EXTRACTIVES AND CONSTRUCTION COMMITTEE

CHAIRMAN’S REPORT TO THE FULL COUNCIL

MEETING DATES
Following the constitution of this committee, the members met on 11 th October, 2023 and 21st November,
2023 to elect a chairperson, formulate TORs and prepare a triennial work plan.

FORMULATION OF COMMITTEE’S TERMS OF REFERENCE (TORs):


The committee members adopted the following TORs:-

TOR 1: Finalize COP for scaffolding.


The committee noted that part of the un-finished TORs for the previous NACOSH committee was the
development of COP for scaffolding. The committee resolved to undertake the finalization of the COP
given that, once dispensed with, the COP will among others standardize scaffolding in the country and
thereby improve safety in the construction industry.
TOR 2: Develop COP for safe installation and maintenance of passenger lifts.
The fast growing real estate industry occasioned by demand in housing as a result of increased population
growth in the urban areas has seen high rise buildings put up at a faster rate than before. It’s a requirement
that these high rise buildings are equipped with passenger lifts. Public safety will always be of great
concern as long this trend continues. Due to lack of regulation of technicians who carry out installation and
maintenance of these safety critical equipment, the committee proposed development of a COP for the safe
installation and maintenance of passenger lifts.
TOR 3: Undertake workplace visits within the sector including collapsing buildings.
The committee members plan to visit artisanal mines, major construction sites and collapsing buildings to
identify OSH implementation gaps concerning these sectors. The findings may form part of an advisory to
the Cabinet Secretary.

TOR 4: To review and analyse statistical data of occupational accidents and diseases in the
Construction and extractive sector.
The committee intends to review and analyse data collected by DOSHS on Occupational accidents and
diseases for the purpose of making informed policy decisions. The review and analysis will be based on a
three – year period. The findings may form part of an advisory to the Cabinet Secretary.

TOR 5: Promotion of safety culture change in the construction and extractive sectors by:-
a) Development of a documentary on safety issues awareness in the construction industry.
A locally made well thought out documentary capturing hazards, risks and control measures in the
construction and extractive industries can invoke culture change on viewers and thereby increase
safety perception and be part of the build-up activities towards World Day for Safety and Health
celebration event.
b) Collaboration and formation of partnerships
The committee plans to form collaborations and partnerships with other industry sector players at
the policy making level. Some of the players targeted include NCA, Council of Governors, NEMA,
and Mining Ministry among others.

PREPARATION OF COMMITTEE’S TRIENNIAL WORKPLAN


After formulation of the above TOR’s, the members prepared a three year work plan that would guide their
implementation. The work plan forms appendix one of this report.

this report as a record of the committee activities for the 2nd Quarter of 2023/24 FY.
