CHAPTER - I

INTRODUCTION

1. Sri Lanka is a beautiful island which is rich in stunning landscape and cultural
heritage. In connection with the tourism, it is established several golf courses all over the
country and this offers unique experiences for the locals as well as the foreigners. Golf is not
popular among Sri Lankan peoples as it’s often seen as a game for the elite while enjoyed.
But some of foreign peoples come to Sri Lanka specially for playing golf here. Golfers are
not normal travelers; they are high net worth individuals who spend three to four times that of
an average tourist, when they travel to anywhere in the world. The Sri Lankan tourism sector
has witnessed a remarkable growth in the last year, with cumulative tourist’s arrivals reaching
1.27 million, generating a revenue of $ 1.8 billion. Moreover, Sri Lanka Air Force Station
Sigiriya is an important destination for both local and foreign community. During the year
2023, a total of 56 of military aircrafts and 168 of civil aviation aircrafts have been landed to
the station Sigiriya with approximately 500 passengers. Since Sigiriya is an attractive tourist
destination in Sri Lanka, the proposed golf course will be very much benefited to the golf
lovers all around the World.

2. The proposed golf course project at this Station will consist with 18-holes, which is
tucked away in the center of our immaculate camp and offers the perfect combination of
luxury and adventure golfing. The obstacles strategically placed within short distances,
testing your precision and strategic ability. This short, but tough, around 6–7-kilometer
course is nestled in the gorgeous surroundings of station Sigiriya. The world class hospitality
coverage will create that will last a lifetime.

AIM

3. The aim of this project is to establish an international level golf course for the both
local and foreign golf players under exclusive historical environmental background with the
spirit of warm hospitality provided by the proposed Hotel project.
4. To provide another welfare activity for the SLAF personnel.

OBJECTIVES

5. Following are the objectives of this proposed golf course;

a. To enhance the recreational facility to SLAF Service personnel and their


families by offering these facilities on concessionary rates.
b. To create a premier golf destination that attracts local and foreign players at
the foremost tourism destination.

c. To make another profitable non public venture to the SLAF.


SCOPE

6. The proposed Golf Course is consisting with following standard facilities;


a. An eighteen-hole Golf course
b. Golf Carts
c. Caddies Services
d. On course refreshment
e. Golf Events and Tournaments

7. The management will be done under supervision of the CO SLAF Stn Sgr.

PROPOSED SITE

8. The proposed 18- Holes Golf course will be located inside the premises of the SLAF
Stn Sgr.

MACHINERY REQUIREMENT FOR GOLF COURSE PREPARATION AND


OTHER CONSTRUCTION WORKS

10. The machinery requirement for the land preparation and other construction works of
the proposed Golf course project is as follows.

a. Land preparation Machineries – Different kind of machines have to be used


for the land clearance works such as removal of excess plants, excavate soil surface,
filling the land and sharpen/leveling the land for the golf courses (For 03 Months).

12. Land preparation works will be stared after the land survey process and material such
as soil, sand, cement, metal etc will be obtain/purchased as per the requirement. The
approximate expenditure for the land preparation and other construction works will be Rs.
1111111. The works scope is as follows;

a. Earth filling works -Transit 01 road (Fairway 1), Road adjoin to lake (Fair way 2)
Alpha 4 (View point), Lion monument (Tee 12)
b. Construction of Caddies huts -03 Qty

PLUMBING MATERIAL REQUIREMENT FOR THE INSTALLATION OF


IRRIGATION SYSTEM AT GOLF COURSE

13. Proper irrigation systems should be applied for the proposed golf course and it helps
to maintain the quality of the turf land. The approximate cost for the installation of irrigation
system will be Rs. 8,274,245.00 and the works scope is as follows.

1) Requirement of sprinkler Irrigation System for Golf Greens, Tees and


Fairways
2) Requirement of proper drainage System at Golf Course
3) Requirement to Installation of Tube wells for water supply
4) Requirement to construct two Caddies Huts at the proposed Golf Course.

CHAPTER - III

BUDGETARY REQUIREMENT

14. Considering the above requirements, golf course budget is a comprehensive financial
plan outlining the anticipated revenues, expenses, and financial goals for a specific period. A
well-structured golf course budget considers various factors such as membership fees, food
and beverage income, Pro shop sales, cause fees, tournament income and etc. By
meticulously detailing income sources and outlining planned expenditures, a golf course
budget provides valuable insights for decision-making, cost control, and overall financial
stability within the golf course project.

15. The detailed breakdown for the proposed golf course project is as follows;

a. Total machinery and equipment cost = Rs. 34.45 Mn


b. Total cost for the installation of irrigation
system and other construction costs = Rs. 9.274 Mn
c. Grass and other materials cost = Rs. 6.518 Mn

TOTAL PROJECT COST = Rs. 46.734 Mn

17. The proposed organization structure for the Golf Course at SLAF Stn Sgr is as

CHAPTER – V

EXPECTED FUND ALLOCATION AND ROI PLAN

18. As per the calculations done by respective stake holders, approximately cost of the
entire project including constructional charges (all inclusive), machinery & equipment cost,
vehicles cost and any other essential accessories for the above constructions will be about Rs.
46.734 Mn . Therefore, SLAF Stn Sgr is expecting a loan from CWF in order to
implementation of the constructions of the particular Golf course.

19. According to cost of the project, it is suggested to recover the loan obtained through
the CWF, will be recovered from 96 months as equal monthly instalments after two years
from commencement of the proper functioning of the subject project accordingly.

LIMITATIONS AND CHALLENGES

21. Following are the limitations and expected challenges for this project;

a. Lack of qualified service personnel to run the project.


b. Required to relocate the existing power lines at the Station
c. Required to carry out a new defence review for the SLAF Stn Sgr.
d. Required to upgrade the irrigation system in order to fulfill the Water supply
to the Golf course.
e. To obtain the required approval from other government entities such as Forest
Department, Department of Wildlife Conservation, Department of Archeology …etc
(If required).
