Conditions of use
General
A person must not use, or permit the use of, a vehicle with a Dealer plate or Trailer Trade plate attached to it unless:
• the vehicle is safe and complies with the vehicle laws (as defined in the Transport Operations (Road Use Management - Vehicle Registration)
Regulation 2021)
• the vehicle is being used for one of the purposes below:
• is being demonstrated for its sale
• is being delivered to the purchaser after sale
• is travelling to or from a workshop or another facility for—
i. painting, repairs or motor body construction work
ii. otherwise preparing the vehicle for its sale
iii. the fitting of optional equipment before delivery to a purchaser
• is being tested after having been painted or repaired, or after having been the subject of motor body construction work
• is being used for demonstration purposes for the conduct of an art union under the Charitable and Non-Profit Gaming Act 1999
• is being driven or towed for testing to confirm the safe operation of the vehicle for the purpose of obtaining an inspection certificate (provided
section 11 of the Transport Operations (Road Use Management - Vehicle Registration) Regulation does not apply)
• is being driven or towed to an Authorised Inspection Station to obtain an inspection certificate
• is recorded in the register as a repairable write-off and is being driven or towed to a written off vehicle inspection site for a written off vehicle
inspection report
• is being driven or towed to a departmental service centre to be registered
• is being driven or towed from the manufacturer or a distributor of the vehicle to a dealer
• is being driven or towed between a dealer’s premises and another premises of the same or different dealer, whether or not the vehicle has been
sold.
Carrying a load or towing a vehicle
In addition to complying with the above, a vehicle with a Dealer plate or Trailer Trade plate attached to it must not be used to carry a load, or tow a
vehicle carrying a load, unless the vehicle is:
• a boat trailer carrying a boat
• a boat trailer, carrying one or more boat trailers, being towed from the manufacturer or a distributor of all the trailers to a dealer
• carrying the load only to demonstrate the vehicle is for sale, and not for hire or reward
• a vehicle with a Dealer plate attached (other than a Trailer Trade plate), which is towing a motor vehicle travelling on its rear wheels only, with its
front portion mounted on the towing vehicle.

• the plate/s will not be used in conjunction with the trading of used motor vehicles unless the applicant is the holder of a current Motor Dealer’s
Licence
• the plate/s will only be used for the purposes listed in the conditions stated above.
