PROVISIONAL REGULATION
Regarding the conversion befween Vietnamese and ECTS credits
at the University of Economics Ho Chi Minh City

PRESIDENT OF THE UNIVERSITY OF ECONOMICS HO CHI MINH CITY

Pursuant to the Law on Higher Education dated June l8th, 2012, and the Law
amending and supplementing a number of articles of the Law on Higher Education
dated November 19rh 2018;
Pursuant to Decree No.99/2019/ItlD-CP dated December 30th, 201 9, issued by the
Government detailing and guiding the implementation of a number of articles of the
Law amending and supplementing a number ofarticles ofthe Law on Higher Education;
Pursuant to the Prime Minister's Decision No. 1982/QD-TTg dated October l8th,
2016, on the approval of the Vietnam National Qualifications Framework;
Pursuant to Circular No,08/2021/TT-BGDDT dated March l8th, 2021, of the
Minister of Education and Training on promulgating the Regulation on undergraduate-
level training;
Pursuant to Circular No.17/2021/TT-BGDDT dated June 22nd, 2021, of the
Minister of Education and Training establishing standards of training programs,'
formulating, appraising and promulgating training programs at the undergraduate
level;
Pursuant to Resolution No.40/NQ-DHKT-HDT dated October 8th, 2021, of the
School Council of the University of Economics Ho Chi Minh City on promulgating the
Regulation on the Organization & Operation of the University of Economics Ho Chi
Minh City;
Pursuant to Decision No.1796/QD-DHKT-DT dated June 30th, 2021, of the
President of the University of Economics Ho Chi Minh City on promulgating the
Regulation on organization and management of formal undergraduate trainingwithin
the credit system at the University of Economics Ho Chi Minh City;
Pursuant to the ECTS Users' Guide 2015 issued by the European Higher
Education Area (EHEA), Bologna Process and European Commission (EC);
At the request of the Head of the Department of Quality Assurance - Curriculum
Development;
The President of the University of Economics Ho Chi Minh city promulgates the
regulations on the conversion between Vietnamese and ECTS credits.

HERIBY DECIDES:

Article l. Academic workload arrd Regulations on Vietnamcse credits

The academic workload of the study program, of each component or each
module in the study program, is determined by the number of credits.
a) One credit is equivalent to 50 houls of study, including the time spent on
lectures, guidance, self-study, research, practical engagement, and participation in
assessments.
b) Regarding in-class time allocation, one credit equates to l5 hours of lectures or
30 hours of practical work, experiments, and interactive discussions. Each classroom
hour amounts to 50 minutes.
Article 2. Academic Workload and European Credit Regulation
European credit accurnulation and transfer system:

The European Credit Transfer and Accumulation System (ECTS) credit represents
the academic workload based on outcome standards and related leaming loads. 60 ECTS
credits are associated workload of a full-time academic year or its equivalent, educational
components .

Academic workload is an estimation of the time the individual typically needs to

complete all leaming activities, such as lectures, seminars, project, practical work, work
placements and individual study required to achieve the defined leaming outcomes in
formal leaming environments. The correspondence of the full-time workload of an
academic year to 60 credits is often formalised by national legal provisions. workload
ranges fiom 1,500 to 1,800 hours for an academic year, which means that one credit
conesponds to 25 to 30 hours ofwork.

Article 3. Conversion of Vietnamese credits and ECTS credits and application

Given at fixed rate ofone Vietnamese credit being equivalent to 50 study hours, and
one ECTS credit being equivalent to 27.5 study hours, a direct conversion yields one
Vietnamese credit equal to 1.8 ECTS credits and vice versa.
This conversion methodology applies to credit transfers between study programmes
at the University of Economics Ho Chi Minh City and study programmes utilizing the
ECTS system.
The conversion is detailed within the self-evaluation reports submitted to FIBAA and
incorporated into the Diploma Supplement of the University of Economics Ho Chi Minh
City.
Article 4. This Regulation takes effect from the date of signing.
Article 5. In the course of implementation, if necessary, adjustments are required to
better align with the prevailing circumstances, pertinent units shall provide their input to
the Department of Quality Assurance - Curriculum Development for synthesis and
submission to the President of UEH to make decision.

Article 6. The Head of the Department of Quality Assurance - Curriculum

Development, along with relevant heads of units, academic and professional staff, and all
regular undergraduate students are responsible for fulfilling this Regulation./.
