was partially inspired by the SOAR
App’s effectiveness, showcasing its contribution to the Wing’s safety measures.

In conclusion, the 15SW SOAR App is a valuable reporting option for personnel to report observed risks and hazards that can cause
injury or damage to equipment and facilities. The system’s user-friendly and real-time features fostered safety proactivity, which can be
replicated in other units, showcasing its contribution to the Wing’s safety measures.

15th Strike Wing developed the AW-109AH Cockpit Audio and Video
Recording system as a response to the need for a reliable and cost-
effective solution to record video footage and audio communications
within the AW-109AH helicopter’s cockpit during operations and
mission debriefings.

Prior to this, no such system existed, leaving a gap in effective


recording during flight operations. This involves mounting a GoPro
Action Camera in the cockpit to capture high-quality video footage
and audio communications.

The benefits of this practice include enhanced situational awareness,


improved training capabilities, and better planning and development
of tactics, techniques, and procedures (TTPs). Furthermore, this
system is cost-effective and does not require significant investment in
specialized equipment or technology. Overall, the AW-109AH Cockpit
Audio and Video Recording developed by the 15th Strike Wing
is a highly effective solution for capturing video footage and audio
communications during flight operations.

The 220th Airlift Wing (220th AW) has developed a systematic
process called the Crafting of Three-Year Capability Development
Plan, which is designed to monitor gaps and progress in initiatives
and interventions. The practice was initiated in 2018, and the first
plan was published for 2019-2021. The plan is conducted yearly
and includes a conceptualization process, Project Management
Teams Workshops for capability assessment, determination of
gaps, and creation of action plans, followed by validation and
publication. Capability Project Managers are currently working
on their designated outputs to develop the 220th AW Three-Year
Capability Development Plan for 2023-2025.

The Three-Year Capability Development Plan serves various


purposes such as ensuring the development and revalidation
of doctrines for Air Mobility Operations, providing an overview
of how the Unit will align its organizational structure to be
more effective and responsive, and providing a well-thought-
out material development program for different capabilities, a
program for skilled personnel development, and mobilization
of leadership as effective stewards of Flight Plan strategy
execution. Implementing this practice provides a faster and more
cost-effective way of determining gaps and allows the Unit to use
the plan as a reference, avoiding tedious and constant research
and studies about capability development. This also provides
staff offices with a pre-determined plan complete with a timeline
and deliverables.

The Assignment of Fixed Wing Aircraft Chief Pilot is an innovative
approach aimed at enhancing the safety and efficiency of the Unit’s
flight operations. It was initiated by the 251st Presidential Airlift
Squadron of the 250th Presidential Airlift Wing, and it involves the
appointment of a dedicated Chief Pilot for each fixed-wing aircraft.
The Chief Pilot should have the highest pilot qualification rating for
each specific platform, and must be a Test Pilot, Instructor Pilot, and
Flight Examiner. Their primary responsibilities include monitoring
aircraft status, ensuring aircraft operation efficiency, and mission
safety. Additionally, the Chief Pilot acts as a consultant to ensure
the relevance and effectiveness of the Squadron’s training Program
of Instructions (POIs), Standard Operating Procedures (SOPs),
Directives, and other operational policies.

Adopting this practice has resulted in reduced decision-making time,


minimized aircraft downtime during maintenance operations, and
increased safety in flight operations. The Wing modeled this practice
after Commercial and Corporate Aircraft Operators such as San
Miguel Corp., AirTaxi, Cebu Pacific, and Philippine Air Lines, and it
was implemented by the Wing in October 2020. Designation as the
Chief Pilot is provided with Unit Orders, and the Chief Pilot SOP
stipulates their duties and responsibilities.

This approach empowers highly qualified pilots based on their


competency while maintaining the Squadron Commander’s authority.
The guidelines provided in the Chief Pilot SOP can offer guidance
to other units that would like to incorporate this practice into their
operations, thereby promoting safety and efficiency in flight operations.

The Weekly Glock 17 Dry Firing practice is a regular gathering of the personnel of the 250th Presidential Airlift Wing
to improve their skills and safety in handling the newly issued firearm, the Glock 17 Pistol. This effective approach
starts with safety lectures that provide the necessary knowledge of the firearm’s components, function, and proper
handling procedures. These lectures are followed by practical applications in weekly dry firing sessions that
enable the personnel to apply their knowledge and improve their skills in a simulated environment that replicates
Presidential engagements.

The trained Range Safety Officers supervise the weekly dry firing sessions and provide lectures and reminders
on firearm discipline, ensuring the safety of all personnel involved. To replicate actual Presidential engagements,
attendees must dress up with proper equipment such as holsters and belts. The practice has also provided an
avenue for regular consultation on firearm discipline and an opportunity to address any concerns and inquiries that
the personnel may have.

Aside from enhancing the personnel’s skills and safety in handling the Glock 17 Pistol, the Weekly Glock 17 Dry
Firing practice has resulted in better marksmanship scores during record firing and improved firearm discipline,
resulting in zero cases of firearm mishandling or accidental discharge. This practice has been well-received by the
personnel, and the Wing plans to continue the Weekly Glock 17 Dry Firing to ensure that the personnel remain
proficient and safe in handling the Glock 17 Pistol.

The Utilization of Air Tasking Order refers to the use of a system by
Tactical Operations Wing Northern Luzon (TOWNOL) to task and
disseminate projected sorties, capabilities, assets, platforms, and/or
forces to targets and specific missions to its components, subordinate
units, and command and control agencies. The Air Tasking Order
(ATO), enables TOWNOL, through its Tactical Operations Groups
(TOGs), to determine the air operation requirements of the Philippine
Army brigades and battalions in its area of operations. The ATO allows
for the preparation of the operational requirements for air operations
for the next three days, providing ground forces with more precise air
support requirements.

To ensure proper use of the ATO, TOWNOL has crafted an SOP that
specifies guidelines for preparing and properly handling the order. The
ATO is an effective tool for planning and coordinating air power, allowing
for efficient utilization of air assets. TOWNOL has been utilizing the
ATO since 30 April 2020, and has tested the system in focused military
operations in the area. The success of the ATO has greatly improved
TOWNOL’s air operations by providing more precise lists of air power
requirements that support the Northern Luzon brigades and battalions.

The Glock 17 Challenge is a quarterly pistol shooting competition
that aims to increase proficiency, build self-confidence, and
promote safety among personnel who use their issued Glock 17.
The program has been in place for more than two years and has
resulted in zero accidental fire incidents, while also producing award-
winning shooters in competitions outside the Unit.

The competition started in July 2019 and is now on its twelfth


series. By turning the desire to make personnel knowledgeable
and proficient in handling the Glock 17 into a competition, personnel
are encouraged to do their best and strive to be better in practical
shooting.

The scoring system used by the Unit is based on the rules of the
Philippine Practical ShootingAssociation, making it easy to replicate.
All requirements for conducting the activity are already available at
PAF bases, and all PAF military personnel have issued Glock 17
pistols.

The Course Preparation and Implementation Guide is a comprehensive
tool created by the Philippine Air Force Technical and Specialization
School (PAFTSS) to guide its personnel in all aspects of course
preparation, implementation, and evaluation. It serves as a blueprint
checklist and reference for various offices and personnel involved in
the programming of courses, curriculum review and development,
course implementation, and course evaluation, covering all phases of
course preparation and implementation.

The Guide ensures that all aspects are covered, leaving no gaps
or deficiencies, from planning and budgeting to program delivery,
assessment, and evaluation. It is not only beneficial to PAFTSS
but also to other training institutions within AETDC, providing a
standardized and streamlined process of course preparation and
implementation resulting in efficient and effective delivery of quality
education and training.

The approach used by PAFTSS can be replicated and edited by other


training institutions, despite their varying courses, based on their day-
to-day activities or the curriculum of the courses they offer, resulting
in a consistent and effective process across all training institutions
within AETDC.

The Flight Training Projection Calculator is a significant innovation
in the field of military aviation used by the Philippine Air Force Flying
School (PAFFS) to estimate the duration of their Military Pilot Training
(MPT) phases with great accuracy. By considering variables such as
the number of available aircraft, number of students, and number of
sorties, the Calculator provides efficient and reliable projections for
the training program. The Calculator can also take into account the
flyable days in a particular training area to determine the projected
date of completion of incoming and ongoing MPT classes.

In addition, the Calculator has been instrumental in helping the


higher headquarters in timely planning and preparation of training-
related activities such as cross-over, graduation, and acceptance of
new MPT classes. The Calculator’s ability to handle all calculations
instantly has greatly reduced the manual work previously required
by two to three persons for more than a day, to less than a minute
and can even be handled by a single person.

The concept of the Flight Training Projection Calculator is replicable


by other flying units by changing some of the variables such as the
available dedicated aircraft for training, flyable days, and number of
sorties per day. Its success can serve as a model for other military
aviation training institutions that are looking to streamline their
training programs and achieve maximum efficiency.

The Doctrine Awareness Advocacy Campaign (DAAC) is an initiative
organized by the Air Warfare Center (AWC) aimed at increasing the
awareness of personnel on the importance of doctrine development
in the Philippine Air Force (PAF). The DAAC is held quarterly and
is attended by PAF Personnel and PAF Civilian Human Resource
(CHR) through Video Teleconference (VTC).

The main objective of the DAAC is to educate and provide technical


assistance to PAF Personnel and PAF CHR on the phases of PAF
Doctrine Development and the development of doctrine manuals.
It also aims to gather and solicit comments and suggestions from
the different units and offices of the PAF for the improvement of the
current PAF Doctrine Management System and Thrusts. During the
advocacy, the respective role of PAF Personnel and PAF CHR in
developing PAF doctrines is discussed.

The DAAC has been beneficial in increasing attendees’ knowledge


and understanding of the importance and urgency of Doctrine
Development in accomplishing the mission. They have realized that
as the organization’s institutional memory, they play a vital role in
developing PAF doctrines. Additionally, attendees have increased
their doctrinal awareness, making them instrumental in developing
their respective Unit’s Doctrine.

The Online Instructor Performance Evaluation System is an efficient
and effective method of evaluating the performance of instructors
and of providing feedback to enhance their teaching capabilities.
Developed by TDC, the system was implemented in response to
the need for a more streamlined evaluation process.

The assessment results are used to identify areas for improvement,


and workshops are conducted to enhance the teaching capabilities
of instructors. The evaluation process is conducted in privacy and
with confidentiality to provide unbiased feedback to instructors and
maintain the integrity of the system.

The implementation of this system helps the PAF improve the


quality of its education and training programs, ensuring the highest
level of readiness and effectiveness in carrying out its missions.
Overall, the system is an effective practice that assesses the
performance of instructors, identifies areas for improvement, and
provides appropriate feedback to enhance teaching capabilities.

The Communication Line Protection Board is developed by 530th Air Base
Group (ABG) to ensure the safety and efficiency of communication systems
and equipment within their organization. The board is composed of three
components: the Main Distribution Frame (MDF), Fuse Protector Board (FPB),
and Local Loop. The MDF is crucial as it serves as the connection point
between subscriber line cables and the internet source, allowing problems to
be identified and addressed without impacting the subscribers.

Once the current passes through the MDF, it flows through the FPB, which
is composed of a common Automotive Fuse Block with low melting points.
The FPB functions as a safety mechanism that protects the local loop from
accidental foreign high voltage that may cause damage to the equipment. In
the event that high voltage is detected, the FPB fuse will be cut, interrupting the
circuit’s continuity and preventing further damage. This practice has been highly
effective in ensuring the safety of communication systems and equipment,
reducing downtime and repair costs, and improving operational efficiency.

Incorporating the MDF and FPB into the Communication Line Protection
Board has significantly improved communication systems and equipment
safety and efficiency. By isolating and resolving problems with minimal impact
on subscribers, and implementing safety mechanisms to prevent accidental
damage, this practice has led to decreased downtime and repair expenses and
increased operational efficiency. The 530th Air Base Group (ABG)’s invention
has proven to be a highly effective solution to ensuring the safety and efficiency
of communication systems and equipment within their organization.

The Air Logistics Command Organization and Planning Board
(ALC OPB) is a group responsible for reviewing and evaluating all
proposed organizational change requests and issues affecting the
mission and functions of ALC and its subordinate units. The purpose
of this review process is to ensure that all requests are well-founded
and will have a positive impact on the organization. Once a review
is complete, the ALC OPB recommends proposed changes to the
Commander of ALC. These changes may include creating new
units or offices, activating, deactivating, merging, restructuring, or
transferring functions from one unit or office to another.

Before submitting any request to PAFCAB, all organizational


change requests from ALC and its subordinate units undergo review
and evaluation by Headquarters, ALC through ALC OPB. During
this review process, the ALC OPB checks the rationale, impact,
and justified benefits of each request to ensure its alignment to the
overall objectives of ALC and the PAF.

By having an ALC OPB, the Command can effectively manage


organizational changes and ensure that they are well-planned and
thoroughly evaluated before implementation. This not only enhances
the cohesion and coherence of the organization but also allows ALC
to carry out its mission and functions efficiently and effectively.

The Logistics Forum of the Air Logistics Command (ALC) serves as a platform
for the Philippine Air Force (PAF) to regularly assess and evaluate its logistics
systems. Through this forum, the PAF can stay updated with new developments,
strategies, and technologies in logistics management. The forum encourages
logistics professionals, suppliers, and stakeholders to engage in constructive
dialogue and work together to achieve common goals. Participants can share best
practices, experiences, and lessons learned to enhance the logistics operations
of the PAF.

The forum covers a broad range of logistics topics that impact the PAF’s
operations, such as supply chain management, inventory control, maintenance
management, transportation, and distribution. The PAF uses the forum to address
logistics challenges, explore innovative solutions, and implement new practices
that promote efficiency, cost-effectiveness, and sustainability. The forum enables
the PAF to keep up with changing trends and technologies in the logistics industry
and adapt its logistics systems accordingly.

This is a testament to the PAF’s commitment to continuously improve its logistics


systems to support the PAF’s mission effectively. The forum provides a venue
for the PAF to engage with its logistics officers, suppliers, and stakeholders to
discuss logistics-related issues, develop practical solutions, and strengthen
partnerships. The forum is an opportunity for the PAF to assess the effectiveness
of its logistics systems, identify areas for improvement, and implement changes
that will enhance the PAF’s overall operational readiness.

As we pursue our interventions and initiatives for the attainment of our Strategic
Objectives, we will also continue to recalibrate and project our Strategic
Direction for 2028 and beyond. Through the Flight Plan 2040, we will remain
committed, more credible and agile in achieving our transformational goals
and strengthen the culture of good governance with capacity building,
capability enhancement and systems improvement with emphasis on
sustainability, replicability, and resiliency for the future of the
Philippine Air Force.

Kudos to all of the unit-practice owners, and we hope that these will motivate
everyone to put up their best performance not for the recognition of their units,
but for the service that the Filipino people rightfully deserve.
