Theory of Constraints [ToC] is based on the
pioneering work of world renowned
management thinker and business leader,
Dr. Eliyahu M. Goldratt and has been developed
as a process for on-going improvement towards
corporate success.

key principles of ToC

ToC seeks to enable organisations to address three key
questions as follows:
• What to change? - not everything is broken.
• What to change to? - i.e what are the simple
practical solutions that can make a difference.
• How to cause the change - ways, techniques
and methods for overcoming the inherent
resistance to change.
The key principles of ToC enables one to analyse systems
and establish the underlying constraints, formal or informal,
physical or policy. ToC will also demonstrate and explain
that in reality there are few causes to the many phenomena
and undesirable effects that we experience.
In essence, ToC provides an overall framework for helping
businesses and corporations to analyse their current reality,
determine core problems and develop breakthrough
solutions towards ongoing improvement.

Dr. Eliyahu M. Goldratt is an educator, author, scientist,
philosopher and business leader. Above all though he is a
thinker who provokes others to think. Often characterised
as unconventional, stimulating and a slayer of sacred
cows, Dr Goldratt exhorts his audience to examine and
reassess their business practices with a fresh and new
vision. Eli is the founder of the Avraham Y Goldratt
Institute and ToC for Education, a non-profit organisation
dedicated to bringing TOC ideals to Teachers, an
internationally recognised leader in the development of
new business management philosophies and systems.
Eli has become a sought after educator by many of the
world's largest corporations including General Motors,
Procter & Gamble, AT&T, NV Philips and Boeing.

Oxford Emergency Health Care System
The Oxford Emergency Health Care System embarked on a
structured approach of implementing ToC to achieve a breakthrough
in performance. This included an analysis of the current realityThe
results and learning derived from applying ToC across the whole of
the whole system using ToC "Thinking Processes", an identification
of the underlying policy constraints between the links in the health
care chain,the development of new system-wide protocols and the
implementation of "dynamic buffer management" at key interfaces.
Norfolk and Norwich NHS Trust
The Norfolk and Norwich NHS Trust has applied ToC in two distinct
ways. Firstly they used the "Critical Chain" Project management
approach to carry out one of the largest PFI projects ever undertaken
in the UK. The project was completed on time, to specification and
within budget. Secondly the Trust has used the "Drum Buffer Rope"
approach to significantly reduce the waiting list backlog in its elective
surgery area. At the start of this project, the Orthopaedic deptartment
was constantly at risk of breaching the 18 month target and medical
priorities were often being compromised. The case study will
demonstrate how improvements were gained whilst simultaneously
