Abstract
This research investigation aimed to determine the leadership effectiveness of local government officials in
the Municipality of Parang. Leadership effectiveness refers to the ability to inspire the group to perform well
which includes the functions of planning, coordinating, problem solving, reward and recognition, work
facilitation and networking.
Likewise, this study aimed to determine the level of performance of local government officials in the
delivery of social services, such as protective services, welfare services, education, health and nutrition, and
sports and recreation.
Leadership effectiveness and performance level of local government officials play a crucial role in
the development and progress of a municipality. Effective leadership is essential for making informed
decisions, implementing policies, and ensuring efficient service delivery to the community. Local
government officials who exhibit strong leadership qualities can inspire and motivate their teams, foster
collaboration among different departments, and effectively manage resources. They should possess skills
such as strategic thinking, communication, problem-solving, and the ability to adapt to changing
circumstances. The effectiveness of local government officials can be measured through various indicators,
such as the successful implementation of development projects, the level of citizen satisfaction, the ability to
address community concerns, and the overall improvement in the quality of life in the municipality.
This research investigation aimed to determine the leadership effectiveness of local government
officials in the Municipality of Parang. The study found that, as a whole, and according to categories of
leadership functions which are planning, problem solving, coordinating, reward and recognition, work
facilitation, and networking, the leadership effectiveness of local government officials in the Municipality of
Parang was found to be “very effective". Specifically, among the leadership functions, the respondents
assessed the local government officials as very effective in planning, however, inadequate in reward and
recognition. With respect to the leadership effectiveness of local government officials when the respondents
were classified according to selected variables such as age, sex, civil status, educational attainment, and
occupation, the LGO’s were assessed as “very effective". The study further revealed that, as a whole, and
according to categories of performance which are protective services, welfare services, education, health and
nutrition, sports and recreation, the respondents assessed their performance as “very satisfactory".
Specifically, the local government officials were assessed as having “very satisfactory" performance in
welfare services, however, inadequate in protective services Moreover, the level of performance of local
government officials when the respondents were classified according to selected variables such as age, sex,
civil status, educational attainment, and occupation was “very satisfactory There were no significant
differences in the leadership effectiveness of local government officials when respondents were classified as
to age, sex, and educational attainment.
The United Nations Development Program said that one of the reasons why a nation fails in
achieving its millennium development goals is poor governance. If governance is such an important factor in
the development of a country, then it is important to understand the factors leading to poor government
performance, measure it, and improve it. This descriptive study is about the effectiveness of the Local
Governance Performance Management System (LGPMS), a monitoring and evaluation, in pointing out weak
areas of a local government in order to improve it. In this study, the author chose the Municipality of San
Rafael in Bulacan as she is a resident of the town. The study’s focus is on the results of the LGPMS
evaluation in the municipality for the period 2010-2012. The study revealed that the LGPMS is an effective
tool in pointing out the weak areas of performance of San Rafael, thereby paving the way for improvement
in delivering better services to the municipality’s constituents. For the year 2010-2012, the state of local
governance performance of the Municipality of San Rafael steadily increased. Because of LGPMS’s ability
to point out weak governance areas, San Rafael was able to focus on that area and implement policies and
programs to improve its services. LGPMS is therefore an effective performance measurement and
management tool in improving the quality of lives of San Rafaeleños.
Conceptual Framework
The Independent Variable for this study is the participant age, gender, educational attainment, and
occupation, while the dependent variable are leadership effectiveness and performance of local government
officials in municipality of parang. This study determines the participation of (20) of local government
officials.
Servant leaders prioritize serving others, focusing on their well-being and growth. By empowering and
supporting their team, they enhance performance. Local government officials who adopt a servant leadership
approach build trust, collaboration, and community engagement.
Statement of the Problem
The main focus of the study is to determine the leadership effectiveness and performance of local
government officials in municipality of Parang.
Specifically, this study seeks to find answer to the following question;
1. What is the demographic profile of the respondents in terms of:
A. Age
B. Gender and,
C. Educational Attainment
D. Occupation
2. What is the leadership effectiveness and performance of local government officials in municipality of
parang.
A. Ineffective
B. Affective
Review of Related Literature
In for the readers for further understand the title, here are some related literatures to support the
study.
AGE
Local Governments Officials between the ages of 25 and 30 start their journey as a
government official. Local Government Officials between the ages of 55 and 65 are excellent at their
work.
GENDER
Female and male local government officials have the biggest impact on their positions. These
local government officials are can serve long term positions as government officials.
Definition of Terms
Leadership- the art of influencing and encouraging others to help move an organization, community,
or nation to a better place. The “better place” can be defined in terms of economics, environment,
equality, or any set of values or principles.
Effectiveness- the quality of public services, the quality of the civil service and the degree of its
independence from political pressures, the quality of policy formulation and implementation, and the
credibility of the government's commitment to such policies.
Performance- is the measure of how well or bad various government agencies carry out their
mandate to achieve set goals and objectives. Regrettably, many governmental institutions across the
world fail terribly as far as delivering on their mandate is concerned.
CHAPTER II
This chapter present a brief description of the research design of the study, locale of the study,
research participant, research instrument, data gathering procedure, and data analysis.
Research Design
The study will use qualitative research design. The qualitative approach used to quantify the data that
was gathered.
Local of the Study
This study will be conduct at Municipality of Parang Maguindanao Del Norte. I choose this area as
my locale to know the effectiveness and performance of the local government towards the performance and
leadership of selected local officials.
Research Participant
There are Twenty (20) participants in this study, ten (10) local official and ten (10) in the non-local
official.
Research Instruments
The instrument will be used in this study was a self-made questionnaire as their primary instrument
to gather information and data. The Part I is the participants demographic profile such as their age, gender,
educational attainment, and occupation. Part II contains is about the leadership effectiveness and
performance of local government officials in municipality of parang; Ineffective and Effective.
Data Analysis
The study assessed leadership effectiveness based on various functions, including planning,
problem solving, coordinating, reward and recognition, work facilitation, and networking. The study
evaluated the performance of local government officials in delivering social services, including protective
services, welfare services, education, health and nutrition, and sports and recreation.
