Rationale:

The Hon. Chairman of the Interim Administration, Nassarawa Local


Government of Kano State, found it worthy and paramount at this material
time, formed and inaugurated a committee of well-respected and

experienced personalities from various field of endeavors, saddled them
with the responsibility of coming up with the models and strategies that
will guide him to understand the issues surrounding the local
administration, also to receive a proposal of modalities and
comprehensive work plan toward transforming the local government
within the year 2024.

Term of References;

1. To identify challenges bedeviling the Local Government and its


administration.
2. To ascertain the prospects of the Local Government
3. To identify and develop modalities of Increasing the IGR of the
Local Government.
4. To identify critical sectors that need urgent attention.
5. To identify and verify the unemployed youth in the local
government and recommend for an employment opportunities for
the said youth.
6. To explore rooms for improving CSR in the Local Government
7. To come up with recommendations on the identified challenges in
the item 1 above.
8. To develop a one year road map/blue print for Nassarawa Local
Government.
9. To report findings to the Chairman Nassarawa Local Government
Interim management.

EXECUTIVE SUMMARY
The Committee Recommended for a swift attention/action on the
following keys notes, references to the committee terms and areas of focus;

1. CHALLENGES BORDERING THE LOCAL GOVERNMENT AND


IT’S ADMINISTRATION
a. Poor coordination of works among the local government
head of departments and administrations.
b. Poor Punctuality, Commitment and Dedication to work by
general staffs.
c. No accurate and tenable data of both permanent and casual
staff/casual health workers.
d. Apprehension of financial misappropriation especially in the
area of standing orders and payment for casual workers.
e. The local government secretariat has a very poor ambiance
with highly dilapidated infrastructure.
f. Lack of proper documentation, morrow filling and record
keeping of documents signed with or on behalf of the local
government.
g. Incessant interference and or politicizing the recruitment,
promotion, placement and punishment of erring staff.
h. Low pay and or diversion of wages payable to casual health

workers.
i. Submission of half vague information from HOD, head of
Units and other local government staff.
j. The IGR generated by the local government through revenue
officers and consultants is very poor in comparison to actual

reality of facts.
k. The healthcare facilities are not properly managed by their
various heads and many of the facilities are in deplorable
conditions.
l. Primary schools in the local government need urgent
renovation as 65percent of the schools are in a very critical
condition.
m. Appointment and promotion of teachers has being
politicized, making the process stagnant for many years, this
affected the good productivity of the teachers.
n. We observed poor drainage system in the local government
area especially within densely populated areas. The situation
became more critical during rainy session.
o. The water supply system in the local government depends
largely on borehole supply, and over 300 nonfunctional
borehole are laying idol in the local government.
p. The local government has thousands of graduates,
undergraduates and skilled labor job seekers who need job
for survival and the opportunities are not provided or 5
unavailable, Thus, contributes to many security issues and
other social vices in the local government.
q. The Corporate bodies (companies and Banks etc.) are not
observing their corporate social responsibilities.

r. The local government does not have any physical and


nonphysical investment hence, depriving the local
government other source of revenue,
s. Areas like Race course, Dakata market and Ajasa axis consist
of certain unguided youths who are threat and hazardous to
the local government security.
t. The `self-help (aikin gayya) sanitation exercise championed
by community development in the local government have
being abundant, hence the reason of over flooding during
raining season and causing serious hygienic issues in the
society.
u. Despite the fact that, Nassarawa local government has the
highest number of youth footballs teams/clubs, the youth in
the sports activity are not receiving any support from local
government, thus causing set back and discouragement of
our youths In the sporting activities.

2. CRITICAL SECTORS THAT NEEDS URGENT ATTENTION

The committee observed that the following sectors/units need urgent


attention and quick intervention;

1. HEALTH: Out of the 18 PHCs in Nassarawa local government 8 are
partially in good condition while the remaining 10 are in
deteriorating condition. Thus, as the matter of urgency the health
facilities need:
i. Laboratory equipment
ii. Water supply
iii. Immunization/antenatal shades
iv. Renovation of some structures in the PHCs
v. Facial and full fencing of some PHCs
vi. Furniture for medical staff
vii. Beds, mattresses, bed sheets and pillows
viii. Flooring of some areas in the health facilities
ix. Basic electronic gadget such as fans and generator.

2. EDUCATION: out of the 283 schools in the local government 65%


of the schools’ building need renovation and 80% of the classes has
no furniture and there is high level of overpopulation in the classes
with more than 150 students per class in some schools. 2 vehicles at
LEA need urgent repair as they are currently unserviceable. 7
3. COMMUNITY: In this sector the following are suffixed:
i. Need to revitalize the activities of “Aiki gayya” of self-help
groups as the raining season is approaching.
ii. There is need for a quick intervention and support to football
teams with free sport kits (especially jersey and balls) as the

football competition season is nearly approaching.


iii. The LG should engage in identifying and repairing of non-
functional boreholes in the local government area.
iv. The walkway high bridge at Haye area at Sauna ward should
be renovated as the raining season is approaching and it’s
important to the people of the particular axis/location.
v. The 2 existing vocational women centers and computer
centers need to be rehabilitated and reequipped for continue
utilization for various empowerment and skills aquisition.
vi. Need to clear up all the outstanding debt at the orphanage
home for continuing receiving services.

4. PERSONNELS:
i. There is urgent need for the formation of Employee
Verification Task Force Committee that will work to verify
and ascertain the exact number of personnel of the local
government (both permanent and casual).
ii. There is need for the formation of some other committees
8 and these include:
a) Health Committee
b) Education Committee
c) Economic Development Committee
d) Standing Revenue Advisory Committee

5. REVENUE: There is need for the total overhauling of revenue
system in the local government.

3. THE PROSPECT OF THE LOCAL GOVERNMENT

1. The local government stand a predisposition of championing the


revenue generation among all the local government in the state, as
its been proposed that the revenue officers can generate up to 300
million per annum.
2. If the population in local government is well managed and the
educational system is upgraded, the local government can produce
excellent graduates of various field of endeavors.
3. With the high number of skilled athletes amongst the local
governments in Kano state and northern Nigeria, the LG will
produce veteran players that can represent the state, and the
country at local and international level.
4. If the IGR system is well managed and the spending is properly
utilize in the area of infrastructure development, education and

health care delivery, the local government stands to lead the whole
state in terms of development.
5. The presence of many companies, banks, Hotels, and many other
high profile business outlets can contribute immensely to the

development of the local government through Corporate Social


Responsibility (CSR).
6. The existence of companies and small and medium scale industries
in the local government will be of great advantage to the local
government for employment opportunities, however, it has to be
followed with rigorous push, lobby and advocacy.

4. MODALITIES TO INCREASE INTERNALLY GENERALTED


REVENUE (IGR) IN THE LOCAL GOVERNMENT.

1. Recommended the dissolution of all existing agreements, lease


or any standing order or order(s) for collection revenue for or
on behalf of local government.
2. There is need to employ the service of new revenue
administrators and engage them for 3 month trial to ascertain
their performance.
3. There should be a formation of Revenue Administration
Committee to checkmate and control the entire revenue
system in the local government. That shall comprise the
followings:
10 a. Head of finance “as Chairman”
b. Three local government councilors.
c. Two other persons experience in revenue matters to be
appointed by chairman.
d. Any other important person deemed meritorious to be
appointed by the chairman.
This is in line with the provision of section 5 (1) and (2) of the Kano

state harmonized rates and levies law 2014.
4. Technology should be deployed to digitalize the revenue
collection system, and to enhance transparency and
accountability.
5. All taxes should be reviewed in conformity with relevant laws.

6. EMPLOYMENT OPPORTUNITIES FOR THE YOUTH IN


NASSARAWA LOCAL GOVERNMENT

1. explore rooms for skilled acquisition training on technology


incubation.
2. Local Government should have an Investment and Properties Unit
for economic gain, this will help in opening vacancies for youth
employment.
3. There is need for creating a Youth Data Bank for a comprehensive
information on youth and women in the local government, this will
help in negotiations with corporate entities {Companies, Banks,
Hotels, SME} in the local government for job opportunities.
4. CSR of the companies should focus on youth training and
empowerments programmes.

5. Local Government Administrators should partner with SME
leadership for petty slots and experience sharing with the youth in
the local government.

6. RECOMMENDATIONS ON THE IDENTIFIED CHALLENGES

1. Create and insist on coordinated work flow among the local


government head of departments and administrations.
2. Need to employ punishment mechanism for staff lackadaisical
attitude on punctuality and dedication to work.
3. Form an emergency task force committee to sources for an
accurate and tenable data of both permanent and casual
staff/casual health workers.
4. Review financial control techniques and payment standing
orders for transparency and accountability.
5. The local government secretariat need to be renovated and
upgraded.
6. Need to institute and inculcate to the staff the culture of proper
documentation, development of morrow filling and record
keeping of documents signed with or on behalf of the local
government.
7. Monitor and reduce the Incessant interference of the invisible
12 hands on the issues of recruitment, promotion, placement and
punishment of erring staff.
8. Improve and or review payment for casual workers were
necessary and digitalized the payment system to address issue of
diversion of staff wages/salaries.
9. Insist on receiving a comprehensive and articulated report on

any official information from HODs, head of Units and other
local government staff.
10. Dissolve the current revenue administrators and engage the new
capable handlers, its paramount to task them for quick
improvement on revenue generation within reasonable time.
11. There is urgent need to embark on mass support projects and
programmes in the healthcare facilities and possibly organize a
seminar for the heads of the facilities to educate more on proper
management of their respective HCF.
12. Primary schools in the local government need urgent renovation
as 65percent of the schools are in a very critical condition. A
quick attention here is to write for a quick intervention projects
from the ministry. Local government can only support with the
supply of basic needs.
13. Hon. Chairman need to act fast to ensure that he has a loyal and
well experienced Education Secretary who will help him in
driving the unit and addresses the issue of stagnation on teachers
appointment and promotion.
14. There is need to urgently engage the self-help groups and other 13

community service workers, and support them for Aikin Gayya


activity of clearing drainages and waterways in the local
government.
15. At least 50% of nonfunctional boreholes need to be repairs
especially those located within and or around HCFs. Ministry

need to be consulted on this, as the RUWASA does collaborates


with Ministry for LG to provide such social services.
16. Collaborate with Companies and SME leadership for
Empowerments and training programmes.
17. There is need for the formation of LG Investment Units for more
IGR drive and job opportunities.
18. LG Security committee should be task to provides modalities on
how to end the threatening menace.
19. Nassarawa is known as a leading LG in the sporting activity in
the state, the Hon. chairman need to support them as an
encouragement for their untiring performance. This will help the
system politically and administratively.

The 1 year Nassarawa Local Government development plan is work in


progress, and will be submitted to the Hon Chairman immediately it was
completed. However, this document {Executive Summary contained in
summary certain aspects to be incorporated in the main blue print.

9 REPORT OF FACTS, FINDINGS AND RECOMMENDATIONS

This executive summary is presented to the Hon Chairman Interim


Management Committee Nassarawa Local Government together with the
comprehensive fact, finding and recommendations of the committee for
your kind information and possible execution and implementation of the

Nassarawa Local Government Strategy and Transformation Committee Report


recommendations.

CONCLUSION

WE Thanks Almighty God for permitting us throughout the last days of


Ramadan and even during Sallah festivity to meet and deliberates on this
memorable assignment that will benefit and stand to transform our dear
local government.

We also appreciates, the Hon Chairman for finding us worthy to carry out
such a huge task, this means that he has much confidence in us to deliver
judiciously and justifiably. We pray that almighty god will assist you to
deliver the mandate of the people entrusted in you.

throughout the period took in the assignment.
