With this, programs and actions had been made by the government in order to
attain the said objective.
One of the programs is Adopt-an-Estero Program or also called as
Water Body Program of the Department of Environment and Natural
Resources (DENR). This program aims to clean up esteros and water bodies
by mobilizing estero communities and getting them involved in clean-up
activities and implementing plans towards cleaner esteros and water bodies.
This program had been implemented in 2010 by DENR and other private and
government agencies in response to the Supreme Court’s mandate to clean up
Manila Bay. According to the 2012 SONA Technical Report, 314
corporations have adopted 193 water bodies in urban areas nationwide to
achieve a cleaner, safer, and healthier environment. Furthermore, it is said
that DENR planned to target 400 corporations in the year 2012 in order to
sustain clean-up activities.

In addition, the improvement of the drainage and sewerage


management for the reduction of flooding in the major streets of Metro
Manila had been discussed in the 2012 SONA.

Another response to address the dilemma is the DPWH-DA-DAR-


DENR Convergence. As stated in the technical report, 11 small water
impounding projects and 25 flood management and control projects had been
implemented in flood-prone areas and DENR-prioritized critical watersheds
since 2011.

c. In managing risks and threats from natural calamities, former


president Benigno Aquino III suggested to have a better and improve
geohazard mapping for the local government and localities will be updated
and prepared for the calamities. The improving and detailing the geohazard
map will be beneficial as it will prepare the local government and
communities in responding to, and mitigating the effects of calamities.
Projects are established such as READY projects where it aims to develop a
systematic approach to community based disaster risk management, includes
warning system of floods, tsunami, and landslides in some areas of the
barangay. It also encourages campaign and orientation to further educate
people on how disastrous and what is the risk of being strike by a calamity. In
addition to that the former president implemented the NAOH (Nationwide
Operational Assessment of Hazards) project where weather for east facilities
was built and Doppler radar was installed that provide real-time data and
information for accurate weather and rainfall forecasting. Lastly command
centers were activated for emergency response, rescue and medical terms.
