INTRODUCTION OF DISCOUNT ON ONLINE PAYMENT FACILITY

DPs are requested to refer its communiquue no. CDSL/OPS/DP/BLING/2018/438 dated August
17, 2018 regarding introduction of online payment facility. Further, CDSL is pleased to inform its
DPs that a Discount of 2% (subject to a maximum of ₹ 1,000/-) per payment is made available
using the Online Payment (https://bills.cdsl.co.in) facility if DPs make payment using Net Banking
or Credit Card or Debit Card on the Online Payment Gateway. This facility is being introduced by
CDSL with the features mentioned below.

Features:
1. The users will login into the CDSL Online Payment (https://bills.cdsl.co.in), to make
payment and avail the discount.
2. Please note that only full outstanding bill payment made will be eligible for discount
and using CDSL Online Payment (https://bills.cdsl.co.in). The Discount is not available
for any other mode of payment like sending physical cheque to CDSL, direct deposit into
CDSL Bank account, etc.
3. The users can select the bills they want to pay, mention TDS deducted (if any) against each
bill. A PDF copy of each bill is also available for download.
4. The Discount of 2% will be applied on the fully paid Gross Bill amounts. The
maximum discount available would be ₹ 1,000/- per payment.
5. Upon payment the participant will be provided with a Transaction ID payment
acknowledgement for their records.
6. This facility is most convenient to the CDSL participants as the participant themselves
selects bill to pay, avail the Discount and makes the payment as per their convenience.
This will eliminate the reconciliation of allocation of payment made to CDSL against several
bills and this will be seamless payment process.

Payment process using Login Credentials (OTP authentication required):

User has to enter the following login credential to login into Online Payment Gateway.
• User Type – Select DP
• User ID – Enter DP ID
• Email ID – User will be required to enter the Email ID registered with CDSL. In case of user
having multiple registered Email IDs, any one Email ID can be used while login.
• Captcha – User will enter the captcha code.
• Generate OTP – User will be required to click on ‘Generate OTP’ button.

• Enter OTP – OTP will be sent to the entered Email ID. Please note that entered Email ID
should be a registered Email ID else error message will be displayed preventing user from
logging in. User will be required to enter the OTP.

After successful login, following menus will be displayed:

a) Advance Payment – User to make advance payment shall use this option.
b) Unpaid Bills – Details of bills where payment is outstanding will be displayed in this option.
User can make either combined payment by selecting multiple Bills or can also make bill
wise payment.
c) Discount is available only on the Unpaid Bills paid in full and making Online
Payment.

For Online Payment:

• All the unpaid Bill/s can be viewed / downloaded by clicking on hyper link provided in the
last column.
• User should enter Gross Amount, TDS Amount (if any) against each bill the participant
wishes to pay.
• Upon entering the Gross Amount/s, Discount will be calculated @ 2% and displayed at the
bottom of the screen.
• The maximum discount available would be ₹ 1,000/- per fully paid bill/s
• User will press ‘OK’ button to Pay Bill/s
• User has to accept the Terms and Conditions provided in the Terms and Conditions for
Online Payment Page.
• User has to confirm the net payable amount before proceeding to make payment.
• Upon confirmation, the user will be directed to the payment gateway where the user has
the option to make payment online using debit card, credit card, net banking, etc.
• After the payment is made, the user will be able to download the payment
acknowledgement with Transaction ID.

DPs are requested to refer a User Manual for guidance which is enclosed along with the
communiqué.

1. Overview

At present CDSL receive payments from users through different modes like NEFT / RTGS / Cheque /
Demand Draft / Pay Order etc. against the bills generated by various CDSL departments for different
type of participants viz. DPs, RTAs, Issuers etc. By following this process once the payment is made
user is separately required to inform CDSL about the payment details and the bill details against which
the payment is made. This is a manual and time consuming process. In August 2018, CDSL has provided
the facility of Online Payment (https://bills.cdsl.co.in). CDSL is now providing a Discount of 2% (subject
to a maximum of Rs. 1,000/-) per transaction on the unpaid bills paid in full using the Online Payment
(https://bills.cdsl.co.in) Gateway facility.

2. Browser Requirement

To run Online Payment application following browsers are supported.

 Internet Explorer 10 and above.

 URL: https://bills.cdsl.co.in

3. Login
User has to enter the following login credentials to login into online payment gateway.

 User Type: DP or RTA or Issuer or E-Voting

 User ID : Enter DP ID / RTA ID / Issuer ID / E-Voting Entity ID

 Email ID: Email ID registered in ‘CDAS’ or ‘E-Voting’.

 Captcha: User is required to enter Captcha displayed on the screen.

 Generate OTP: When user clicks on ‘Generate OTP’ button, OTP will be sent to the entered
registered Email ID. Use has to enter OTP and then click on ‘Submit’ button to view Bills.
Validity of OTP will be for 30 minutes. If user wants to re-generate the OTP, user can again
click on ‘Generate OTP’ button.

4. Unpaid Bills

After successful login, user shall able to view all the bills where payment is outstanding as shown in
the screen below.

4.1 Search Feature:

1. Search
a. ‘Show All’ will display all the ‘Unpaid Bills’
b. Date Range: Unpaid Bills for the range between ’From Date’ and ‘To Date’ will be
displayed.
2. To view bill Details: Click on the hyperlink provided in the ‘Bill No’ column.
3. Partial Payment: Click on the hyperlink provided in ‘Amount paid (Incl. TDS) in ₹’ column.

4.2 Process to make payment for Single or Multiple Bills

 Enter the ‘Gross Amount in ₹’

 Enter ‘TDS in ₹’ if applicable.

 Discount will be shown at the bottom of the screen only for the fully paid bills.
Partially paid bills will have no Discount.
 Click on the ‘Pay Bill’ button to make payment

4.3 Facility to enter ‘payment details’ made through NEFT/RTGS/Cheque/Demand

Draft/P Order:

This feature is available under ‘Unpaid Bills’ option in the application. This option is useful if
user has already made the payment through NEFT / RTGS / Cheque / Demand Draft / Pay
Order and subsequently can enter payment details against each bill.

Process to enter NEFT / RTGS / Cheque / Demand Draft / Pay order details:

 Enter the ‘Gross Amount’ against each bill.

 Enter ‘TDS in ₹’ if applicable.
 Gross amount and TDS amount should be equal or less then ‘O/s Bal in ₹’ (Outstanding
Amount).
 Click on the “RTGS / NEFT / Cheque / DD / PO if Already paid” button. It will display popup
window to enter details as show below

• Enter the amount against bill as shown below

• Click on ‘RTGS / NEFT / Cheque / DD / PO if Already paid’ button as shown below:

Screen 2:

• Select the ‘Type of Payment’

• Enter ‘Date of Payment’
• Enter the NEFT / RTGS / Cheque / Demand draft / Pay Order details
• Click on ‘Save’ button

Once saved, user can see the status as ‘In Process’ as shown in the below screen. Status will
be changed once payment gets reconciled by CDSL Accounts Department.

5. Advance Payment

This feature is available once user logs in to application.

5.1 Process to Make Payment:

 Enter the ‘Amount’.

 Enter the ‘TDS’ amount, if any.
 Enter the ‘Remarks’. User can mention Bill No, if any.
 Then click on ‘Submit’ button.

6. Pay By Bill No:

The menu ‘Pay By Bill No’ is available in Login Page. User can make bill wise payment using this
menu and no need to login into the application.

Process to make payment

 Select the ‘User Type’

 Enter the Party name. It helps user to select party name once start entering party name.

 Enter the ‘Bill No’

 Click on ‘Search’ button to view record as shown below:

 Enter the ‘Gross Amount in ₹’ against bill paid. The Discount would be displayed at the bottom
of the table only for the fully paid bill. Please note that no discount would be calculated on
partly paid bills and maximum of ₹ 1,000/- Discount will be allowed against each payment.
 Enter ‘TDS in ₹’, if applicable.
 Gross amount and TDS amount should be equal or less then ‘O/s Bal in ₹’ (Outstanding
amount)
 Click on the ‘Pay Bill’ button to make payment
 To view bill Details: Click on the hyperlink provided in the ‘Bill No’ column

7. Terms and Conditions:

This page will be displayed once user click on ‘Pay Bill’ after entering payment details. Subsequently
user has to accept the Terms and Conditions.

8. Payment Confirmation before Online Payment

This section will be displayed once user click on ‘Submit’ button after accepting Terms and
Conditions.

Process to make payment:

 User has to click on ‘Ok’ button to make payment

 User may also click on ‘Cancel’ button to cancel the process of making payment as
shown in the screen below.

9. Payment Gateway

To proceed to make payment, user has to select the Bank name from the dropdown list.

Process to make the payment

 Select ‘Bank Name’

 Click on ‘Make Payment’ button, user will be redirected to respective banks payment
gateway page

10. Final Payment:

After the successful payment is made, the user will be able to download the following payment
acknowledgement with Transaction ID.

Click on ‘Exit’ button to close online payment application.
