Instructor use of Application Skill Check worksheet


Why do we use competency based assessments or skill checks?
Caterpillar Equipment Training was established to help customers improve equipment operator
safety, operating efficiencies and the return on investment of Caterpillar machines. The ETS
Operator Career Development Program and its competency based training services are intended
to provide a safe and efficient equipment operator learning process. Assessments are an effective
tool to motivate individual learning and to objectively determine and record the effectiveness of
training programs.
What are Task Skill Checks versus Application Skill Checks?
The essence of the ETS Certified Dealer Instructor program quality is its instructors. These
individuals must each demonstrate that they have the skills and knowledge to efficiently operate
and apply earthmoving equipment. ETS Task Skill Checks are used to document that an
individual has the skills and knowledge to operate the equipment. ETS Application Skill Checks
are the means to document that an individual can take the operator skills and knowledge that they
have demonstrated and apply them effectively.
How are candidates assessed and scores recorded?
- Written Assessments
To be successful in meeting ETS operator skills competency standards, students must obtain a
100 % score on their safety knowledge assessments. To be successful in meeting ETS standards
for product knowledge, students must obtain a 75% score on their product knowledge
assessment.
Note: If student cannot read English well, instructor may give exams verbally.
- Field Operation Assessments (Knowledge, Task Skill Checks, Application Skill Checks)
To eliminate assessments in the field from being soley subjective, students are evaluated on a
pass / fail basis against standardized competencies. In other words they either demonstrated that
they have met the competencies as defined for the task skills assigned, or they did not - Y/N.
Field operation assessments (Y/N) are recorded by the evaluating instructor along with
his comments for discussion with students. Those seeking to meet the ETS Level III
Certified Instructor Certification standard must successfully demonstrate that they can
(Y) meet all field operation competencies. Minimal training will occur during Level III
certification evaluation programs. If candidates cannot complete task with 100 %
competency for assigned tasks, he or she will not be certified to the Level III standard on
that machine family. All record keeping information is recorded beginning at top of page
including industry, model of machine and date certification assessment was given. These
same record keeping items are used on all Equipment Training Solutions checklists to
enable proper records to be maintained. All papers are sent in to Equipment Training
Solutions group for recording regardless of whether applicant gets certified or not. It is
advisable that dealer instructors also keep copies of classes they have performed within
their own records.
NOTE: If at any time operator candidate displays unsafe operating procedures or practices with
any machine on site, assessment is immediately terminated and instructor stops exercise.
Candidate fails for any of these instances.
