BUILDING CONTROL OPTION

SEMESTER 2
UNIT GUIDE REF. NO. BPG-M-554

The Assignment

Mr and Mrs J Burrell recently sold their existing home to Castleford Homes. As part
of the sale, the developer agreed to build a new detached house on a parcel of land
which Mr and Mrs Burrell had purchased in Wey Road, Weybridge, Surrey.

Plans, Elevations and Cross sections through the proposed new detached house have
now been prepared for the owners by the developers in-house design team.

In order to ensure that their financial investment into the construction of their new
home is ‘safeguarded’, and that all the necessary building consents are obtained, along
with inspections being undertaken to ensure that the building work is being carried
out in accordance with the provisions of the Building Regulations 2000, the owners
have decided to engage the services of a firm of Chartered Building Surveyors to
oversee the design and construction of the new detached dwelling.

Accordingly, REID Partnership, a firm of Chartered Surveyors, has been engaged to


undertake this role on behalf of the client. The Senior Partner passes this project onto
you and requires the following tasks to be undertaken: -

1.0 Undertake a Plan Examination of drawing numbers.

 CH2023:20B - Site Plan


 CH2023:21B - Proposed Plan and Elevations
 CH2023:41 - First Floor Layout
 CH2023:42 - Second Floor Layout
 CH2023:48 - Section D-D with notes
 CH2023:47 - Sections A-A, B-B AND C-C

Once the plan check has been completed of the drawings, a plan assessment report
will be required outlining the key areas where there is either clear contraventions of
specific regulations, or a general lack of supporting information in respect to the
deposited plans.

Finally, a copy of the summary of the ground investigation undertaken of the building
plot by Geotechnical and Environmental Associates is attached for your due
consideration, in respect to the proposed foundations.

Review the information, and as part of the ongoing plan assessment of the proposed
scheme, outline any additional information that you would expect to be provided in
respect to the proposed foundations, any provisions for testing once on site works
commence, along with information to be handed over after the completion of those
works.
2.0 Prepare a Fire Strategy Document for the detached dwelling, outlining the key
issues that need to be addressed in respect to Fire Safety for a dwelling house
of this size.

3.0 The ‘in house design team’ have asked the client as to their preferred choice
for the appointment of the Building Control Service, in order to obtain
Building Regulation Consent for the proposed building works.

As advisers to the client, outline your preferred option, specify why you
recommend them to go down the route proposed, and identify any shortfalls
and risks

Finally, under the new revised ‘Building Control Performance Standards’


introduced by the Department of Government and Committees, the level of
site inspection is left to the discretion of the building control provider as to
what level of site inspections should be undertaken during the course of
construction in respect to the new detached house.

In the form of a programme of inspections, outline what you consider to be the


key areas of inspection in relation to the construction of the house, from
commencement of work through to completion and handover stage.

Supporting Information

Attached with this assignment are the drawings to which you are to refer to in the
undertaking of the plan assignment, along with the summary of the site investigation
of the ground conditions to the plot.

The Marking Scheme

The marking scheme to be adopted for this assignment is outlined as follows: -

(i) Plan Check/Examination of Drawings and 50%


Preparation of Plan Report.

(ii) Fire Strategy Report on Fire Safety Provisions 25%

(iii) Selection of Building Control Service and


Development of Planned Site Inspection Programme 25%
