C.

Criteria

For purposes of recruitment and appointment, PSAU shall establish its own
procedures and guidelines consistent with existing CSC policies (Sec 1 of Art. 13 – Faculty
Manual: Resolution No. 52, s. 2015), hence, these criteria on the selection of faculty are
established; to wit:

(1) Need of Services (20%)

The College Deans shall coordinate with the Office of the Vice-President for
Academic Affairs the need for faculty services. Applicants shall then be subjected
to the merit and selection procedures to be conducted by the Faculty Selection
Board.

(2) Educational Qualification (20%)

An applicant shall automatically earn 20% on the educational qualification criterion


once he or she meets the minimum education requirement for the position he or she
is applying for as prescribed by the CSC Qualification Standards.

(3) Behavioral-Based Interview (20%)

a. Interview refers to a behavioral-based interview that assesses the applicant’s


past experiences, work values and attitude, knowledge, skills, and abilities as
a means of predicting future behavior and performance;

b. In the behavioral-based interview, the STAR (Situation, Tasks, Actions and


Results) Approach shall be used by the FSB to strategically structure the
questions during the interview by:

a. Describing a situation where the applicant demonstrated a specific


behavior;
b. Identifying and explaining specific tasks involved that address a situation;
c. Describing specific actions taken to complete the required tasks; and
d. Highlighting the results of the actions taken.

c. The physical characteristics and personality traits of the applicants may be


made observable through an oral interview. Hence, a scoring rubric on
Behavioral-Based Interview shall be used by the FSB to rate the applicants
(see Annex A). The rating score for the Interview criterion is as follows:

(4) Teaching Demonstration (20%)

The teaching demonstration includes the following:

 Mastery of the Subject Matter (40%)

It is measured based on the following dimensions:

1. Exhibits mastery of the subject matter


2. Executes well-planned strategies
3. Utilizes teaching aids/devices
4. Executes well-prepared boardwork

 Teaching Skills (20%)

It is measured based on the following dimensions:

1. Makes effective introduction and motivation


2. Gives clear direction and explanations
3. Asks appropriate and different types of questions and distributes them
properly
4. Guides students in summarizing main ideas/concepts learned
5. Handles student’s wrong answer tactfully and provides appropriate
reinforcement (verbal and non-verbal)
6. Shows creativity and resourcefulness

 Communication Skills (20%)


It is measured based on the following dimensions:

1. Has correct usage of grammar


2. Has modulated voice
3. Has proper choice of words
4. Has good pronunciation

 Personality (20%)

It is measured based on the following dimensions:

1. Well-poised and confident


2. Properly groomed
3. Has sense of humor

(5) Awards (5%)

These are professional awards related to the field of specialization or awards


received from academic performance.

(6) Trainings (5%)

Training acquired must be relevant to the position to be filled and aligned with the
strategy map or development goal of the University and may be attended from any
of the following institutions:

a. Any CSC accredited learning and development institutions;


b. Government training institutions;
c. Non-accredited private training institution offering training of highly
technical/specialized nature;
d. Local training institution that is internationally acclaimed for meeting the global
standards of excellence in training;
e. Institution recognized by Commission on Higher Education (CHED) as Center
of Excellence (COE) or Development (COD);
f. Foreign institution that offers training for scholarship purposes or for personal
advancement of participants; or
g. Other institutions that partner with the Civil Service Commission in building
capabilities of civil servants.

(7) Physical Fitness (5%)


All applicants are required to submit a medical certificate secured from a
government physician that he or she is physically fit to work. An applicant shall
automatically earn 5% on the physical fitness criterion once he or she is certified
physically fit to work.

(8) Background Investigation (5%)

8.1. The background investigation shall be facilitated by a Committee where they


gather information regarding the applicant’s background, employment,
performance in functional areas, and other requirements of the position, such as
outstanding accomplishments, recognition or citations received, significant
contributions to the office or organization, challenges or difficulties in
performing his or her duties and responsibilities, compliance with office rules
and regulations, family background, health profile, habits, vices, memberships in
unions or associations, and derogatory records;

8.2. Those initially found qualified as to educational qualification, relevant work


experience, and training by the CSC Qualification Standards shall be subject to
background investigation. A notice shall be sent to applicants who did not meet
the QS requirements; and

8.3. Copies of an Office Order on BI Committee (Annex B) and Background


Investigation (BI) Report Forms are hereto attached for applicants with work
experience (Annex C) and for applicants without work experience (Annex D).
