About Edu Trust Certification Scheme

Quality assurance scheme administered and governed by Skills Future Singapore (SSG) for Private
Education Institutions (PEIs) in Singapore. SSG aims to raise the standard of the educational services and
good student and outcome.

How do I apply for certification


1. At least 4-year Registration under CPE
2. Fee Protection Scheme (FPS) – List of Insurers is given on TPgateway . It is based on an
annually determined Maximum Insurable Limit (MIL) .
Maintain the student record in an excel sheet.
Monthly submission of FPS data on the 1st day of the month.
3. Waiver on Fee: Inform SSG in case of fee waiver. e.g., if student has local government funding,
scholarship or corporate sponsorship.

Types of Applications
New
Renewal – 5 months before the expiry date.
Guided Interim – after 2 years of edutrust certification
Ad- hoc PEI has violated the EduTrust Terms and Conditions,

Preparation
In addition to meeting the pre-requisites above, PEIs are to:

 Appoint a Management Representative (MR)


PEIs must appoint a member of their management team as their Management Representative (MR)
(see page xi of EduTrust Guidance Document 4 for definition on MR). The MR will be responsible
for communicating with SSG, and should be empowered to carry out or facilitate the implementation
of all requirements of the EduTrust Certification Scheme. The particulars of the MR will be
submitted to SSG during application for the EduTrust Certification Scheme via GoBusiness
Licensing (see section on "Application" below).
 Conduct a management review and internal assessment
PEIs are to conduct internal assessment and management review within 12 months before their
application for EduTrust certification.
 Seek waiver (if applicable)

a. PEIs that intend to seek waiver for the Fee Protection Scheme are to fill in the EduTrust Waiver
Application Template and email to ssg_edutrust@ssg.gov.sg for evaluation, before applying for
EduTrust certification.
b. PEIs that intend to seek waivers for C3: External Recruitment Agents and C5.3: Partnerships are to
inform the Lead Assessor for EduTrust Assessment at the point of submission of documents for
evaluation.

Application
All applications, together with fees payable, are to be made via the GoBusiness Licensing application
on https://www.gobusiness.gov.sg/licences. For more info on GoBusiness Licensing, please refer to
the GoBusiness Licensing User Guide: Application for EduTrust Certification (PDF, 3.77MB).

Thereafter, PEIs are to submit the soft copy of documents listed in Section A of Document Submission List
within 7 days from the date of SSG notification on document submission. The necessary templates could be
downloaded from the online resources.

The documents and/or samples of evidence listed in Section B of Document Submission List are to be
prepared for verification during the on-site assessment.

Fee payable
The EduTrust certification fees payable via GoBusiness Licensing are determined by a PEI's annual sales
turnover.
Upon award of any of the three types of EduTrust certification, the PEI will be asked to make the following
payments before a formal letter of notification of the EduTrust award is sent to the PEI.
What can I expect during certification
1. SSG will contact MR to conduct site assessment.
2. During the site assessment, the assessors will be:

o Interviewing Management Team members, Academic and Examination Board members, staff and
students
o conducting site verifications based on documents submitted
o conducting classroom observation
o reviewing documents on site through sampling

3. SSG has the right to request for Corrective Action Plans for Requirements which were not met
during the assessment.
4. PEI will be notified when the result of the EduTrust application is ready. Upon payment of fees, the
result will be released.

The certification process takes about five months from date of document submission by PEI and subject to
delays caused by incomplete submission of documents.

What happens after certification


Maintain the standards for future approvals.
