1.0 INTRODUCTION
Dodsal's apply their Company specific HSE Systems, which are described
hereunder in the HSE Policy Statements and Guidelines. As a Sub-contractor on
this Project, Dodsal will manage a project-specific HSE System to the highest
standards in order to
efficiently protect the health of our workforce and of all other personnel
maintain and improve all safety measures
protect our environment during all phases of the Project
Work safety and the improvement of health matters are important aspects of our
entrepreneurial business activities. Consequently the Board of Directors supports
all measures to upgrade work safety and the health of our workforce.
Accidents and health risks can be totally or at least partially avoided if risks and
dangers will be managed and countered by an organised implementation of safety
measures.
To promote work safety and health improvement is one of the predominant tasks
of each Manager. The prevention of accidents on the basis of efficient safety
measures is an indispensable proof of qualification.
It is, however, only through planned co-operation of all group and company
employees that these guidelines can be successfully applied in practice, in order
to further enhance work safety and health issues of our workforce.
Occupational health and Safety – Conditions and factors that affect the well
being of employees, temporary workers, visitors and any other person in the
workplace.
Tolerable Risk – Risk that has been reduced to a level that can be endured by
the organization having regard to its legal obligations and its own OH&S policy.
Health, Safety and Environmental Tour – A highly visible Health, Safety and
Environmental site walkabout by senior management to gain feedback from the
workforce and demonstrate commitment to HSE.
Incident – Any undesired event or condition that results or could have resulted in
harm to people, damage to property or the environment or loss.
The main objectives of the Dodsal's HSE activities with reference to the Dolphin
Upstream & compression Facilities Project are to eliminate negative impact on the
health and safety of all contract and third party personnel and to optimize
environmental protection measures in an organised HSE System by visible
management commitment.
Demonstrate that all hazards, which carry the potential to cause harm, including ill
health, injury, damage to property or the environment, or Dodsal's reputation, will
have been identified and that appropriate controls and recovery methods will be in
place so that the risks are eliminated or at least minimised.
Dodsal is committed to comply in full with the JGC HSE Plan UCB 15-01.
Dodsal and Client‟s HSE Policy Statement shall be communicated to all the
employees via suitable means. Project HSE plan shall be made available for all
Dodsal staff.
The commitment is, in the first place, to prevent all accidents and incidents from
happening during our operation. Line management shall be responsible for
maintaining safety standards, safety statistics, for assisting in arranging audits,
inspections, conducting toolbox meetings, investigations of accidents and
incidents, reporting and follow-up. Details are included in this Project HSE Plan.
The HSE objectives for this Project will be communicated to all Dodsal personnel
and actioned on site by line management, through co-operation with the Head
Office & HSE Department at Dubai, U.A.E.
Attend Client's
The HSE Manager will report to Corporate HSE Manager and will
advise the Project Manager and his staff. His responsibilities will
include the following:

Ensure that supervisors and workers have received the
necessary / required HSE Induction training.
Ensure that all accidents and unsafe acts and conditions are

maintained.
The Male Nurse will be based at or near to the work site. His
responsibilities include:
Ensure that drivers and plant operators switch off all engines
and remove the key from their vehicles / plant whenever this
equipment is left unattended.
Observe the laws & rules of the road and keep within the
permitted speed limit.

2.3.3.2 Objective
All Dodsal employees must undergo the basic HSE Induction course
conducted by JGC. All employees shall attain JGC conducted other
specific trainings as and when required through out the project life.

2.4.2 Evaluation
Harm could include ill health, minor or severe injuries and in the
worse of all cases, fatalities. Damage may be caused to plant and
equipment, property in general, vehicles, products, material or the
environment.
Since physical harm and damage to objects / property cause human
suffering, production losses, deviations of construction schedules
and increased liabilities with possibly far-reaching consequences, all
hazards must be analysed, assessed and controlled.

PERFORMANCE
The Dodsal's activities, within the scope of the operating country's laws and the
specifications, rules and regulations issued by clients are mainly based on "British
Standards", "Codes of Practice" and other procedures and Codes of Practice will
be drawn-up in-house and introduced, if required. These will then become an
integral part of the safety procedures.
These procedures (but not limited to) are included in the Dodsal's project specific
HSE Manual to be used by all Managers, Section Heads, Engineers and Site
Supervisors.
The HSE Plan for this Project shall be implemented and actioned on site by the
Project Manager / Construction Manager and through close liaison with the
Dodsal Head Office Manager and the HSE Division.
The implementation of the Contract HSE Plan will be audited quarterly by the
Corporate HSE Manager. The HSE audit will be conducted by the Project
Manager, Construction Manager, and Project HSE Manager. The targets
therefore will be monitored and results recorded to demonstrate HSE Compliance.
In actual fact the performance of activities critical to HSE shall be compared with
the Management controls established during application of the hazards and
effects management process. Instances of non-conformance shall be recorded
and follow-up and close-out actions documented.
The Vice President (Operations) of Dodsal will make inspections and reviews as
and when necessary.

Any procedure or practice which carries a potential risk must be discontinued and
shall not be resumed unless the potential for incidents is eliminated.
The HSE Department will maintain a list of all defects identified by them.
The HSE Department will check every month on the basis of an HSE punch list
that all reported defects are being actioned immediately.
3.0 HEALTH
First Aid boxes will be provided at the work area, the contents will be
checked monthly by the Company Male Nurse.
First Aid boxes with proper supplies shall be made available at the
work area.
Note: The number of First Aid Kits will depend on strength of personnel within the
group and overall manpower levels on site.
The Dodsal's Male Nurse, based on site, shall be responsible for the
provision of medical facilities to the employees.
The Male Nurse shall ensure that First Aid boxes are stocked with
proper supplies / medicines and are available at strategic locations
at the work site.
The Dodsal's Male Nurse shall make monthly visits to all work sites
to inspect and ascertain the content of the First Aid boxes.
3.1.4 Hygiene
The Male Nurse if stationed at site will treat the employees for minor
illness and forward the sick attendance reports to the Project
Manager on a weekly basis.
In case of an incident, the First Aider shall follow all JGC site
medical procedures (The JGC Doctor will advise as to whether a
casualty shall be taken to Hospital) accompany the casualty to the
nearest hospital after application of the required First Aid treatment.
The Client will be informed of the incident and the case will be
monitored which includes progress reports on the recovery of the
patient.
Dodsal's Male Nurse shall check the hearing capacity and vision of
all operators and drivers if required, prior to the commencement of
the Project.
The Dodsal's Male Nurse shall attend the monthly HSE meetings
with the Project HSE Manager and site supervisory staff for
implementing health promotion programmes. He will advise and
guide them on health matters.
Typhoid fever, dysentery and other diseases are often the result of
contaminated drinking water and lack of proper sanitation on the job.
Where any corrosive, irritants, systemic poisons, carcinogens and other harmful
agents are present in the working environment as gases, vapours, fumes, dusts,
liquids as solids, it shall be ensured that the risks are eliminated or controlled in
accordance with the safe working procedure.
3.4.1 Noise
All areas where the noise level is more than 85 db (A) shall be
identified, workmen exposed to 85 db (A) or more shall be provided
with ear protection equipment.
3.4.2 Vibration

Necessary work permits shall be obtained from JGC for all non-routine or
potentially dangerous work at grass root area. JGC‟s PTW procedure shall be
followed. Complementary certificates shall be obtained for the work, such as:

During any emergency Dodsal emergency team will communicate with JGC
emergency representative, Dodsal Head Office, Relevant Governmental agencies.
4.2.1 Procedures
In order to cope with any kind of emergency at the site or camp the
following measures shall be adhered to:
In case of any injury or illness, the first eyewitness will inform the
nearest First Aider who will inspect the injured person and
simultaneously dispatch a message or send a messenger to the
Project Manager / Construction Manager / Project HSE Manager to
inform them about the incident and ask for appropriate assistance
assessing the seriousness of the injured person. In case of serious
accidents the injured person shall be taken to a Clinic / Govt.
Hospital without delay. The client‟s Site Representative shall be
informed about the emergency immediately. Dodsal‟s Head office in
Dubai shall be informed about the incident. In all instances where
treatment required exceeds the capability of a first-aider, the JGC
Medical Center shall be informed immediately. Dodsal shall not
transport any casualty to an outside facility without informing the
JGC Medical and HSE Departments.

4.2.3 Frequency

These procedures (but not limited to) are included in the Dodsal's
project specific HSE Manual to be used by all Managers, Section
Heads, Engineers and Site Supervisors.
Before assembling the grinding disc, make sure that the number of
revolution per minute (rpm) indicated in the disc does not exceed the
rpm specified by the manufacturer of the unit. Check expiry date on
disc to be fitted.
To attach the grinding disc screw in the nut by hand lightly -
revolution of the wheel will tighten the nut to the correct tightness.
Tightening the nut forcefully may cause the wheel to break during
operation.
Always use safety glass and face shield to protect the eyes and face
from grinding sparks.
All grinders must be run idle for a few seconds before starting the
work. This will allow the nut to tighten itself.
Inspect the grinding machine daily before use. Ensure the proper
color-coding.
Take care not to hit the grinding disc against any obstacle while in
rotation.
Warn all persons to stay away from the grinding operation because
of the danger of metal splinters.
The air supply to the blasting helmet shall be drawn from a clean air
area, and the exhaust from engines or other harmful gases or dust
from other sources must not affect this area.
At no time shall more than one person work at one specific blasting
site. If more than one abrasive blaster is employed on a particular
operation, their work areas shall be physically separated to prevent
the blast of one operation reaching the other.
- Ingestion (swallowing)
4.3.4.1 Standard

The exhaust gases from any internal combustion engine shall not be
permitted to discharge in any building or confide space, but shall be
directed to open air.
- Eyes: Wash out at once with the solution provided and report
to the Hospital / First Aid attendant.
- Skin: Wash off thoroughly with soap and water and report to
the Hospital / First Aid attendant.
The name of the gas contained within the cylinder shall be clearly
marked on the cylinder body.
Cylinder valves shall be of the correct type for the gas content and
pressure rating of the cylinder and manufactured to international
standards.
Cylinders shall not be lifted using chains or metal slings. Lifting shall
be carried out using flat band slings.
Before using gas cylinders, ensure that they are properly supported
and secured to prevent being knocked over.
Flash back arrestors and check valves shall be used on both hoses
at all times.
4.3.7 Electricity
Plug adapters shall not be used, all equipment shall be fitted with
the correct plug to fit in the corresponding socket.
Fitted with adequate fuse protection, either in the tool body or its
electric plug, and be either:
Class 2, double insulated or
Class 3, a tool designed for operation at extra low voltage (max. 42
Volts AC)
Be provided with an automatic shut-off device that renders it
inoperative if the operator releases his hold.
When electric power extension cords are used, they shall have
adequate current rating for the equipment to be powered and
contain an independent earthing conductor. They shall be fitted with
a male plug on one end and female socket on the other. The socket
housings shall be of sound shockproof construction.
Tools found defective shall be labeled and removed from service for
repairs.
4.3.8.1 Preparation

Maintain a watch person outside the tank / vessel, who will keep a
continuous watch on the personnel working inside.
4.3.9 Excavations

4.3.9.2 Precautions
The operator shall not engage in any practice that will divert his
attention while operating the crane.
When handling loads, the operator shall not start crane movement
until the banksman or complete load is within his range of vision.
The banksman shall be identified by an orange vest, and he shall
assist the crane operator to make a safe lift.
The crane operator shall respond to operating signals only from the
trained appointed banksman, but he must obey an emergency stop
signal from anyone at any time.
operator shall have the authority to stop and refuse to handle loads
until safe conditions have been re-established.
Each day before the crane is put into use the operator shall perform
all movements and maintenance necessary to ensure that the
machinery is functioning satisfactorily. He shall ensure that all
safety devices are set and operating correctly and that the wire
ropes are in approved working condition.
Cranes must only be used for vertical lowering and lifting of loads.
The operator of the crane must not leave the operating seat when a
load is suspended on the hook.
4.3.10.3 Riggers
The rigger is responsible for properly attaching the load to the crane.
All repairs and alterations shall be carried out under the direction of
the Maintenance Department. If repairs to the main structure are
necessary, a proof test shall be carried out prior to going into
operation.
Where welded repairs are carried out to steel members, e.g. boom,
„A‟ - frame or masts of cranes, the repair shall be inspected by a
qualified welding inspector and a proof load test carried out.

A crane shall not enter a restricted area, or operate within one and a
quarter boom lengths of an oil line, gas line, or overhead power
cable unless a work permit has been issued. The minimum distance
from an overhead electrical cable = boom length (fully extended) + 6
meters.
A permit will only be issued if the crane is fitted with a spark arrestor.
The HSE Dept. shall be contacted for further advice on this matter.
Riggers must:
- Use the correct equipment for the job, installing the slings in
the correct method.
Preliminary Requirements
- Work out the correct suspension points in order for the load to
be correctly balanced once lifted.
- Check the safe working load (SWL) of the lifting and slinging
equipment to be used.
- Method statement shall be prepared and get approved form
JGC for lifting and transporting awkward load or the load
more than 50T.
A work permit shall be obtained from JGC before work starts. The
person performing the work shall check that de-energizing actually
took place by operating the actuation switch for electrical driven
equipment, and by checking the physical disconnection in the MCC
or substation, in the case of electrical equipment.
4.3.12 Scaffolding
The severe accidents to workers that are due to falls from a height
or to scaffold collapses clearly show the importance of properly
constructed and maintained ladders and scaffolds. Apart from
collapses the principal hazards are:
a) Unsecured ladders slipping
b) Use of unsuitable or faulty materials
c) Inadequately supported scaffold boards
d) Inadequate or irregular platform widths
e) Omission of mid and hand rails or toe boards
4.3.12.3 Inspections
A scaffold “ready for use” (Green Tag) or “not to be used” (Red Tag)
tag shall be placed at the access point.

Tools and equipment shall not be kept in any location where they
may present a tripping hazard, or may fall from the structure.

N.B. It has always been the policy of Dodsal that the use of
welding and cutting PPE is reserved exclusively for qualified
personnel only.
The plugs and terminals used must be suited for the current and the
type of use.
Electric Welding: Take extreme care with the ultra violet rays; always
use an effective mask with idiactinic glass, and warn those people
around you when you are about to start work. If possible use
shielding.
Wait a few minutes before checking or removing the „slag‟ from the
welding operation so that the weld has time to cool down, and use
clear glass goggles to carry out this operation.
When the welding work is done the cables must be put back in their
place, the electric welder must be switched off and the switch on the
distribution panel should be disconnected to eliminate any chance of
an accident. All the distribution panels must be inbuilt with an ELCB.
A Full Body Harness with double lanyard and shock absorber shall
be used at all the time, and in conjunction with the site requirement,
Dodsal shall operate the 100% Tie-Off policy when employees are
exposed to a fall of 1.8 meters, or more. Other fall protection
arrangement i.e. lifeline, rope grab, stop chute etc. shall be used as
and when required.
It shall be ensured that ropes, chains and cables are inspected and
registered on arrival at the site and at regular intervals of six (6)
months thereafter. All records of inspections shall be maintained.
4.4.2 Ladders
Ladders must be in good condition and free from defects i.e. broken
rungs, split strings.
Ladders:
Always use the correct equipment for the work, and avoid resorting
to makeshift solutions.
4.4.3.1.1 Screwdrivers
Screwdrivers should be of the correct size and tip to fit the head of
the screw. Screwdrivers shall not be hammered or twisted, and they
must never be carried in the pocket.
4.4.3.1.2 Hammer
4.4.3.1.3 Chisels
Cutting edges shall be kept sharp with the original shape and angle
maintained, when a sledgehammer is used for striking a chisel, the
chisel should be held by a second person using a pair of tongs.
Only the right type and size should be used. Extension leverage for
spanners and wrenches shall not be used unless the wrenches are
designed for such use. A wrench shall not be used as a hammer
and should not be hammered to tighten a bolt unless otherwise
designed for such use. Use of adjustable wrench will be
discouraged.
4.4.3.1.6 Pliers
Pliers are not to be used as a wrench. They are meant for gripping
round objects and for cutting soft metals and wires. When cutting
metal / wire with pliers, it shall be ensured that the scrap does not fly
off and cause an injury. Only long handled pliers shall be used to
cut wire under tension.
4.4.3.1.7 Jacks

Dodsal is responsible to ensure that all employees wear the appropriate personal
protective equipment during all operations where there is an exposure to a
hazardous condition. All PPE purchased for use on this project shall comply with
an appropriate standard (CE or equivalent) and be suitably marked.
4.5.1 Clothing
Steel toe lather safety shoe shall be worn to provide foot protection.
Ear protective devices inserted in the ear (ear plugs) must be fitted
correctly to provide adequate protection. Plain cotton is not an
acceptable protective device.
Vehicles allocated to this Project shall be suitable for the work that they are
deployed for and shall comply with manufacturer‟s specifications. All vehicles to be
used for this contract using the client‟s public network roads shall be approved and
will comply with pertinent local traffic laws. A back up alarm will be fitted to all
vehicles, and all vehicles must abide by the site traffic rules, and be provided with
a dry chemical fire extinguisher.
All small passenger vehicles shall be fitted with seat belt on all the
seat. Driver shall not start the journey without ensuring use of seat
belt by all the passenger.
Vehicles shall be adequate and suitable for the work that they are
allocated and shall comply with the client‟s and manufacturers
specifications.
All vehicles will be Dodsal or client approved and will comply with
local laws of the country where they will be operating.
- Fuel cans shall be of metal type with a spring closing lid and
spout cover that will safety relieve pressure if the can is
exposed to high temperatures.

All materials shall be stored and handled with due regard to their fire
characteristics.
The engines of all equipment being fuelled shall be shut off during
the fuelling operation.
When operations are such that signs, signals, and barricades do not
provide the necessary protection on or adjacent to a highway or
street, flagman or other appropriate traffic controls shall be provided.
4.7.2 Protection
The use of Carbon tetrachloride and other toxic vaporising liquid fire
extinguishers is prohibited.
5.0 ENVIRONMENT
In detail, the Management, supported by the Project Manager and shall ascertain
that the workforce is made aware of all environmental requirements and,
whenever necessary, trained to protect the environment.
All spills and leaks of any chemical shall be reported immediately by Dodsal to the
JGC Environmental representative.
All personnel involved in the transportation and handling of chemicals must have
sufficient understanding of the HSE aspects of the chemicals to enable them to
carry out their work safely, in an environmentally acceptable manner, and not
endanger their own health.
Copy of MSDS of all chemicals shall be kept in the clinic and Dodsal HSE
department. A copy will be submitted to the client also.
5.4 Waste
Molten welding slag waste, electrode debris and grinding discs, etc,
shall be collected daily in metal containers and disposed of through
the provided facilities.
All paints that have exceeded their shelf life and are beyond their
date of expiration, shall be returned to the manufacturer for disposal
or further processing.
All sludge arising out of tank cleaning and other operations shall be
disposed of at the Sludge Farming Site, or as advised by the client
and / or local municipal regulations.
5.4.3 Promotion
Ensuring that old stocks have been utilised and depleted when
changing over to other raw materials, products or chemicals.
5.4.4 Practice
Good housekeeping is one of the first laws of accident prevention and shall be of
primary concern to all line Managers and foremen. Good housekeeping shall be
planned at the beginning of the job by supervisory personnel and carefully
supervised by them to the final cleanup of the job. Confusion will be reduced and
operations will be made more effective where good housekeeping planning has
been carefully made.
During the course of the work, areas will be free of scrap and debris of all kind.
Rubbish, debris, and waste and materials constitute fire and accident hazards
and shall be removed from work area as they accumulate. This applies in
particular to field warehouse and field shop areas where operations may remain at
one place only over a temporary period of time. Machinery should be checked to
be sure all oil has been wiped from areas where employees may step so as to
prevent them from slipping on such surfaces.
