FRAMEWORK
GLOBAL POLICY FRAME WORKS
a. The Sendai Framework for Disaster Risk Reduction 2015 –
2030
“ The substantial reduction of disaster risk and losses in lives,
livelihoods and health and in the economic, physical, social,
cultural and environmental assets of persons, businesses,
communities and countries”
The Strategies:
• Adopt public policies and actions that support the role of public
service workers
• Ensure the continuity of operations and planning
• Promote the cooperation of diverse institutions
• Promote the incorporation of disaster risk management into
post-disaster recovery and rehabilitation process
• Develop guidance for preparedness of disaster reconstruction
• Review and strengthen national laws and procedures
b. The United National Agenda 2030 for Sustainable
Development Goals
Disaster risk reduction is at the forefront of SDGs. DRR is
incorporated in 10 out of 17 SDGs which establishes DRR as a
core development strategy in achieving sustainable development
c. The Paris Agreement within the United Nations Framework
Convention on Climate Change
The Paris Agreement represents an important step in
international effort to combat climate change and reduce the risk
of impacts of climate change
d. ASEAN Agreement on Disaster Management and Emergency
Response
It fortifies the regional policy back bone on disaster management by
giving priority to disaster risk reduction, thus enabling a more proactive
regional framework for cooperation, coordination, technical assistance,
and resource mobilization in all aspects of disaster management
e. Philippine Disaster Risk Reduction and Management Act of 2010
Provides basic policies and coordination mechanism for DRRM
f. National Disaster Risk Reduction and Management (NDRRM)
Framework
A paradigm shift towards a proactive and preventive approach on
DRRM and increasing people’s resilience and decreasing vulnerability

Sets down the expected outcomes, inputs, key activities,
indicators, lead agencies and implementing partners
E. Philippine Development Plan
Provides the strategic interventions, implementing policies, and
priority program for achieving national development.

OBJECTIVES:
1. To restore people’s means of livelihood and continuity of
economic activities and business
2. To restore shelter and other building/installation

4. To assist in the physical and psychological rehabilitation of the
persons who suffered from the effects of disaster
