APNIIC SAFETY POLICY

APNIIC operates a Safety policy as detailed in the Company Safety Manual.

It is the policy of APNIIC to take every reasonable and practical step to provide and maintain
for every employee a safe and healthy environment and also to ensure that the health and
safety of the public is not endangered as a result of its operation.

APNIIC will encourage all employees to work safely and provide training and Supervision as id
necessary.

APNIIC will also provide the necessary medical and safety services, as it appears necessary to
implement the policy.

1 SCOPE
This procedure is intended to afford a practical plan for handling of situations that may

arise from incidents causing radiation exposure or environmental radioactive

contamination warranting an Emergency Plan.

2 OBJECTIVE
To protect individuals, society and the environment from harm by establishing and

maintaining effective defenses against radiological hazards from sources.

3 LEGAL REFERENCE
The Executive Regulation of The Decree Law No. (31) of the year 2002 concerning Radiation

Protection.

4 SITUATIONS
• Operator Injury

• Suspected Overexposure

• Lost or Stolen Source

• Stuck, Damaged or Unshielded Source

• Fire

• Suspected Contamination

5 RESPONSIBILITY
5.1 Management

Management is responsible for recruiting, training and certification of Radiation

Protection Officers & Radiographers and control Radiation Safety as per IRSRA

Regulations

5.2 Radiation Protection Officer

Radiation Protection Officer shall be appointed by the Company, examined and certified

by IRSRA. RPO is responsible for the implementation and maintenance of Radiation

Safety, supervision of Radiography, ensuring proper use of the Radioactive Equipment,

Radiation Monitoring by checking Radiation level at the barriers, Dosimeters, Dosimeter

Records, TLD, Survey Meters, Collimators, Equipment and accessories, Emergency

Equipment, enforcement of IRSRA Rules and Regulations and handling Radiation

Emergencies

5.3 Radiographer

Radiographer shall be appointed by the Company, examined and certified by IRSRA.

Radiographer is responsible for performing Radiography as per the Rules and

Regulations of IRSRA. placing Warning signs & Warning lights at the barrier position and

checking radiation level at the barriers.

7 EMERGENCY EQUIPMENT
The following equipment shall be available at each site whenever Radiography is performed.

• Lead Shots

• Lead Sheets

• Lead Apron

• Handling Tongs

• Recovery Container - Lead Pot

• Tools including Bolt Cutter, Hacksaw, Screwdrivers and Pliers

• Additional Barrier Tape. Warning Lights and Warning Signs

• Calibrated Survey Meters

8 EMERGENCY PLAN
8.1 Operator Injury

- Cease all operations

- Check the dosimeter reading of the Radiographers

- Check the radiation intensity with the survey meters

- If the injury is minor and there is no overexposure

- Inform the office

- Inform Dopet Safety

- Contact Dopet Medic

- Contact Hospital Emergency, if necessary

If there is suspected overexposure, follow the next plan

8.2 Suspected Overexposure

- Cease all operations

- Check the dosimeter reading of the Radiographers

- Check the radiation intensity with the survey meters

- Prevent access to the surrounding area

- Place lead shots and lead sheets over suspected area

- Check the dose rate at the barriers

- Recruit additional help to assist in maintaining the integrity of the barriers, to make

phone calls, to go for help

- Inform Dopet Safety

- Record names and locations of any personnel involved in the incident

- Suspected Radiographers shall be sent for immediate medical examination

- Inform IRSRA

- Take appropriate action, depending up on the severity of the exposure

If there is suspected incident involving source, follow the next plan

8.3 Lost Source

- Cease all operations.

- Check the dosimeter reading of the Radiographers.

- Check the radiation intensity with the survey meters.

- Prevent access to the surrounding area.

- Place lead shots and lead sheets over suspected area.

- Check the dose rate at the barriers.

- Recruit additional help to assist in maintaining the integrity of the barriers, to make

Phone calls, to go for help.

- Inform Dopet Safety.

- Record names and locations of any personnel involved in the incident.

- Suspected Radiographers shall be sent for immediate medical examination.

- Inform IRSRA.

- Take appropriate action, depending up on the severity of the exposure.

- If the source is known to be in projector, then visual search starting at last known

whereabouts, otherwise lost source shall be treated as unshielded.

- Should sealed source be separated from projector, then a search using survey meters

and personnel monitoring devices shall be undertaken again starting at the last

known whereabouts.

- Survey meter should be on lowest reading scale until nearing source~ taking care

- Survey meter should be on lowest reading scale until nearing source, taking care with

regard to personal care

- Once located. the RPO shall decide on the course of action to be taken for recovery

based on calculated dose rates, shielding, time, location and other factors

- RPO shall then take necessary steps to recover the source with the help of lead

apron, tongs, cutters, and lead pot and render the area safe

8.5 Stolen Source

- Check all the sources in the storage pit and the sources at all the sites and verify

with the inventory of sources '

- When it is confirmed that the source is missing or stolen, inform IRSRA

- Inform Dope! Safety

- Take appropriate action in association with IRSRA

8.6 Fire

- Cease all operations

- Inform Civil Defense immediately

- Inform Depart Safety

- Inform IRSRA immediately

- Inform Hospital Emergency, if necessary

- Check the dosimeter reading of the Radiographers

- Check the radiation intensity with the survey meters

- Prevent access to the surrounding area

- Check the dose rate at the barriers

8.7 Suspected Contamination

- Cease all operations

- Check the dosimeter reading of the Radiographers

- Check the radiation intensity with the survey meters

- Prevent access to the surrounding area

- Check the dose rate at the barriers

- Recruit additional help to assist in maintaining the integrity of the barriers, to make

phone calls, to go for help

- Inform Dope! Safety

- Record names and locations of any personnel involved in the incident

- Suspected Radiographers shall be sent for immediate medical examination

- Inform IRSRA

9 POST-INCIDENT PROCEDURE
• The incident should be notified to the appropriate authorities.

• All the classified and non classified personnel, if exposed in excess of their dose limits,

shall be sent for medical examination.

• The Supreme Council for Environment & Natural Resources should be notified.

• All the apparatus must be checked for defects and, if necessary, repaired before it is re-

used.

• TLDs of affected personnel shall be sent to IRSRA for investigation.

• All emergencies and incidents, no matter how small, shall be investigated by the RPO

and keep a written record.

• The RPO should also submit a report to the Client and the Employer giving

recommendations for avoidance in future.

10 NORMAL STANDING INSTRUCTIONS


10.1 Daily Checks By Radiographer

- Recharging and Zeroing of Dosimeters

- Condition and position of TLD

- Battery and functioning of Survey Meters

- Safe Working Condition of Isotope Camera and accessories

10.2 Daily Cheeks By RPO

- Isotope Movement Records

- Leak Testing of Isotope Camera

- Radiation Level at the Barriers

- Dose Records of the Radiographers

- Emergency Equipment

- Safe Working Condition of Isotope Camera and accessories.

11 TRAINING AND EXCERCISES


11.1 Training

All the designated Radiographers and Radiation Protection Officers shall have training,

examination and certification by an Independent ASNT Level III Examiner as per the

Written Practice and also trained and certified by IRSRA authorized Center and

approved by IRSRA.

11.2 Exercises

Radiation Protection Officers conduct Emergency Procedure Demonstrations to

personnel undergoing training on Radiation Protection by IRSRA authorized Centers

12 EQUIPMENT MAINTENANCE
All the equipment and accessories shall be subjected to Periodic Maintenance and a record

maintained.
