CERTIFICATION

This is to certify that Hon. ______________________________________is a

duly elected and proclaimed Sangguniang Kabataan Chairperson/Member of Barangay
__________________________, Municipality of Libon, Province of Albay.
This is certification is issued pursuant to Section 16 paragraph a.2 declaring the
exemption of SK officials from taking the National Service Training Program subjects.
Section. 16. Privileges of SK Officials. - (a) All SK officials in good standing, whether
elected or appointed, shall, during their incumbency:
Be exempt from taking any of the components of the NSTP provided that such SK official
submits a certification by the City/Municipal Local Government Operations Officer that the subject
SK official is a bona fide member of the Local Sanggunian at time of his/her enrolment for the
covered semester.
Further, the concerned Sangguniang Kabataan officials shall submit written reports,
preferably with photographs, or other documentations of their participation in the
implementation of programs, projects and activities as outlined in the Comprehensive Barangay
Youth Investment Program. The CHED and the Commission shall jointly promulgate the guidelines
for the implementation of this provision.

In lieu thereof, concerned SK Official shall submit the following to the

University/College, to wit:
1. Monthly accomplishment report with photographs,
2. Other documentation of their participation in the implementation of program,
projects and activities as outline by ABYIP.

Absence of abovementioned reports and documentation or a finding to the contrary

upon verification of submitted report, will disqualify the concerned SK official from this
privilege.
