69 HIGHLIGHTS OF DISCUSSION/DELIBERATION

70 The Joint GAD-FPS and LCAT-VAWC 4th Quarterly Meeting was presided by the Municipal
71 Administrator, Engr. Walter L. Ruizo. The meeting formally started at 2:17 in the afternoon. Mrs. Lina
72 V. Cañedo, RSW, MPA led the invocation, followed by a roll call conducted by her. Upon the roll call,
73 it was determined that nineteen were present, therefore, the presiding officer declared the meeting to
74 be in quorum. The agenda for the meeting was presented to the body. Mrs. Lina V. Cañedo, RSW,
75 MPA moved for the adoption of the meeting's agenda, which was duly seconded and approved by the

76 body. The presiding officer allocated three (3) minutes to read and review the previous minutes of the
77 previous meeting, as everyone in the body had been provided with a copy. During the reading and
78 reviewing of the previous minutes, Mr. Alejandro A. Corre, DepEd District Supervisor, identified
79 some grammatical errors on Page 4, specifically in line number 76. After addressing those corrections,
80 Mr. Corre moved for the adoption of the previous minutes, which was duly seconded by Mrs. Lina V.
81 Cañedo, RSW, MPA.
82 In the first agenda, Mrs. Lina V. Cañedo, RSW, MPA reported on the submission of the GAD
83 plan and Budget for CY 2024.

84 After reporting the submission of the GAD plan and budget for CY 2024, Mrs. Lina V. Cañedo, RSW,
85 MPA further added that minors nowadays are easily exposed to pornographic content due to the
86 rampant presence of pornographic sites on the internet. She then suggested that parents should closely
87 monitor their children's internet usage to prevent early pregnancy and involvement in sexual activities.
88 After her statement, she then proceeded to the reading of the summary of PPAS GAD Plan and
89 Budget, dispersing the variance for allocation worth One Million Eight Hundred Sixty-Eight
90 Thousand Eight Hundred Ninety-Four and Twenty Centavos (₱1,868,894.20)

92 Mr. Alejandro Corre, DepEd District Supervisor, suggested allocating an amount of Four Hundred
93 Sixty-Eight Thousand Eight Hundred Ninety-Four and Twenty Centavos (₱468,894.20) for Protective
94 Services (Training on Handling Learners with Special Needs). The Representative of the Philippine
95 National Police (PNP), PSSG. Beverly S. Nuyad disclosed that they have learners who do not know
96 what sexual reproductive organs are and emphasized the need for them to receive education on the
97 topic and for them to determine and to know what rape is, she added. Therefore, Mr. Alejandro Corre
98 proposed allocating a budget for Protective Services (ICT Equipment and Accessories – Human
99 Organ Model for WCPD) with a value of One Hundred Thousand Pesos (₱100,000.00). Mrs. Lina V.
100 Cañedo, RSW, MPA suggested allocating Three Hundred Sixty Thousand Pesos (₱ 360,000.00) for
101 Youth Development Program. This would be followed by allocating Three Hundred Thousand Pesos
102 (₱ 300,000.00) for the Assistance for Solo Parents, and another Four Hundred Thousand Pesos
103 (₱400,000.00) for Protective Services particularly fencing of the NCDC Building and the installation
104 of Solar Lights. Lastly, an amount of Two Hundred Forty Thousand Pesos (₱ 240,000.00) is allocated
105 for Mental Health. In total, the suggested budget allocation amounts to One Million Eight Hundred
106 Sixty-Eight Thousand Eight Hundred Ninety-Four and Twenty Centavos (₱1,868,894.20). Mrs. Lina
107 V. Cañedo, RSW, MPA moved to adopt the budget allocation seconded and approved by the body.
108 Furthermore, the body discussed the date, the venue and the target audience for the END-
109 VAW Campaign. The body then approved that the END-VAW Campaign will be held at Conference
110 Hall, Poblacion, Makilala, Cotabato. The target PAX IS 100. Later on, the presider, Engr. Walter L.
111 Ruizo then asked the body about the agency updates. Mrs. Lina V. Cañedo, RSW, MPA, discussed the
112 trafficking case, as she revealed that one of the OWF survived her stressful situation; however, she
113 has also undergone therapy as of now. Mrs. Lina V. Cañedo, RSW, MPA then further added that, as for
114 the VAWC cases, nothing gas been added. After that, the presider, Engr. Walter L. Ruizo thenj asked
115 the body about the other matters. Mr. Alejandro Corre, DepEd District Supervisor, then shared with
116 the body that the Provincial Council Jamboree will be held from November 30 to December 2, 2023.

117 Additionally, Mr. Mr. Alejandro Corre was assigned to make a manifesto. Furthermore, the
118 Youth Leadership Summit (YLS) will be held on December 1 to December 3, 2023, and the
119 Children’s Congress will be on November 29, 2023.
120 There were no other agenda discussed, the meeting was adjourned at 4:04 in the afternoon.
