Position Paper for the delegation of Brazil

Committee: G20
Agenda: “Finding measures to tackle cyberwar while differentiating it from
cybercrime and cyberterrorism.”
Portfolio: Brazil

The global issues of cyberattacking and its associated implications and

consequences continue to pose significant challenges to nations all across the
globe. The ever-developing technology has made the lives of humans easier
compelling them to use the technology to ensure better and more convenient
lives for themselves.
However, this has opened the doors for malicious usage of the fruitful
technology. The malicious usage of the technology by the cybercriminals, while
attempting to access vital information, disrupting public services and many
more grave consequences has raised serious concerns regarding cybersecurity.
Citing these concerns, it is imperative that the protective measures against
cyberattacks must be implemented.
Brazil, being the second most-targeted nation by cybercriminals, firmly
proclaims that cyberattacks pose significant threats to the nation as well as
their civilians. Trusted sources have concluded that around 95% of losses from
Brazilian banks are caused through cyberattacks. The nation calls for the need
of effective measures to mitigate the threats posed through cyberattacks.

Proposed Solutions:
 National Defense Strategy: Brazil advocates for developing a national
committee to address the concerns regarding cyberattacks and to
maintain and develop effective cybersecurity measures for the
betterment of the nation. Brazil has developed cybersecurity body
known as CDCIBER.
 Legislation and Regulations: Brazil understands the requirement of
controlling and mitigating the concerns regarding cyberattacks. Brazil,
being largely prone to cyberattacks, has established several laws and
norms against cybercriminals providing a legal framework for
prosecuting offenders.
 Cybersecurity awareness and education: Brazil, still in the developing
stage against finding measures to tackle cyberattacks, calls for the need
to digitally educate the civilians and raise awareness against malicious
practices.
