EXECUTIVE ORDER NO. 03

AN EXECUTIVE ORDER DECLARING SUSPENSION OF CLASSES AT ALL

LEVELS IN BOTH PUBLIC AND PRIVATE SCHOOLS IN THE CITY OF
GENERAL SANTOS ON JANUARY 19, 2024 (FRIDAY)

WHEREAS, it is a declared policy of the State to uphold the people’s constitutional rights
to life, health, safety, and property and to promote the general welfare of its people at
all times, especially during disasters and calamities;

WHEREAS, Section 3 of Executive Order No. 66, Series of 2012, Prescribing Rules on
the Cancellation or Suspension of Classes and Work in Government Offices due to
Typhoons, Flooding, Other Weather Disturbances, and Calamities, provides that localized
cancellation or suspension of classes in all levels in both public and private schools may
be implemented by local chief executives, as chairperson of the Local Disaster Risk
Reduction and Management Council, specifically in flood-prone or high-risk areas;

WHEREAS, as a precautionary measure to mitigate the potential risks associated with

the inclement weather conditions in the City of General Santos, it is imperative to
implement a localized cancellation or suspension of classes at all levels to ensure the
safety of the students;

WHEREAS, Section 16 of the Republic Act (R.A) No. 7160 or the Local Government Code
of 1991 (the “Code”) provides that within their respective territorial jurisdictions, local
government units shall, among others, ensure and promote health and safety and
preserve the comfort and convenience of their inhabitants;

WHEREAS, Section 455 (b) (2) (iii) of the Code provides that the City Mayor shall issue
such executive orders for the faithful and appropriate enforcement and execution of laws
and ordinances.

NOW, THEREFORE, I, LORELIE G. PACQUIAO, City Mayor of General Santos, by

virtue of the power vested in me by law and the sovereign will of the people, do hereby
order the following:

SECTION 1. CLASS SUSPENSION. In-person classes at all levels in both public and
private schools in the City of General Santos are hereby suspended on January 19,
2024 (Friday).

Subject to the discretion of school principals or heads, distance learning or online makeup
classes may be implemented to ensure that learning competencies and objectives are still
met.

SECTION 2. REPEALING CLAUSE. All orders, memoranda, rules and regulations, or

any part(s) thereof, inconsistent with the provisions of this Order are hereby revoked or
modified accordingly.

SECTION 3. SEPARABILITY CLAUSE. If any provision or part hereof is held invalid or

unconstitutional, the remainder of this Order not otherwise affected shall remain in full
force and effect.

SECTION 4. EFFECTIVITY. This Order shall take effect immediately and shall remain
in full force and effect, unless otherwise revoked or amended.
