A RESOLUTION RESPECTFULLY REQUESTING THE OFFICE OF THE CITY
ENVIRONMENT AND NATURAL RESOURCES, THROUGH HIS HONOR THE CITY MAYOR,
JOHN M. DALIPE, TO HAVE AN ACTIVE HOTLINE NUMBER WHEREIN THE PEOPLE OF
ZAMBOANGA COULD IMMEDIATELY REPORT CASES OF NON-COLLECTION OF
GARBAGE THAT CAUSED THE IMPROPER WASTE DISPOSAL IN ZAMBOANGA CITY

EXPLANATORY NOTE
WHEREAS, improper solid waste management remain to be one of the top problems that
developed throughout the years. The source of the problem on solid waste management may
come from many factors. It can be due to knowledge deficit of the people on the importance of
proper waste segregation and disposal as well its consequences on health;
WHEREAS, a challenge is posed with the inaccessibility of some areas in Zamboanga City for
garbage collection. However, this can be addressed indirectly with alternative means such as to
have an active hotline number so people of Zamboanga can report cases of non-collection of
garbage for 2 days or more in any barangay they are situated;
WHEREAS, there are posted schedules of garbage collection each week in each barangay but
sometimes it is not followed because the truck is under repair and cannot perform its duty to
collect garbage. So, the people tend to pile up their garbage outside of their residences or
streets and dogs may freely scattered around the garbage;
WHEREAS, aside from the posted schedules of each barangay, the barangay officials should
also take control to check if there will be repairs or maintenances needed to be done and if so,
come up with a solution right away so improper waste disposal won’t happen and so river banks
and sidewalks will not be full of garbage that can really harm our health. That is why having an
active hotline number to report cases of non-collection of garbage is important so that the
appropriate agencies can call out the attention of each barangay not complying the scheduled
garbage collection.
RESOLVED, AS IT IS HEREBY RESOLVED, that the Sangguniang Panlungsod of Zamboanga
hereby requests the office of the City Environment and Natural Resources, through his honor
the City Mayor, John M. Dalipe, to have an active hotline number wherein the people of
Zamboanga could immediately report cases of non-collection of garbage that caused the
improper waste disposal in Zamboanga City. Furnishing a copy to the Office of the City Mayor
and Office of City Environment and Natural Resources.
