NOVEMBER 2023: VIRTUAL MARKING GUIDELINE STANDARDISATION MEETINGS

1. GUIDELINE STANDARDISATION MEETINGS

o Each meeting will be chaired by a dedicated subject specialist assigned by the Department.
o ALL appointed marking officials must take part in the marking guideline standardisation meetings.
o Lecturers who have not been appointed to mark are not permitted to attend marking guideline
standardisation meetings.
o The IM from each marking centre must take an attendance register for his/her marking centre.
o It is the responsibility of each official to be in a good quality internet/network coverage area.
o Officials must be in a Wi-Fi zone to save data or use college internet to join the meeting
o ALL appointed marking officials must type and email their fully worked out marking guideline to their DMCM
Academic at least a day before the standardisation meeting.

When joining the Microsoft Teams Meeting (respect the meeting)

o Mute your microphone so that you don’t disturb the meeting in progress.
o Keep your microphone muted throughout the meeting, only switch it on (unmute) when you are given the
platform
o Do not join the meeting using more than one device, also don’t be seated next to someone who joined the
same meeting. Two devices next to each other cause an unbearable noise on the other participants.
o Control the noise on your background.
o To improve connectivity officials are advised to switch off their videos. Only the leader of the meeting can
show his/her face at the beginning of the meeting.
o Avoid sending unnecessary messages/chats on the Chat Box

Signing the attendance register

o Immediately after joining the meeting, the meeting officials must type their Surname, Initials and Marking
centre on the Microsoft Teams chat box as a way of signing the attendance register. DHET will record
details of officials who submitted their names on that chat box.

Amendments to the marking guide

o Marking guide must be displayed on Microsoft Team, all changes must be approved and captured before
conclusion of the meeting.
o Officials capturing amendments may not make further changes to the agreed upon marking guide
after the meeting has been concluded.
o Changes/additions made during standardisation must not be highlighted/have a different font.
o This gives extra work to admin officials in DHET to change the font and may delay release of the
standardised marking guide.

Privacy

o Kindly be aware that the Microsoft Teams marking guideline standardisation meetings may be recorded.
o Officials are not allowed to request/share their contact details (Tel/Cell numbers or email addresses) on
Microsoft Teams

Load shedding and power cuts

o South Africa is experiencing load shedding and power cuts; participants must always expect power cuts.
Alternative source of joining standardisation meeting must always be available.

Sharing documents with other participants

Procedure 1

The chairperson/presenter will have to share the document to be amended with other participants. It is advisable for all
participants to view and approve the amendments being made.

3. GUIDELINES FOR STANDARDISATION OF MARKING IN TVET COLLEGES

Chief Markers and Internal Moderators (as leaders of marking in the various subjects) must ensure that the principles of
marking guideline standardisation are adhered to without any deviation.

3.1. PURPOSE

To standardise the Marking Guidelines to facilitate a common national approach and standard of marking
 The purpose of the standardisation of the Marking Guideline is to ensure that the marking process is fair, valid and
reliable, i.e. Is the answer explicitly relevant to the question?

 Provides an opportunity for subject specialists to reach a common understanding of the Marking Guideline and how
to apply it in the marking of scripts – this may require of them to refine, debate and amend the Marking Guideline,
i.e. Does the response make allowance for various distinctions required by the question?

 The Marking Guideline should demonstrate the type of high skills and knowledge responses that constitute
excellence, i.e. Does the response demonstrate the application of conceptual knowledge demanded by the
question?

 Assists internal moderators and chief markers in the training of markers to ensure the precise and fair-minded
awarding of marks, i.e. Does the mark allocation commensurate with the level of demand of the question and
the time taken to respond to the question?

 The process of standardization of the marking guide must not be used to accommodate inefficiencies and mistakes
of lecturers and students that were committed during tuition.

 Final version to be signed off and distributed by DHET

3.2. THINGS TO LOOK FOR WHEN INTERACTING WITH THE MARKING GUIDELINE

 Misinterpretations
 Ambiguity
 Poorly set questions
 Questions that cannot be answered
 Marking guide must match the question being asked

 Allocation of ticks
 Use of textbooks

3.3. MISINTERPRETATIONS

Example A
Question posed: Provide FIVE causes for hunger.
Marking guideline gives RESULTS, not causes as asked.
 Amend the marking guide and provide causes as asked in the question paper.

 if the candidates have mixed reasons / causes up with results (misinterpretation of the question), this should be
reflected in the MARKING report to guide lecturers on improvements required in Teaching, Learning and
Assessment (T, L and A) process

Example B
Question posed: Explain the process that X will follow when an employee has disregarded the code of conduct.
Marking Guideline gives PRINCIPLES, not the process as asked
 amend the MG to provide the process

 if the candidates have mixed process up with principles (misinterpretation of the question), this should be reflected
in the MARKING report to guide lecturers on improvements required in T, L and A process

3.4. AMBIGUITY

Question posed: There are many poisonous snakes in South Africa. Illustrate this by providing TWO examples
MG response provided: Cobra; Green mamba
 Candidate’s interpretation of the word Illustrate =

 Therefore give credit for response since the question was ambiguous

 if the candidates have interpreted Illustrate to mean that they should draw, this should be reflected in the MARKING
report to guide lecturers on improvements required in T, L and A process

3.5. POORLY SET QUESTIONS

Information missing on question paper


MG must accommodate and credit responses where the candidate noticed the missing information and corrected it
as well as candidates who went on to answer the question with the missing. In other words two separate responses
and mark allocation must be included on the marking guide.

3.6. QUESTIONS THAT CANNOT BE ANSWERED

Possible causes: The question is out of syllabus


The wording was confusing
No question was asked
Missing crucial information
Etc.
In such cases a concession not to mark the question must be requested. The identified error(s) must be recorded on
the report template.

The following (as an example) must be written on the front cover.

CONCESSION:

1. Do not allocate marks for QUESTIONS 2.4 (2 marks) & 4.1.4 (3 marks)
2. The total 100 to be reduced by 5 marks to 95 for all candidates
3. Convert the mark achieved out of 95 per candidate to percentage
4. Record the percentage achieved on the mark sheet

3.7. MARKING GUIDE MUST MATCH THE QUESTION BEING ASKED: EXPLANATIONS / DISCUSSIONS
QUESTIONS

Statement is followed by elaboration

Statement alone only earns ½ of the total mark

For example:

Question: Discuss ONE advantage of the automation of a production line in a factory. (2)

Response: Production output will increase = STATEMENT (1) as machines can run 24 hours a day compared to 8-
hour day worked by employees = ELABORATION (1)

Question: Discuss the difference between direct and indirect participation in terms of community partnership
arrangements. (2 × 2) (4)
Incorrect response – reads like a definition of each of the two concepts

Direct participation is where the communities themselves organize and develop forms of economic activity and
internally gain direct access to the industry in the creation of wealth. (2)
Indirect participation means that the community participates in, but does not actually own the eco-tourism business
operations. (2)

Correct response – reads like a comparison and is a comparison as it matches the characteristics being compared.
They differ regarding role of community in generating economic activity and access to wealth – in DIRECT
PARTICIPATION community themselves generate forms of economic activity and have direct access to a share of the
wealth created (2), while in indirect participation means that the community does not play a role in generating economic
activity or get a share of the wealth created (2). (2 × 2)

Another example
Explain the difference between the ball and box provided below:

Typical response: The ball is round while the box is grey – INCORRECT
Correct response: They differ in shape – the ball is round while the box is square. OR
They differ in colour – the ball is white while the box is grey
If the characteristic being compared does not match across the two items, allocate a mark of 0.

3.8. MARK ALLOCATION

Mark allocation must match the effort expected on the part of the candidate to provide the response
Mark allocation = 1 mark
bulleted responses of several or less words which do not constitute full sentences
simple listing, naming, labelling of items
simple definition, explanation, description which states the obvious
factual recall without having to apply the knowledge in a routine / process

responses provided in full sentences / string of several words
uncomplicated definition, explanation, description yet goes beyond the obvious
state = full sentence or string of at least several words, e.g. State the principles of ….
factual recall accompanied by the application of the knowledge in a multi-step, multi-concept, multi-process context
Mark allocation = 3 or more marks
responses provided in a string of sentences / short paragraph
beyond an obvious routine definition, explanation, description = multi-step, multi-concept or multi-process
factual recall accompanied by the application of the knowledge in a problem-solving / creative context

3.9. ALLOCATION OF TICKS

 Marking is about allocation of ticks on the answer book.

 A marking guide is a document that guides a marker on where ticks should be allocated.

 Markers differ in terms of their subject content knowledge, marking/teaching experience, judgement and firmness.

 Therefore, it is crucial to clearly indicate what to look for in a response. A mere allocation of a tick at the end of the
sentence is usually not sufficient.

 Ticks must be distributed along statements next to the key word of the answer.

 Even if it is 5 True/False statements, worth 5 marks in total, there must be a tick next to each statement. It must not
be taken as obvious that since the answers are 5 therefore it’s obviously 1 tick each. Allocating the ticks serves as
a reminder to the markers how that question differs from the next/previous question, eg. with 5 answers worth 2
ticks each.
EXAMPLE: How must the response below be marked?

Question: Explain the benefits of TOURISM for South Africa (3)

Response: Tourism generates income, because the money that tourists spend can be directly linked to the salaries
and wages of employees in the industry. (Any THREE relevant answers) (3 × 1)

 The number of actual ticks () must be equal or more than the number of marks allocated. There should be no
response/answer that has no ticks.

 If the possible, correct answers are more than the total marks for the questions the marking guide must have ticks
in all the responses and a comment such as (Any THREE relevant answers) must be written at the bottom of the
responses.

 All responses on the marking guide must have clear indication of how ticks must be allocated.

3.10. USE OF TEXTBOOKS

 Accuracy of information provided by textbooks is sometimes questionable


 There are sometimes mismatch between action and information provided, e.g. bulleted list provided for discussions
and explanations
 Information from textbooks must therefore not be accepted merely because it is from a textbook, even if the
textbook is prescribed by the department across all colleges. If the information is factually incorrect or it does not
answer the question asked, then it must not be accepted. That incorrect or irrelevant information must also not be
included on the marking guideline.

CONDITIONS OF SERVICE REGARDING PERSONS WHO PERFORM DUTIES IN RESPECT OF PUBLIC EXAMINATIONS

1. Travel and subsistence expenses

1.1. Travel: Maximum distance for which a person may claim who travels daily between his/her home and marking centre is, 75 km
per trip (150 km per return journey).
1.2. Meal: If no meals are provided, this allowance is per day for at least 5 hours worked.
1.3. If the Department (Marking centre) is providing meals, no official may claim to be reimbursed for meals
1.4. Meal: People who stay over may claim an overnight meal allowance: this allowance is per day for at least 5 hours worked. No
meals will be paid/claimed if you sleep over in preparation for marking since officials have to work at least five hours to claim for
meals, this means for example you cannot claim for meals for Friday evening if you booked accommodation where marking will
commence on Saturday morning.
1.5. Accommodation: Marking officials will be reimbursed for accommodation if no accommodation is provided by the department.
Proof of accommodation is required. Departmental standard rates will be applied.
1.6. Note: The travel, accommodation and meal allowances are only payable if the Department does not provide transport,
accommodation or meals.
1.7. Officials claiming Accommodation Allowance cannot claim for meals if meals are included in accommodation.

2. Officials using a lift club are reminded that only the driver of the vehicle used can claim for fuel on the day his/her vehicle was
utilized. Passengers of the lift club vehicle cannot claim for fuel on the days their vehicles were not used.
3. Appointed officials can only claim from the place they reside on daily basis as they commute to work. For example, if a marker is
from Newcastle but is staying in Durban for work and appointed to mark in Umbumbulu the marker can only claim to have departed
from Durban (not Newcastle).
4. Any form of misconduct during the claiming process will be dealt with in terms of the Employment of Educators Act,
Act 76 of 1996 as amended.
5. Appointed officials (claimants) must NOT close bank accounts whilst waiting for payment on the closed bank account.
As from the January/February 2022 marking cycle, instead of completing the Application to Pay Examination Related Claims into
Banking Account (Bank Form) - (Z56) marking claimants can just download print and submit a Confirmation of Bank Details
document from their Bank App or bank website. This downloaded document has a Bank Stamp/Emblem. There is no need of
certifying the downloaded Confirmation of Bank Details document.

Those who don’t have internet banking must continue to submit a bank stamped Application to Pay Examination Related Claims
into Banking Account (Bank Form) - (Z56). Bank statements will not be accepted.

However, claimants who are changing banks (moving from one bank to another) MUST complete Bank Form Application to Pay
Examination Related Claims into Banking Account (Bank Form) - (Z56).

6. A memo stipulating the expected payment dates for marking will be made available at the marking centre.
7. In the unfortunate event an official is NOT paid by the stipulated date, the official must:
7.1. Enquire via email form the Deputy Marking Centre Manager (Finance), do not make calls
7.2. If the response is not satisfactory escalate by forwarding the same emails to Ms C De Beer on debeer.ca@dbe.gov.za
7.3. If the matter is still not resolved escalate further forwarding the same emails to Ms Z Mhemhe on Mhemhe.z@dbe.gov.za
7.4. Note that Deputy Marking Centre Manager (Finance) officials are full time college lecturers and may not take calls during work
hours, it is therefore important to send emails. Emails can be traced and emails are an official record.

CONDITIONS OF APPOINTMENT
1. You are required to email your own fully worked out Marking Guideline for the subject you will be marking to your DMCM
Academic at least before 23h00 a day before standardisation. Failure to send your own pre-worked marking guideline will be
regarded as an indication of a lack of seriousness with which you treat the marking exercise and may render your
appointment annulled.
2. Officials must report to the marking centre as indicated on the marking schedule. If an appointee fails to report on the date and
time indicated, his/her appointment will be annulled. All appointed officials must submit a release letter, signed by the
Campus Manager.
3. All marking officials will be required to sign the code of conduct on registration, sign a daily register and maintain a log sheet of
all scripts marked/moderated.
4. Marking will only commence after Marking Guideline discussions have been completed and the approved Marking Guidelines
have been signed off by DHET. No marking should continue without the approved stamped DHET marking guideline.
5. Kindly note that accommodation is not provided at some marking centres and therefore Chief Markers/ Markers/ Internal
Moderators will have to travel on a daily basis to and from the Marking Centre. The departmentally approved rates will be
applicable to those that travel on a daily basis up to a maximum of 150 km return trip per day.
6. Marking officials who reside in excess of 150km (return trip) away from the Marking Centre may arrange their own
accommodation. Such marking officials will be reimbursed at departmentally approved rates. An affidavit and an invoice must
accompany such claims as proof of arrangement for accommodation.
7. Meals will not be provided at some Marking Centres. Marking Centre tuck shops will be available for the duration of marking and
will cater for marking officials’ needs. Marking officials will cover costs from their own pockets and will be reimbursed for meals at
departmentally approved daily rates.
8. Please note that markers are not only required to mark the answers, but must also ensure that all questions have been marked,
that the totals are correct and that the correct totals are transferred to the mark sheet.
9. A question-based approach will be implemented and the approach applied to the marking process must support the credibility of
TVET College qualifications at all times.
10. All markers will be evaluated during the marking process.
11. The chief marker’s and internal moderator’s reports, compiled in consultation with markers and chief markers respectively, must
be completed according to prescribed requirements.
12. You are required to present the following documents upon registration at your Marking Centre:

12.1. response form and the release letter


12.2. two certified copies of your identity document
12.3. two certified copies of your marriage certificate/divorce decree (females only) if changed surname recently
12.4. two bank forms (or bank website downloaded bank letters) including original bank stamp
12.5. copy of the fully worked out Marking Guideline that was emailed to your DMCM: Academic
12.6. two copies of proof of residence.
12.7. A copy of the question paper for the subject you will be marking. The marking centre will not make copies of question papers
for marking officials.
12. 8 Any form of misconduct during the marking session will be dealt with in terms of the Employment of Educators Act,
Act 76 of 1996 as amended, and may lead to the appointment being terminated.

13. Non-South African marking officials should also present the following upon registration:
13.1. two certified copies of the valid work permit
13.2. two certified copies of passport document
13.3. two copies of proof of residence.

THE ROLE OF CHIEF MARKERS AND INTERNAL MODERATORS

1. Management of documents submitted on arrival of markers


1.1. CMs and IMs must ensure that each official submit the following documents
1.1.1. Release letter
1.1.2. Worked out marking guide that was submitted online
1.1.3. Declaration of confidentiality
1.1.4. Response form and appointment letter (just for confirmation)

2. Role of CMs and IMs during marking guideline standardisation process


2.1. All CMs and IMs must play a leading role during standardisation.
2.2. As leaders in the marking of a subject CMs and IMs must be vigilant of responses and agreements made during
standardisation. Incorrect responses must not be allowed on the final marking guide
2.3. ALL possible correct responses must be added during standardisation.
2.4. No room must be given for markers to interpret and accept additional responses at the marking centre.
2.5. ALL CMs and IMs will be held responsible if they allow markers to interpret and accept additional responses after the
standardisation process.

3. Deviations from the approved marking guide


3.1. No amendments must be made to the approved marking guide at the marking centre
3.2. Written approval must be obtained from DHET if new responses are to be added to the approved marking guide at the
marking centre
3.3. CMs and IMs will be held responsible if marks change after remark, resulting from incorrect interpretation of responses
by markers of a subject.

4. Approvals for marking officials who exceeded number of scripts


4.1. CMs and IMs must check the accuracy of markers claims before the claims are submitted
4.2. Approval requests must be made on time and obtained before marking officials exceed the required number of scripts

5. Equitable distribution of scripts


5.1. CMs and IMs must not divide scripts equally amongst marking officials on the first day of marking. Scripts must be issued
per batch on request after being satisfied that there are no scripts in circulation.
5.2. Markers must not be given all their share of scripts on the first day. It may not be possible to have markers marking equal
number of scripts.
5.3. CMs must start by distributing small batches.
5.4. Bottle necks in the flow of scripts must be avoided.

6. Management of scripts – No scripts must go missing in the marking rooms

7. Accuracy of appointment letters
All officials must be informed to verify accuracy of their appointment letters on the first day of marking. Inaccuracies must be attended
to immediately.

NO OFFICIAL MUST PERFORM DUTY (MARK A SUBJECT) WITHOUT A RELEVANT APPOINTMENT LETTER

8. Moderation of scripts
8.1. No shadow marking – moderation must be a form of remarking

8.2. Up to 10% of scripts must be moderated across ALL centres.

8.3. Tolerance range must be adhered to.


For science/maths subjects the tolerance range is 1 mark
For general subjects the tolerance range is 2 marks
8.4. If the difference in a question is above the tolerance range the entire batch must be sent to the marker to remark the entire
batch.

9. Marking reports
9.1. Individual markers must contribute in the compilation of the final marking report.

9.2. All officials taking part in compilation of the marking report must have the following in mind: this marking report is aimed at
9.2.1. Providing feedback on the standard of the question paper. This will help in the setting of future question papers

9.2.2. Providing an overview of student performance in the paper.


9.3. The marking reports are used by colleges to improve candidate’s performance

9.4. Most importantly the reports guide/inform the Department on decisions to take during the standardisation process.

9.5. The reports must be completed in detail and single word responses will not be accepted.

9.6. Where additional space is required, use a separate page which must be attached to the report. A separate email can also be
sent to the marking unit.

9.7. All reports are to be submitted immediately via email on completion of the marking of a subject.

9.8. Use of the correct report template – provided by the marking centre management during the marking cycle. Chief Markers and
Internal Moderators must not use the previous exam’s marking report templates, changes are always made to these templates

9.9. The following are the most critical areas of a marking report:
9.9.1. Unfair Questions
Were there any Unfair Questions that were not accommodated/compensated even in the final marking guideline during
standardisation? This is the only opportunity to raise aspects of the question paper that will disadvantage candidates.
9.9.2. Student Performance.
Highlight areas of strength or weakness in student performance in the content assessed in the question. In each case the question
number and number of marks affected must be indicated.
9.9.3. Repeated questions
Were there any questions that are a repetition of some previous question papers/ questions taken from a textbook or study
guide, if yes quote the year of exam for the specific question paper/ textbook/study guide; total mark allocation per question. In
other words, is there any expected jump in candidates’ performance that can be expected.

9.9.4. Marking reports must be detailed.

9.10. Chief Markers or Internal Moderators who will not submit marking/moderation reports or who will submit shoddy reports
will have their marking claims converted to markers duty.

9.11. The format of the report template must NOT be changed, tables must not be changed/merged, no pasting of tables must
be done on the report template.

10. Irregularities (IRRs) detected during marking


10.1. Officials must be vigilant and report suspected Irregularities during marking

10.2. Marking officials must ONLY report about IRRs detected at the marking centre not at the exam centre.

10.3. Corrective measures will be taken to officials who will fail to report irregularities as they execute their marking duties

11. Evaluation of marking officials


11.1. CMs must evaluate each marking official

11.2. Evaluation of markers must be fair

12. Confidentiality of marking processes


12.1. All marking processes must be treated in a confidential manner.

12.2. Markers personal information and personal details must not be shared with anyone other than the marking centre
management team.

13. Dismissal from duty


The marking centre manager should report any misconduct to the office of the Director: Item Development and Marking and
such officials who misbehave or who do not have the ability to perform their allocated duties may be dismissed.
Annexure I

DUTIES OF MARKING OFFICIALS

1. CHIEF MARKER

1.1. To be overall in charge of the panel of markers, to standardize marking procedures and maintain uniform standards
amongst markers.
1.2. Check the accuracy of the marking guideline during standardization and ensuring that the marking guidelines are of high
quality
1.3. Discuss the memorandum showing the mark scheme, the outline of answers and the organization of work.
1.4. Check that there is a constant flow of scripts/mark sheets for administrative control.
1.5. Determine the number of scripts to be claimed for. Chief Markers are expected to keep accurate records of the number of
scripts marked by his/her team so that marking claims can be completed correctly.
1.6. Divide the bigger team of markers into smaller marking groups and allocate the batches of scripts to smaller groups
instead of the whole team.
1.7. Ensure that markers do not mark the scripts of candidates from their own colleges;
1.8. Evaluate each case of irregularity submitted and refer these to the Centre Manager in charge of the centre.
1.9. Ensure that all answers have been marked and that all totals and transfers are correct before submitting the scripts to the
Centre Manager.
1.10. Evaluate markers, for consideration to mark in future marking sessions.
1.11. Chief Markers are expected to be at the marking centre for the full duration of marking of their subjects. They will be
expected to:
 mark scripts
 moderate 10% of scripts.
 compile a detailed quality marking report to the Department.
 evaluate markers’ performance and do administration of marking for his/her subject.
 Participate in virtual meetings for consolidating CM reports
1.12. Chief Markers and Internal Moderators mark, thereafter moderate 10% (not 80%) of the total number of scripts. Overall number
of scripts (marked and moderated) must not exceed 300. Marking centre managers may give further directive.

2. INTERNAL MODERATOR

2.1. Guide the standardization of marking guidelines and marking guideline discussion process.
2.2. Check the accuracy of the marking guideline during standardization and ensuring that the marking guidelines are of high
quality.
2.3. Moderate a sample of marked scripts.
2.4. Check that marking and mark allocation is accurate and consistent.
2.5. Evaluate the marking process as well as the markers as a whole.
2.6. Make recommendations with regard to the adjustment of marks if necessary.
2.7. Request for re-mark in line with tolerance range (in consultation with the CM) of the particular question(s) in case of
discrepancies / errors in the marking that consistently advantage or disadvantage candidates
2.8. Compile a detailed moderation report for standardisation purposes.
2.9. Chief Markers and Internal Moderators mark, thereafter moderate 10% (not 80%) of the total number of scripts. Overall number
of scripts (marked and moderated) must not exceed 300. Marking centre managers may give further directive.

3. MARKER

3.1. Mark and do administration of marking for his/her subject.


3.2. Ensure that he/she does not mark the scripts of the candidates from his/her own examination centre.
3.3. Keep notes during the marking process so that he/she can contribute towards the drawing up of the Chief Marker’s Report.
3.4. Report any irregularity in the answer script to the Chief Marker in charge.
3.5. Work as part of a team and be willing to mark any question during the marking session.
3.6. Check answer scripts for unmarked answers, totals and correct marks transfers before submission to the Chief Marker.
Annexure J
CONDITIONS FOR MARKING (HOUSE RULES)

The Department appoints lecturers and subject experts to apply their minds and judge candidates’ performance in the subjects they
are appointed to mark.
It is expected that marking officials must uphold the highest level of professionalism as they execute their duties. Professionalism
includes but is not limited to:

1. Professionalism versus being professional

CMs and IMs MUST reflect the highest values of DHET, this must be translated to the marking officials. These include but
not limited to:
1.1. Honouring of marking commitments

Being on time to start your day, to meetings, and any other work-related events, whether in person or virtual.
Being on time sends an unspoken message of respect for your responsibilities, as well as the value you place on the time and effort
of your colleagues
1.2. Be attentive, responsive, and proactive

One of the most effective ways to display professionalism is to show that you’re invested enough to pay attention. This might mean
taking notes during meetings, asking relevant questions, or even just using responsive body language.

1.3. Be proactive, pair your complaints with proposed solutions.


1.4. Get to know the marking processes

This included but not limited to expectations from the Department, channels of communication, expected conduct at marking centres
and at college.
1.5. Keep personal matters to a minimum

This includes working as a team, finding common ground with your colleagues, being mindful of your place in the bigger marking
structure, prioritizing marking success over personal gain.

2. General marking centre rules

2.1. Officials (Markers, Internal Moderators, Examination Assistants, Admin Personnel and Security Guards) at the Marking Centre
should be sober at all times.
2.2. No alcoholic beverages are allowed on the premises.
2.3. No smoking in or around the marking rooms. Smoking is only permissible in the designated areas
2.4. Both males and females should respect one another’s privacy. Disciplinary actions will be taken against markers who will
sexually harass fellow markers, officials or examination assistants.
2.5. Noise and disturbances should be kept to a minimum at all times.
2.6. All officials should report for duty on time and knock-off at the agreed time.
2.7. All marking and support officials’ cellular phones and other communication devices must be switched off and kept out of bounds
during working hours. Only the marking centre manager and deputies are allowed to keep their cell phones on.
2.8. Laptops, iPads, tablets and personal computers are not permitted in marking rooms. Marking officials can use computer
laboratories or designated rooms to utilize such devices.
2.9. No children/babies and visitors are allowed at the Marking Centre
2.10. No firearms or dangerous weapons are allowed at the Marking Centre.
2.11. All officials must remain at the Marking Centre for the full allocated period or until the completion of marking for a
particular paper. Officials will be released by the marking centre manager or a delegated official.
2.12. All officials must complete the Oath of Secrecy /confidentiality form and this should be observed at all times.
2.13. The Attendance Register must be signed daily.
2.14. No meetings may be held at the marking centre. The only meeting permitted are those related to the subject marked,
chaired by the Chief Marker and meetings chaired by the Marking Centre Manager or DHET officials. Other officials must
present a written approval from the Director General of the Department to hold a meeting with marking officials during the
course of marking.

3. Management of marking rooms

3.1. Marking rooms must be a working place conducive for marking and making judgements about candidates’ performances.
3.2. Cell phones must be switched off at the marking rooms, this is to ensure 100% focus on marking and moderation. Like in
many professions marking officials must make calls/receive messages during break time and after marking hours.
3.3. No noise and shouting in the marking rooms. Proper marking judgements can only be made in a serene environment.
3.4. Marking officials must pay attention to detail. Officials must try and make sense of the candidate’s responses.
3.5. No official must remain in the marking rooms during breaks and after official knock off time.
3.6. Briefcases and documents (besides question papers, marking guides and marking references) are not allowed in marking
rooms. Handbags with personal essentials however are permitted.
3.7. CMs and IMs must be vigilant of items and activities that may compromise the integrity of marking processes.
3.8. Channels of communication
3.8.1. On academic matters markers report to the Chief Markers, Chief Markers and Internal Moderators report to the Deputy
Marking Centre manager – Academic
3.8.2. On first day arrival/reporting at the marking centre all officials report to the marking centre manager.
3.8.3. On time off and delayed arrival at the marking centre during the course of marking all officials report to the Deputy
Marking Centre manager – Academic

4. Security at the marking centre

4.1. The safety of marking centre personnel takes first priority at the marking centre. All marking centre officials must ensure
their safety and the safety of others.
4.2. Various safety measures will be implemented to ensure the safety of officials and marking centre property, this included
but is not limited to:
4.2.1. Auditing of marking centres prior to the marking cycle
4.2.2. Access controls at the marking centre
4.2.3. Wearing of identification tags by all marking centre personnel
4.2.4. Searching of vehicles moving in and out of the marking centre
4.2.5. Body searches (where necessary)
4.2.6. Provisioning of appropriate personal protective equipment (PPE) to staff if needed
4.2.7. Access to first aid kits in case of emergency.
4.3. No person is allowed to stay/wait inside a vehicle/loiter in marking centre premises while waiting to pick an official who is
concluding his/her marking centre duties.
4.4. Marking centre officials must report anyone or any incident that poses a threat to their security.
4.5. The Department will take action against officials who undermine security measures in a marking centre.
HOURS TO BE WORKED

All officials, except the administration officials will spend no more than 12 hours per day at the Marking Centre,
inclusive of tea and lunch breaks.
Management of the marking centre will advise officials of the starting and knock off time.
No officials may remain in the marking rooms without the supervision of the Chief Marker, this includes tea breaks
and lunch time.
Administration officials must report 30 minutes earlier than the other marking officials in the morning and stay 30
minutes later in the evening to wrap up administration duties.

REMUNERATION OF OFFICIALS

No official must perform duty without an appointment letter for the duty to be performed.
The different role-players involved in the marking process may claim for a maximum number of hours / scripts indicated in the
tables below-

 Chief Markers and Internal Moderators are expected to mark scripts prior to moderation to familiarize themselves with responses
of candidates to the question paper.
 Number of scripts to be marked by Chief Markers and Internal Moderators will vary depending on the subject enrolment.
 In small enrolment subjects the Chief Marker and Internal Moderator will be markers and cross moderate each other.
 In big enrolment subjects the Chief Marker and Internal Moderator will mark and moderate work done by markers.
 Chief Markers and Internal Moderators shall moderate 10% of the total number of scripts, this 10% must not be more than 300
scripts.

FOR EXCEPTIONAL CASES ONLY

 In some selected subjects the maximum number of scripts one can claim (for marking/including moderation) is 200.
 In instances where markers are required to mark in excess of the 300/200 scripts and on condition that this will not compromise
the finishing date for the marking process, the MCM must apply for and get prior approval from the DHET Director responsible
for marking before allowing this.

8. There is no pending disciplinary case against me.
9. I was never terminated from service (dismissed) in any college or public institution/ government Department.
10. I acknowledge that, since I have opted for the marking without any form of coercion and in the full knowledge of what is required, such
obligations or restrictions are imposed on me by the particular nature of the task and the requirements of the regulations are not a matter for
negotiation or subject to the normal rights and privileges.
11. I am aware of the consequences of unauthorized release of confidential information regarding the marking process.
12. I further declare that:
12.1. I shall be punctual for marking/moderating and shall perform all my duties diligently and according to the marking standards determined by
the Department of Higher Education and Training.
12.2 I will be held responsible if marks change after remark.
12.3. I shall NOT absent myself from marking/ moderating without prior permission of the Marking Centre Manager.
12.4. I do not have a child/next of kin/person close to me who sat for the exam in the subject I will be marking/that will be marked in the centre
where I will be marking.
12.5. I shall NOT attempt to gain access to the scripts or marks of my own examination centre (campus), either while the scripts are being marked/
moderated or after they have been marked/ moderated.
12.6. I shall NOT bring or remove any answer scripts from the Marking Centre and shall abide to all security measures with regard to the marking
session.
12.7. I shall send to the DMCM: Academic and bring my own fully worked out marking guideline to the Marking Centre in preparation for the
marking.
12.8. I shall NOT communicate with candidates, parents, other lecturers, the press or any unauthorised persons concerning any aspect of the
marking/moderation process.
12.9 I shall NOT engage in any communication regarding the marking process with the media, including social media networks such as Facebook,
WhatsApp, e-mail, website, newsprint etc. I shall address any concerns which arise during the marking process with the Marking Centre
management at my Marking centre.
12.10 I shall refrain from doing/causing/permitting/conniving at an action which may jeopardize the integrity or administration of the
marking/moderation process.
12.11 I shall not organize or take part in any meeting other than those for my subject, chaired by my Chief Marker or those chaired by the Marking
Centre Manager or DHET official(s).
Any form of misconduct during the marking session will be dealt with in terms of the Employment of Educators Act, Act 76
of 1996 as amended, and may lead to the appointment being terminated.

AGREEMENT TO MAINTAIN SECRECY: MARKING OF NOVEMBER 2023 TVET EXAMINATIONS SCRIPTS

undersigned, am about to assume duty with the Department of Higher Education and Training, or have already done so,
in the capacity of marking official and consequently have access to classified material, information or intelligence
described as security matter under the Protection of Information Act (Act no 84 of 1982). In this capacity I enter into an
agreement with the Department of Higher Education and Training:

1. not to disclose any classified material, any facts or information which will become known to me in the execution of my duties working with the
marking/moderation of answer scripts and other examinations related documents or intelligence with regard to the sources, agents,
operational method, technology, financial, personnel and administrative policies of the Department of Higher Education and Training, either by
publishing, divulging, announcing, revising, exhibiting or by any other means without previously having obtained the explicit authorization of the
Director-General himself or of a person authorized thereto by him;

2. to keep myself informed and to comply with the provisions under the Protection of Information Act, the Regulations and the Directives of the
Department of Education as issued from time to time;

3. to report immediately to my supervisor should it come to my knowledge in any way that classified material, information or intelligence referred to
under paragraph 1 above has fallen into the hands of an unauthorized person, or if such a person should attempt to obtain from me any classified
material, information or intelligence not directly related to his/her duties;

4. to disclose to the Department of Higher Education and Training whether I am an author or co-author of any book/material/guideline in any
subject in respect of the National Certificate (Vocational) and whether I will receive any royalty, honorarium or any other form of remuneration that
may accrue to me for the publishing of any book/material or guideline.

5. to comply with all the prescribed security measures of the Department of Higher Education and Training or its hosts and that non-compliance
will result in my being exposed to legal steps as well as to departmental disciplinary steps or other steps that could lead to the termination of my
services;

6. to deliver or return, upon request or upon termination of my services, all classified or unclassified material, documents, question papers and
memorandums (part or full), manuscripts, (tape) recordings or any other documents that are the property or lawful possession of the Department
of Higher Education and Training;

7. that compliance with all the stipulations and prescribed measures of the Department of Higher Education and Training regarding security is an
imperative to my being retained in its service;

8. that no change of occupation or profession will release me from the obligations of this agreement after the termination of my services with the
Department of Higher Education and Training.
