QUESTION 1
The primary logistics hub for the Ministry of Health in Ghana is called CMS, and it's intended to
store medications and medical supplies at controlled temperatures. Pallet storage at room
temperature, temperature and humidity-controlled pallet storage, inventory management and
control, and quality control are all located in the center.
The CMS is essential to the nation's management and distribution of medications and medical
supplies. Here are a few crucial facets of their administration:
Government Oversight: The Ministry of Health or a similar government organization normally
has authority over the CMS in Ghana. They oversee managing and controlling the flow of
medications and medical supplies.
 Procurement and Stock Management: The CMS oversees acquiring necessary
pharmaceuticals and medical supplies. They oversee the inventory of these items, making
sure that enough necessary medications and medical supplies are available. In addition,
they oversee the distribution of these items to medical facilities and keep an eye on the
expiration dates.
 Storage Facilities: To keep the medical supplies safe, the CMS keeps up storage facilities.
To guarantee the integrity of the stored goods, these facilities must adhere to strict safety,
security, and temperature control requirements.
 Distribution: They oversee delivering medical supplies to hospitals and clinics around the
nation. Public clinics, hospitals, and health centers fall under this category.
 Quality Control: When it comes to controlling medical quality, assurance and control
This partnership is essential to advancing global health efforts and expanding access to
healthcare. resources. The CMS makes sure that the supplies and medications are of the
highest caliber and adhere to legal requirements.
 Rules and Licensing: They follow local, state, federal, and global guidelines, and policies
for the management of pharmaceutical and medical supplies.
 Technology and Information Systems: To manage inventory, distribution, and medication
expiration dates, many contemporary central medical shops employ information systems.
This facilitates effective management. These systems can also produce reports and alerts
to guarantee prompt refilling and avoid shortages.
 Cooperation: To guarantee a consistent supply of medications, particularly for vital health
programs, the CMS frequently works with NGOs, foreign organizations, and other
stakeholders. This partnership contributes to the global improvement of access to
necessary therapies and addresses the shortage of medications. By collaborating with
these various entities, the CMS can leverage their expertise and resources to overcome
challenges such as production limitations and distribution barriers. This cooperative
approach not only benefits patients in need but also fosters knowledge sharing and
innovation in the pharmaceutical industry.

QUESTION 2
On Tuesday, January 13th, the central medical store in Ghana caught fire, destroying thousands
of medical supplies. The central medical store is in Tema, Ghana, near the capital of Accra, and
serves as the primary storage facility for many drugs and medical supplies for Ghana Health
Services (GHS). The fire started between 9 and 10am that morning and was fought by several
firefighters soon after. Members of staff were reportedly running back and forth from the blaze to
save documents and other supplies.
However, below are the some of the various factors that led to the fire outbreak in the CMS;
The fire that destroyed Ghana's medical repository, the Central Medical Stores (CMS), and
caused the loss of vital medical supplies and equipment has now been determined to have been
caused by arson. The incident, which occurred in January 2015, resulted in a devastating blow to
Ghana's healthcare system. The investigation revealed that the fire was intentionally set, raising
concerns about the motives behind such a destructive act and the impact it had on the country's
ability to provide essential medical care. This resulted in the CMS experiencing a significant
setback in its efforts to distribute medical supplies to healthcare facilities across the country. As a
result, many hospitals and clinics faced shortages of critical medications and equipment,
compromising the quality of care provided to patients.
Moreover, There have been various reports of theft from the storehouse by keepers and staff,
and most of the fraud, due to the avoidance of punishment to conceal evidence, led to the
destruction of the storehouse by fire. Fraud is a serious crime that involves deceit and
manipulation for personal gain. It undermines trust and can have devastating consequences for
businesses and individuals alike. In this case, the prevalence of fraud within the storehouse likely
contributed to the decision to destroy it to cover up the evidence and avoid punishment.
Moreover, the avoidance of punishment to conceal evidence and the subsequent destruction of
the storehouse by fire demonstrate the lengths that individuals involved in fraud are willing to go
to protect themselves. This act not only further complicates the investigation but also highlights
the urgent need for stronger measures to prevent and detect fraudulent activities.
Furthermore, It turned out that the CMS’s on-site incinerators seemed to be the source of the
fire. The study also mentioned that management’s directives to take steps to put an end to the
burning of waste on the property were disregarded.
In Addition is the Ignorance of management: According to the investigations, on April 14, 2014,
an expert business assessed CMS’s fire safety and prevention measures. The company concluded
that CMS had a limited ability to combat fires and was always at risk of doing so.
Despite disclosing the particular risks in their report to management, no steps were taken to
strengthen CMS’s fire safety and prevention protocols.
• According to the report, the CMS Facility’s current location in an industrial zone is not ideal. It
is necessary to implement an organized and well-defined security regime that includes installing
electronic access control and monitoring devices, as well as well-designed warehouses with
fireproof strong rooms for storage.
