COURT COMPETITION
OCTOBER 19-21, 2023
RULES AND REGULATIONS

1. GENERAL

1.1. Composition of Team:

The team composition, for the competition, shall comprise of either two members (being
designated as Speakers) OR three members (two of them shall be designated as Speakers and
one Researcher). The Researcher may be permitted to argue as Speaker in case of illness or any
unforeseen event, but the permission, in such case, of the Moot Court Committee Faculty-in-
Charge shall be mandatory. Any person, other than the registered team members, is not eligible
to join the rounds, and non-compliance is a ground for disqualification.

1.2. Eligibility:

The competition is open for students pursuing full time 5 years undergraduate law course at
IIULER, Goa, but only those students who have attended the two-day Moot Court training
session will be eligible to participate in the Competition.

1.3. Date and Mode:

The Competition shall take place on October 19-21, 2023. The Competition will take place in
offline mode.

1.4. Language:

The language of the Competition shall only be English.

1.5. Dress Code:

The dress code shall be white shirt, black pant, black coat and black shoes for boys and white
shirt, black pant, black coat, black shoes or white and black Indian formals along with black
coat for girls.

1.7 ANONYMITY OF TEAMS:

1.7.1 Teams shall not reveal their identity in any form during the Competition, except by the
means of their Team Code allotted by the Moot Court Committee. Teams must not reveal the
names of the participants, anywhere in course of the competition, by any means.

1.7.2 Teams must also not make use of or display in any manner whatsoever any logo, pins,
badges etc. that indicating their names.

1.7.3 Any violation of Rules 1.7.1- 1.7.2 shall attract severe penalty or disqualification as
determined by the Moot Court Committee. The decision of the Moot Court Committee in this
regard shall be final and binding; not subject to challenge.

2. REGISTRATION

2.1 There is no separate form for registration, the participant will be deemed to be registered if
he/she successfully submits a written memorial within stipulated time.

2.2. The deadline for submission of memorial is October 16, 2023 till 11:59 pm (soft copy) and
October 17, 2023 till 03:00 PM (hard copy) to faculty coordinators.

2.3 Soft copy shall be mailed to mcc.iiuler@gmail.com.

2.4 Memorials received after the deadline shall not be considered for registration.

3. MEMORIAL SUBMISSION:

3.3.1 Each participant must prepare memorials from both sides i.e. Plaintiff and Respondents.

3.3.2 Once the Memorials have been submitted, no revision, supplement or addition will be
allowed in the Memorial.

3.3.3 Three copies of each of the memorial for Plaintiff & Respondent (excluding copies for use
by the participant) should be submitted by the participant at the time of Registration for Oral
rounds.

3.3.4 No Submissions shall be accepted in any case after October 17, 2023 (03:00 PM).

3.3.5 It shall be the sole responsibility of the respective participant to ensure that a copy of both
the memorials is submitted to the organizers within the prescribed deadline.

3.3.6 Format of Memorials:

a) Cover Page: The cover page of the memorial must state the following:
 Participant Code on upper Left-hand side corner
 The case title
 Color of the cover page must be
 Blue in case of Petitioner/Appellant
 Red in case of Defendant/Respondent.
 The Party for which the Memorial has been prepared
b) The table of contents
c) The index of authorities
d) The statement of jurisdiction
e) The statement of facts
f) The statement of issues
g) The summary of arguments
h) The arguments advanced/ body of arguments
i) The prayer

3.3.7 Memorial general format:

 Spacing: 1.5 Line Spacing


 Margins: One inch margin on all sides of each page.
 Font: The font for the body of the memorial shall be Times New Roman, size 12. The
font for the foot notes shall be Times New Roman, size10.
 The Written Submission shall not contain any photographs, graphs, diagrams or any
other representation of like nature.
 Page numbering should be at the bottom middle of each page.
 Participant shall cite authorities in the Written Submission using footnotes following
the Bluebook Method of Citation (20th edition).

4. Evaluation of Memorial

Every Memorial will be marked on a total of 50 marks. The following shall be the marking
scheme:

5. ORAL SUBMISSIONS:

Oral submissions will be marked on a total of 50 marks. The oral rounds shall be judged on the
following criteria:

6. NATURE OF ROUNDS:

6.1 The Competition will be structured as per the following format:

a. Preliminary Rounds
b. Quarter Final Rounds
c. Semi Final Rounds
d. Final Round

6.2 Draw of Lots: The match-up of teams in each Rounds shall be determined on the basis of
draw of lots. Draw of lots and Memorial Exchange for the Preliminary rounds shall take place
on October 19, 2023.

6.3 PRELIMINARY ROUNDS:

6.3.1 The Preliminary Rounds shall also take place on October 20, 2023. The Preliminary
rounds shall comprise of Two Rounds of oral arguments subject to the allotment of team codes.
In the preliminary rounds, each team shall have to argue twice, once as a petitioner and the
other as a respondent.

6.3.2 Each team will get a total of 30 minutes to present their case. This time will include
rebuttal and sur-rebuttal time (if permitted by the judge(s)). The division of time per speaker is
left to the discretion of the team subject with a minimum of 10 minutes per speaker and not
more than 15 minutes per speaker. Rebuttals can be assigned a time period of not more than 2
minutes.

6.3.3 The oral arguments should be confined to the issues presented in the memorial. The
researcher shall sit with the speakers during the oral rounds. The speakers can provide the
copies of the compendium, only if the same is permitted by the panel of judges in their
respective court rooms. No two Teams will argue against each other more than once in the
Preliminary Rounds.

6.3.4 The winners of the preliminary rounds shall, i.e. total eight teams (8 teams) shall qualify
for the Quarter Final Rounds. For the purposes of qualification from the Preliminary Rounds to
the Quarter Finals, the number of rounds won by the team shall be considered as first criteria.
In case there is a tie, the winning difference of their respective rounds shall be taken into
consideration. Further, in case of tie after taking winning scores into consideration, the decision
shall be taken on the basis of the Memorial marks.

6.4 QUARTER-FINAL ROUNDS:

6.4.1 The Quarter Final Rounds shall also take place on October 20, 2023.

6.4.2 The Teams qualifying to the Quarter Finals shall be on the basis of Two Rounds of Oral
arguments of the Preliminary Rounds.

6.4.3 Each team will get a total of 30 minutes to present their case which will include rebuttal
and sur-rebuttal time (if permitted by the judges).

6.4.4 The match up of teams in Quarter Final Rounds shall be determined on the basis of draw
of lots.

6.5 SEMI-FINAL ROUNDS:

6.5.1 The Semi Final rounds shall comprise of Four Teams. The Semi Final rounds shall take
place on October 21, 2023. The winner of the Quarter Final rounds shall be declared qualified
for the Semi Final Rounds.

6.5.2 Each team will get a total of 45 minutes to present their case which will include rebuttal
and sur-rebuttal time (if permitted by the judge(s)).

6.5.3 The match up of teams in Semi Final Rounds shall be determined on the basis of draw of
lots.

6.6 FINAL ROUNDS:

6.6.1 The Final Rounds shall also take place on October 21, 2023. The two teams who stand
declared as winners of the Semi Final Rounds shall qualify for the Final Rounds.

6.6.2 Each team will get a total of 60 minutes to present their case which will include rebuttal
and sur-rebuttal time (if permitted by the judge(s)).

6.6.3 The Winner of the Final Round shall be declared Winner of the Competition.

7. GENERAL RULES FOR THE ORAL ROUNDS:

7.7.1 Teams shall not be allowed to observe the orals of another team, unless they have been
officially knocked-out of the competition. Scouting is strictly prohibited. Scouting by any team
shall entail instant disqualification.

7.7.2 The decision of the judges with regard to the outcome of the rounds shall be final.
