II. Rationale

The Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social


Services (KALAHI-CIDSS) is a poverty alleviation program of the Philippine Government
overseen by the Department of Social Welfare and Development. This program utilizes the
Community-Driven Development (CDD) approach, a widely recognized strategy for achieving
service delivery, poverty reduction, and good governance outcomes. Its primary objective is to
empower communities by involving them as partners in development, enhance local
governance through increased community engagement with their Local Government Units
(LGUs), and address poverty by executing sub-projects at the barangay level that address the
specific needs and challenges identified by the communities.

The implementation of (NCDDP-AF) in Divilacan, Isabela necessitates the Area Coordinating


Team in the area to provide training for Community Volunteers. These volunteers will play a
crucial role in ensuring the effective, transparent, and efficient execution of KALAHI-CIDSS
NCDDP-AF in the municipality. This training is an integral part of the Capability Building
Implementation Support (CBIS) initiative, focused on enhancing the competencies of the
community volunteers with the existing guidelines and policies relative to the program
implementation.

Moreover, this activity seeks to expedite the development of volunteers in preparing project
proposals and managing transactions and reports related to KALAHI CIDSS NCDDP-AF sub-
project implementation.

III. Objectives

Performance Objectives: At the end of the session, the participants will be able to gain
mastery on the program guidelines and processes and appreciate the impact of CDD in the
implementation of the KALAHI-CIDSS sub-projects.

Enabling Objectives:

1. Revisit the CEAC activities;


2. Document good practices and assess the impact of CDD in the community;
3. Familiarize with the existing policies and guidelines;
4. Resolve existing issues and concerns relative to the program implementation; and
5. Display confidence in providing technical assistance to the community volunteers.

IV. Legal Bases

1. Memorandum Circular No. 23 series of 2020 (Guidelines on the Implementation of the


Community-Driven Development Support to COVID 19 Disaster Response through the
KALAHI-CIDSS Disaster Response Operations Modality (DROM);

Operations Modality Processes, August 2021;
3. National Community-Driven Development Program Sub-Manual on Community-Based
Procurement Management (CBPM);
4. National Community-Driven Development Program Sub-Manual on Community-Based
Financial Management (CBFM); and
5. National Community-Driven Development Program Sub-Manual on Community-Based
Infrastructure Management (CBIM).

V. Expected Outputs/Outcome

1. Equipped participants on the processes and importance of Operations and Maintenance.


2. Training documentation report/feedback report to include narrative of the discussions,
recommendations, and next steps;
3. Questions, queries, and other concerns addressed and properly documented; and
4. Document good practices relative to the program implementation.

VII. Additional

a. Description of the Project/Program/Activity Components.

This training will be conducted in the different barangays of Divilacan, Isabela, by the KALAHI
CIDSS ACT staff. The training will help capacitate the community volunteers with the existing
policies and guidelines to promote a more sustainable implementation of sub-projects.

The methodology to be employed in this activity will be lecture-discussions and group


activities. Principles of adult-learning shall be emphasized in the implementation of the
module.
