SCOPE OF WORK FOR BF5 Mechanical JBC Jobs

Genera Instructions to the vendor:

□ Shifting of required materials from Central stores /Sub stores /CTL


□ Any small modification required for the job.
□ All required Tools and tackles for the job is under contractor scope. (welding machine, welding
electrodes cutting set with spare cylinders, hammers, standard tool box, slings with ‘D’
Shackles, Grinding machine etc.,). Competent authority certification for Lifting machines tools&
tackles.
□ All required consumables for the job are under contractor scope (Welding electrodes
andgrinding wheels etc.).
□ All required and standard PPE’S for the job is under contractor scope.
□ Welding machine with welding cables, power cable, plug tops as in BF:5, welding
machinecheck list, Consumables as required for the job & welding face shield
□ Gas cutting set with trolley, check list, spare gas cylinders as required for the job
□ Standard tool box
□ First aid kit
□ Certified ladders, chain pulley blocks, wire rope slings & D-Shackles
□ Grinding & Buffing machines with power cable and plug top as in BF:5 along with check list,
□ During job execution and after completion of the job, site should be maintained neat and clean.
□ Scraps should be cleaned immediately after job completion.
□ All removed items should be shifted to designated place Metallic.
□ All required movable, lifting and erection, tools, equipment’s trailer, till cranes required for the
job.
□ For daily jobs PTW and related safety certificate system to be followed
□ One CO-Monitor should be in between two technicians or persons

NOTE: -
1. 100% Man power availability to be ensured. If not penalty will be imposed 0.5% of PO value. (Above
95% to 100%). Absent persons has to be replace within 3 to 5 days.
2. Equipment availability 98 % should be maintained. If any breakdown happens due to the inefficiency
of the workmanship same will be penalized based on the severity
3. All equipment’s check list has to be filled and signature with respective area in charge of as per the
schedule.
4. During breakdown man power must be continue up to completion of the work.
5. Technician can go on long leave after deploying the reliever
6. JVML approved technicians & supervisor only allowed to work for all concerned area.
1. SCOPE OF WORK FOR AIR COMPRESSORS & DRYERS MAINTAINANCE

WORK INSTRUCTION:

□ Periodical maintenance (Routine, Condition based, Preventive & Breakdown) of the equipment’s
in Compressor Air station.
□ Activity including hourly maintenance of the compressors & Dryers
□ Contract should own responsibility for complete maintenance and availability of all the
equipment’s to meet JVML targets for the quality air generation

 Contractor should follow and ensure

1. Permit to work system & LOTO.


2. Safety Standards & norms as per JVML requirement to maintain the
system all the time

□ Condition based maintenance using different techniques (like SPM etc.) to maintain equipment
healthiness good all the time. (Frequency every 2months) or As per OEM recommendations
□ Repair of Dryers ( gas filling, filter cleaning, brazing with required consumables & small fittings,
, leakage testing etc )
□ Team shall be available from 09:00 to 18:00 hours throughout the year for daily preventive
maintenance jobs.
□ Contractor should depute Sufficient and Skilled manpower (as per contract) to meet the daily
requirement.
□ Timings should not be the constraint during emergency or planned shutdown jobs execution.
Completion of the job and keeping system available all the time is important.
□ Contract Engineer should monitor all the equipment’s regularly & should interact with
JVMLofficials for planning and execution of jobs on regular basis
□ Manpower should be available round the clock for attending any emergency breakdowns
orsituations and also include small cpp activities
□ Contractor should ensure good housekeeping all the time in the related area.
□ Major jobs will be planned and contractor shall be informed well in before to arrange and
organize the resources for the successful execution within the time frame put by JVML.
□ All the procedures as per ISO 9001, 14001 and OSHAS 18001 to be strictly followed.
□ General Tools & Tackles (up to 46 mm spanner etc.), suitable welding machine, special testing
& condition check machine like SPM are under contractor scope. However, any lifting facilities,
lighting in unrestrictive access shall be in JVML Scope.
□ All safety PPE’s shall be under contractor’s scope & health check as per JVML norms
□ Contractor should submit Reports periodically & regularly as per JVML requirement to justify
the status the equipment. Contractor has to be submit all the preventive maintenance plans
and compliances.
□ Shifting of spares from central stores and CRS (required for maintenance of the system)
whenever required to be carried out by contractor itself and transportation facility to execute
above things will be under contractor scope only.
□ Cutting sets and welding machine should be brought by the contractor to meet the daily work
requirement.
□ Spares Parts, lubricants & cleaning material shall under JVML scope.
□ Competent authority should be deputed by the contractor all the time to ensure quality
maintenance
1. Preparatory Jobs:

□ All the tools required, spares required for particular work of compressor/dryer to be arrangedwell
in advance.
□ Communication to operation in charge/mechanical and electrical regarding service plan of
particular compressor.
□ Required lighting arrangement for the work area.

2. Detail Job procedure for compressor servicing as per OEM recommendations

□ Work to be started after receipt of work permit


□ Wear personal protective equipment such as safety helmet, safety goggles, dust masks, safety
shoes and earplugs. Use safety belts if required.
□ En sure sufficient illumination Inside air compressor room
□ Ensure all the Electrical and Mechanical isolation.
□ Drain the condensed water with the help of manual isolation valve. Unload the compressor by
pressing the unload button Isolate the compressor motor & put isolation TAG. Isolate water inlet,
water outlet and air outlet valves.
□ Depressurize the compressor.
□ Clean the compressor outside with compressed air and open the doors of compressor and cleanall
the equipment’s inside. (Dust mask should be used).
□ Ensure all tools are available at the work place, such as spanners, Allen keys etc.
□ Remove the suction valve and replace the kit.
□ Replace the air filter and oil filters.
□ Replace the ejector kit.
□ Replace the intercooler and after cooler drain v/v kit.
□ Drain the old Roto –Z oil, remove oil cooler and clean the oil cooler and fill the fresh oil.
□ Remove the intercooler and after coolers and clean the same.
□ Replace the coupling bushes and check all bolts.
□ Restore the LOTO and take the trail and check for any abnormality.
□ Wait for some time and check for any leakage. if any leakage found attend the same.
□ Return the permit and give clearance to operation.

3. Jobs to be done after completion of shutdown job:

□ Trials of compressor/dryer & Wait until normal running condition achieved & Complete
housekeeping.

A. Tools Required:

□ Standard tool box, first aid kit, Gas welding/brazing set, Allen key set 1-10mm-1set, welding
machine, Cutting set along with trolley

□ The following are the safety standards are applicable during jobs.

D. Up keeping:

□ During job execution and after completion of the job, site should be maintained neat and clean.
□ Scraps, oil and grease should be cleaned immediately after job completion.
□ All removed items should be shifted to designated place (Metallic /Nonmetallic)
E. Contractor scope:

□ Shifting of required materials from Central stores /Sub stores


□ Any small modification required for servicing of compressor /dryer.
□ Special tools required for the servicing job.
□ Standard first aid box.
□ All required standard PPE’S.
□ Food and Snacks.

F. JVML Scope:

□ Work permit.
□ Corporate standard safety certificates. Contractor has to full fill all the requirements which are
required for each safety certificate.
□ Drinking water at overhead tank zero meter.
□ All spares & Consumables as required for maintenance of Compressors & Dryers
□ Single phase power point at compressor house for vacuum pump.
□ Air hose.

A.DETAIL SCOPE FOR CONTRACTOR:

1. Preparatory Jobs:

4. Detail Job procedure for replacement: (JOB:1)


□ Work to be started after receipt of work permit.
□ Confirm that the equipment to be isolated.
□ Ensure all the electrical isolated and disconnected.
□ Cleaning of hoist.
□ Checking the gear box oil level, top up if required & check for any oil leakages.
□ Checking the gears teeth condition.
□ Checking the condition of brake liners.
□ Checking the condition of rope/chain & lubrication of wire rope/chain.
□ Checking the condition of rope drum.
□ Checking the rope clamp tightness.
□ Checking the wheel bearing condition & lubrication of the bearings. To be replaced if
founddamaged.
□ Check end buffers & stoppers condition.
□ Checking of hoist Cross travel & ensure no obstacles while moving and no abnormality.
□ Checking festooning trolley movement.
□ Checking hoist UP/DOWN movement & ensure rope, drum condition while operation.
□ Check for any abnormality; please attend the same immediately.
□ If any break down and shutdown man power supply any time will call you within 2 hours
reachto plant and solve the problem

5. Jobs to be done after completion of shutdown job:

□ One 2 phase power point respective working area. (Grinding, Buffing machine).
□ Air supply point for Pneumatic wrench (25 mm) with Chicago coupling at respective working area.

□ Contractor Scope:

□ Any material shifting from central store to BF#5 under contractor scope
□ While working area CO-monitor carry under contractor scope.
□ Welding machine with welding cables, power cable and plug tops as in BF:03, welding machine
check list, Consumables as required for the job & welding face shield
□ Gas cutting set with trolley, check list, spare gas cylinders as required for the job.
□ Standard tool box

priority basis.

B. Detail Job procedure for Torpedo ladle car PMI Daily activities: -

□ Work permit has to be taken before start up the job.


□ Ensure empty ladle before work start and confirm from operation shift in charge.
□ Ladle should be parked safely with stoppers. & cleaning of Torpedo ladle car (Drive end & non
driveend).
□ Any welding crack observed, physical damage (if required rectification).
□ All base bolts of motor, gear box & brake assembly checking & tightening.
□ Drive chain inspection, lubrication & tension of chain adjustment (if required)
□ Inspection & adjustment of brake assembly & brake tightness and maintaining 3-4 mm gap
between the brake drums. & Inspection, lubrication & alignment of low speed couplings.
□ Inspection, lubrication & alignment of high speed couplings.
□ Torpedo ladle car buffer & coupler greasing and rectification if required.
□ All wheels, bearing clearance to be checked & recorded separately (1 car,16 axles & 32 wheels)
□ Axle lock nut condition to be checked & Bearing sleeve inspection to be done
□ Grease condition inspection & greasing to be done if required
□ Springs inspection & replacement if required & Pivot pin base plate & bolts inspection
□ Axle covers to be inspected & tightening of the cover bolts to be done & fabrication of the
covers to be done of missing cover & Ensure 100% availability of covers in each torpedo ladle
car & Bearing housing inspection.
□ Checking of wheel thickness to be recorded separately.
□ Inspection of center buffer, coupler and if required rectification to be done.

& tackles.
□ Contractor has to mobilize sufficient man power on 12 hrs day and night basis during
breakdowns.
□ No man power should work beyond 12 hrs
□ All required consumables for the job are under contractor scope (Welding electrodes and
grinding wheels etc.,).
□ All required and standard PPE’S for the job is under contractor scope.

Note:
□ All bag houses are elevated at +80 mtr, all material movement to be done
manually if lift gotproblem / during not working
1. Job Scope:

□ To check the operation of bag filter & report abnormality


□ Maintaining operational data of each system as per format approved by user dept.
□ Planning for repair /maintenance of de system including spare/inventory management/strictly
following work permit system
□ Coordination for timely disposal of dust with operations dept.
□ Maintaining of good housekeeping of de system area
□ Checking/repair of dampers & coordinating with respective control room/operations to get
better efficiency
□ Monthly manpower supply attendance list, Job list on each day, monthly consumable status tobe
submitted within 5th of next month.
□ Any steel, spare requirement to be submitted before 30 days to concerned JVML personal so asto
arrange the same
□ All equipment lubrication schedule & checklist for lubrication to be done as per approved list
provided by JVML
□ Any leakage of oil /grease to be arrested as early as possible to maintain the cleanliness & alsoto
reduce oil/grease consumption. The party to submit monthly oil/grease consumption report.
□ Any job if required to be completed by mobilizing manpower on 12 hrs basis in the interest
of operations of system /Blast furnace 5 is to be done.
□ All handrails /platform in de sys area to be maintained & should strengthen the same if
required as per safety standard
□ Assembly /dismantling & overhauling of mechanical equipment/ spares as per instruction
□ The actuator removal to check the dampers & also changing the actuator is under contactor
scope. To & fro Shifting of removed actuator to designated location & to the site.

2. Maintenance BF#5 Mill de-

dusting systemBag filter Main

□ All false air suction to be arresting by using suitable gaskets /welding etc.
□ Checking of pulsing system & replacement of pulse valve & accessories of pulsing system
□ Sampling point provision if required for any reason the same nozzle to be welded & nozzle willbe
provided by JVML
□ Checking & replacement of bag filter chambers, pulsing pipes, inlet isolation valve,
poppet damper etc.
□ Minimum 1 time the total bag filter inspection/rectification is under contractor scope every 3
months. The bags will be provided by JVML. If required maximum100 bags replacement to be
done freeof cost whenever it is required.
□ If bags are damaged & there is dust emission, then contractor to mobilize additional
manpower to change bags on 24 hrs. Basis without disturbing routine manpower.
□ Any steel work less than or equal to 2 tons (bag filter baffle plate fixing/pad welding in bag
filter/manhole fixing etc.) to be done free of cost for every 6 months
□ All dust leakages from hopper /RAV/ screw conveyor/Gate Valve/any connection will have to be
attended on top priority only steel; gasket will be provided by JVML.
□ Rectification of RAV/screw conveyor /valve/bellow less than DN600 are to be done on top
priority. The actuator part of the slide to be replaced on need basis. The shifting of actuator
under contractor scope

□ Rectification of Air/N2 line less than 4 inch & other fittings are under contactor scope
□ Tightening of chimney base bolts, cleaning of chimney from small scarp, welding of duct
support of ID fan inlet & outlet etc. are in contactor scope
□ Repair of dust transport system including puncher arresting, bend replacement, pipe

Job Scope:

1. General
1. To check the operation of bag filter& report abnormality
2. Maintaining operational data of each system as per format approved by user dept
3. Planning for maintenance of de system including spare/inventory management/strictlyfollowing
work permit system

5. Maintaining of good housekeeping of de system area

8. All equipment lubrication schedule & checklist for lubrication to be done as per approved list

9. All equipment CLITA and PMI schedule provided by JVML should be followed strictly any
deviation on equipment’s should be informed.
10. Any leakage of oil /grease to be arrested as early as possible to maintain the cleanliness & alsoto
reduce oil/grease consumption. The party to submit monthly oil/grease consumption report.
11. All handrails /platform in de sys area to be maintained & should strengthen the same if
required.
12. The actuator removal to check the dampers & also changing the actuator is
Under contactor scope.
13. Compliance report of scheduled preventive maintenance activities and checklist
As per JVML format have to be submitted every month
14. Contractor has to maintain the equipment history log book.
15. Contractor has to inform the spare requirement well in advance at least 3 to 4 months,
considering the procurement time and maintain the record of spare consumed and available
spares.
16. Contractor has to ensure the availability of de dusting system > 99%, fails in which RS 10000per
hour shall be charged for the extra down time.

Supervisor scope:
1. Has to take daily work permit and maintain safe working culture of man power engaged injob.
2. Monthly manpower supply attendance list, Job list on each day, Daily PMI check list,
inspection check list to be submit.

Shift manpower:
1. Checking for normal running of equipment in site & report any abnormality with control room
2. Jam clearing of hoppers
3. Co-ordination with control room for starting /stopping of de system
4. Co-ordination with control room for damper operation & checking the same in site if any
problem is reported

j. All false air suction to be arresting by using suitable gaskets /welding etc
k. Checking of pulsing system & replacement of pulse pipe and rectification of pipe and
replacement to be done.
l. Sampling point provision if required for any reason the same nozzle to be welded & nozzlewill
be provided by JVML
m. Checking & replacement of bag filters, pulsing pipes, inlet isolation valve, poppet damperetc
as per schedule.
n. Minimum 1 time the total bag filter inspection/rectification is under contractor
o. Scope every 4 months, the bags will be provided by JVML .bags replacement to be done by
contractor if any emission observed in stack and emission cross the 50mg/m³ limit.
p. Any steel work less than 1 ton for rectification in bag system, fixing of pipe /pad welding in bag
filter/manhole fixing etc to be done by contractor.
q. All dust leakages from hopper /RAV/chain conveyor/Gate Valve/any connection will have to be
attended on top priority immediately only steel; gasket will be provided by JVML.
r. Rectification/Replacement of RAV/Chain conveyor /valve/bellow /damper and actuator more
than DN 150 mm are to be done as per schedule or in case damage on top priority.
s. Rectification of Air/N2 line less than 4 inch & other fittings are under contactor scope

3). Padding& rectification of de sys ducts. (As per instruction by JVML)


 The ducting inspection to be done & proper record of the same to be maintained from
individual suction point up to chimney.
 Manhole fixing /nozzle fixing for inspection of damper to be done as per requirement of JVML
 Rectification /padding of size DN 200MM to DN 1000MM including bends and fabrication per
month up to 200 inch meter under contractor scope.
 Repair /rectification of dampers in contactor scope
 Repair/Rectification of ID fan casing under contractor scope. Fabricated casing will be issued by
JVML.
 Shifting of plates From CTL/ yard to fabrication yard
 Temporary scaffolding/platform required for erection work is under contactor scope

assembly/non drive units are to be taken out along with the segment of chain conveyor
housing same to be done by using suitable lifting devices like chain block /crane &
separating the housing segments at drive /non drive side .
 After fixing of new drive shaft to chain conveyor along with chain conveyor housing segment
the housing segments to be fitted/aligned with existing housing. The alignment of gearbox
with chain conveyor ,drive shaft .Also the motor to gearbox to alignment to be
completed .Ensuring proper oil level the trail to be taken first by coupling motor to gear box&
then gearbox to chain conveyor .
 Shifting of old removed drive /non drive chain sprocket unit to store for refurbishing

9). Damper/ damper Actuator replacement/maintenance of damper. (As per

 All JVML approved PPE’s should be provided to workforce by contractor.


 All workers should undergotraining of JVML Corporatestandards also all of them
should have medical certificate. The same to furnished if asked.
 For welding m/c and cuttingset, JVML standard checklistshould be followed. The
following are the safetystandards are applicable during jobs.

e. Up keeping:
 During job execution and after completion of the job, site should be maintained neat and clean.
 Scraps and grease should be cleaned immediately after job completion.
 All removed items should be shifted to designated place (Metallic /Non metallic

f. Contractor scope:
 Shifting of required materials from Central stores /Sub stores /CTL
 Any small modification required for the job.
 All lifting tools & tackles chain blocks, d-shackle, slings etc…
 All required Tools and tackles for the job is under contractor scope.(welding machine, Welding
electrodes heating oven, cutting set with spare cylinders, hammers, standard tool box, slings with
‘D’ Shackles, Grinding machine , hammering spanners etc.,). Competent authority certification for
Lifting machines tools & tackles.
 Contractor has to provide two set of tools & tackles like Welding machine, cutting set, standard
spanners (One for stock house and one for cast house)
 All required consumables for the job are under contractor scope (Welding electrodes and
grinding wheels etc.)
 All required and standard PPE’S for the job is under contractor scope.
 For Non-regular job, intimation /information will give to contractor one day before however
incase of emergency or breakdown contractor has to send manpower immediately.
 CO monitor- 01 No (For each working group ) when required
 Oxygen monitor - 01 No (For each working group ) when required

g. JVML Scope:
 Work to permit (For each working group one dedicated contractor supervisor should be
available )
 Spares, pipe, steel required for the job.
 For Non-Regular activity crane/hydra/trailer should be given by M/s JVML.
 Corporate standard safety certificates (For each working group one dedicated contractor
supervisor should be available ) And contractor has to full fill all the requirements which are
required for each safety certificate
 Welding power point at work location.
 2 phase power point at work location (Grinding, Buffing machine).
Performance parameters of De-dusting systems are as mentioned below.

1) System availability:
The Vendor has to maintain the availability of all individual units should be more than or equal to95%.

System availability = Total hours – (PM hours + Break down hours) x 100,
Total hours System availability will be calculated on monthly basis.

2) Dust conveying system availability


The Vendor has to maintain the availability of dust conveying system should be more than or equal to90%.
System availability = Total hours – (PM hours + Break down hours) x 100,
Total hours System availability will be calculated on monthly basis.

3) Stack emission:
The Vendor has to maintain the chimney emission, i.e. clear air emission from chimney and it is
observed visually for all individual units and it has to be noted on daily basis.

4) Differential pressure:
The Vendor has to maintain the differential pressure of all individual bag houses, which should be lessthan
150 mm WC 100% throughout the month.

5) Solenoid Valve operation – All solenoid valves of the system shall be in operation during
systemrunning.

6) Hopper build-up- The Vendor has to maintain hopper dust level below 10%.

7) Safety - For every major incident/accident reported on account of fault from vendor there will be
penalties.

• Prorata payment shall be made with respect to weightage fixed to performance parameters.

• If any performance parameter is not achieved by the contractor due to non-availability of spares,
which are in the JVML scope, the penalty clause will not be
applicable.
