1. INTRODUCTION

1.1. Scope of Work


This work method applies to the installation and inspection / examination of the
Street Lighting All Area. This document covers the general information to guide a
Construction Electrical team in how to execute/install, handling of the Street
Lighting Fixture, Street Lighting Pole in Coal Fired Steam Power Plant Timor – 1
Project in Kupang, NTT - Indonesia. Any deviation of dimension or measurement
shall be refered to AFC Drawing and the Project Specifications. This work method
may also be utilized for other installations based on specific contract documents.
1.2. Quality Verification Point:
A quality verification point is established at the work steps when a Quality Control
Inspector or responsible individual is required to perform an inspection.
Supervisor and craft shall be responsible to notify quality control so that all
inspections have been performed prior to covering up in-process work activities
which would make the inspection impossible. DO NOT BYPASS QUALITY
CONTROL VERIFICATION POINT UNLESS APPROVED BY SITE
QUALITY MANAGER OR RESPONSIBLE INDIVIDUAL.
2. ROLES & RESPONSIBILITIES

2.1. Site Construction Manager shall be responsible for the coordination and
supervision of construction activities and coordinate with other agencies and
ensure that the work is done as per specification and approved drawings and all
safety measures are implemented.
2.2. Site Superintendent / Supervisor shall be supervising closely the activities
designated to them and ensure that all instructions are followed and all necessary
documents are in place prior to commencing the works and safety procedures of
the project is strictly adhered to.
2.3. EHS officer personnel are responsible for the enforcement of safety and ensure
that the works are carried out in accordance with company safety procedures on
the EHS authorities.
2.4. QA/QC personnel are responsible for the enforcement of quality and ensure that
the works are carried out in accordance with the approved procedures and the

applicable codes, standards & specifications. All required inspection and testing
activities for the construction shall be carried out in accordance with the approved
Inspection Test Plan refer to:
a. INSPECTION AND TEST PLAN ELECTRICAL SYSTEM
b. Reference Approval Drawing
c. Request for Inspection (RFI) will be issued by the Contractor to the Owner at
least Three (3) days in advance to notify the readiness of inspection. All relevant
inspection test records will be prepared according to the applicable ITP and it will
be submitted to the Owner for review and verification as soon as possible after
completion of inspection / test.
3. SAFE WORK PLAN
CONTRACTOR is committed to achieve the goals for zero accidents and this can only be
achieved when all parties do their best in an integrated manner to maintain the safety
himself and others.
The following considerations will be incorporated into all planning activities and issued
of execution documentation.
3.1. Pre-job execution:
 Correct Job Safety Assessment (JSA) will be done before executing the work
and communicating to all crews on daily basis

Equipment & Tools Inspection


 All equipment shall pass pre-mobilization inspection

3.2. Man Power Qualification


 All workers will be competent to perform the job properly and in a safe manner
 HSE personnel will be assigned to monitor the compliance to all regulations

3.3. Personal Protective Equipment (PPE) will be worn as appropriate


 Safety helmet, safety shoes, safety goggles, safety gloves, safety vest and
specific PPE as required
 Working clothes that cover upper arm, body and leg
 Other personnel protective equipment as required by the job.

3.4. Safety practice will be implemented but not limited to the following requirements:
 Flagman will be in place to monitor the traffic.
 A safety and toolbox meeting will be conducted prior to the commencement of
the work.
 All cable megger tested will be performed using two people, one at either end
of the cable. Each equipped with radio communication and with the continuity
check being carried out first.
 Barricade the entire area when a certain test is executed as the risk of a failed
test is that structural steel may become live (energized). The test will be
conducted after normal working hours.

3.5. Dropped Object / Overhead work


There is a danger from flying objects when power tools, or activities like pushing,
pulling, etc. may cause objects to become airborne. Injuries can range
from minor abrasions to concussions, blindness, or death. To eliminate these
hazards following the safe practices noted below will be implemented:
 Wear hardhats/safety helmets.
 Stack materials to prevent sliding, falling, or collapse.
 Attach all tools on a lanyard (where possible).
 Use safety glasses, goggles, face shields, etc., where machines or tools may
cause flying particles
 Inspect tools, such as hand drill and grinding machine, to ensure that
protective guards are in good condition
 Avoid working underneath loads being moved.
 Secure tools and materials to prevent them from falling on people below.
 Barricade hazardous areas and post warning signs.

3.6. Grinding Machines and Abrasive Wheels


 Technician / operator will ensure that guards on equipment are in place and secure
before using the equipment and that proper PPE including a face shield is worn.

Additionally, equipment will be outfitted with a switch that is manually held in


the "on" position

3.7. Electrical Safety


 Electrically conductive parts of enclosures, structures, and electrical equipment
that could become energized will be effectively bonded and grounded. This
includes electrical equipment cabinets and metal housings that may become
energized if the conductor insulation becomes defective or if a fault occurs in the
equipment.
 Portable electric hand tools will have an equipment-grounding conductor or be
double insulated, will be of heavy-duty construction, and will be approved for use
by competent personnel
 Grounding systems will be maintained by qualified workers. Ground wires will
not be altered except by a qualified worker performing repairs or troubleshooting.
 Distribution cables will be arranged so that they are not tripping hazards and
cannot be damaged by traffic.
 Extension leads, if on a reel, will be fully unwound before use to avoid
overheating of the cable. Extension leads will not be coiled on the ground as they
may lead to overheating.
4. WORK PREPARATION
Work preparation will be fixed prior to work but not limited to:
4.1. Installation Environment

Installation locations is outdoors. Any unique/specific technical and safety requirements


with these environments will be identified prior to start of installation.
4.2. Technical Requirement

The following checks and confirmation will be made prior to starting the work.
 Confirm safety and security regulations requirement (concerning work permit, safety
training, etc).
 Confirm documents (project specifications, working drawings, work specifications,
etc.) required for executing the construction work.
 Confirm whether the work schedules have been prepared.

 Ensure that the latest revision of the relevant drawing, specification, and
documentation are available and are in use.
 To prevent mistakes during the fabrication of support street lighting fixture, make
sure the detail drawing is not different from the actual lighting detail.
 Inspect the proposed location to ensure that adequate access/egress is available at all
times while work is being carried out.
 Confirm the correct supervision and a team are available for the task.

7.2.1 Planning & Preliminary Work


• The designated alignment for trenching / excavation works is identified.
• The site is cleared from any obstacles or vegetation.
• The condition, external protection, depth, size and type of all existing utilities
on all existing roads and any other locations where the existing
utility/services cross the proposed railway line or runs parallel to it and falls
within the construction zone or as directed by the Supervising Consultant or
Contractor shall be located and marked out.
• Permit shall be applied to local authorities.

7.2.2 Scheduling Coordination


• To confirm on the project schedules and provide utility contractor and utility
schedule date.
• Give the sub-contractor notice to proceed once the site is clear and allowed
the sub-contractor out the work.
• Each of utility sub-contractor to give the work program in conjunction with
the plan and estimate. This shall be made a part of the overall project detail
work program.
• Piloting work at the area where intended utilities relocation will be carried out
will be by the same piloting method as describe in this work method
statement.

7.3 Construction Work


7.3.1 Survey, Setting out and Piloting
a. The condition, alignment external protection, depth, size and type of all
existing electrical shall be confirmed onsite in the presence of respective
authority representative unless otherwise agreed.
b. Trial pits or pilot holes shall be made to ensure no existing services at the
proposed new alignment.
c. Trenching for underground utility services shall commence only after
mapping is done and the side pegs have been inspected.

d. Set out sigh rails at every 10 meters interval and at all change of grade and
alignment of utility service and maintain the pegs until works are completed.
e. No interruption shall be permitted. Where such interruption is unavoidable, it
shall only be carried out with permit obtained from relevant authorities
approval.
f. The work will only be commenced after MSA, MST and shop drawings are
approved.

7.3.2 Street Light Installation


A. Excavation of Underground Cable
a. Identify and mark the location at which Street Light pole to be
planted.
b. Excavate to required depth as approved drawing and specification.
c. Plant the underground cable
d. Back fill and cover plinths with warning tape leaving only the top of
plinth visible.

B. Installation of Pole and Lantern c/w Internal Wiring


a) Installation of Pole and Lantern with Crane
a. Assemble poles and fittings on the ground.
b. The pole shall assemble using stress fit method while laying the poles on the
ground supported by wooden blocks.

c. Ensure that the service door/handhole shall be along the direction of traffic or as
requested from Contractor.
d. Build Scaffolding side by side the planting area of the pole.
e. Attach Rope to the pole and pull it by the workers and hold the pole tightly so it
won’t fall back to the road.
f. After the pole is planted to the planting area, remove the rope from the pole using
scaffolding.

g. Bolt on set of nuts onto the foundation bolts. Place pole’s bottom pole flange the
foundation bolt nuts. Screw on the locking nots on to the foundation bolts at the top
of the base plate. Check and adjust the vertically of the pole with liquid level gauge
before the nut in place in tightly.
h. Check the underground loop in and out cable’s insulation with and earth insulation
test before terminating the cables into the light.
i. Carry out the adjustment to the aiming of the light fitting according to approved
calculations and drawing and lock fitting into placed by tightening all the
adjustment bolt/screw.
j. Terminate the internal cable ends into the cut-out box/handhole.

b) Installation of Pole and Lantern Manually


The manually method will be used in areas that are not reached by cranes, narrow areas
or other things. There following is the sequence of methods:
a. Bring materials and tools and manpower to the area to be installed. The number of pole
adjusted to the foundation that is ready in the area.
b. Assemble PJU poles starting from pipe joints, PJU lights and also cables. Before being
assembled, the PJU poles are prepared for sparing the cables so when terminating the
cable to the lamp it becomes easier at the end of the pipe only. The PJU pipe which is
divided into two parts is then installed by tightening the bolts on the pole connection.

Once connected, then the PJU lights are installed at the end of the pole with a set key
and terminated according to the cable that has been prepared. Also make sure the lights
and cables are working properly by testing the lights before lifting.
c. Bind the two support pipes to help hold the PJU pipes. The support pipe below tied to
form a small bar above to help when the PJU pole is half up.

d. Raising PJU poles or Floodlight


After the pole is properly assembled, the pole will be tied with a rope. Then, the PJU
pole that is placed will be pulled by 2-3 people slowly until it is lifted.

e. After everything is ready and has been checked there are no problems with the lights
and cables, the pipe is pulled with a rope and there are personnel holding the pipe so
that it does not move from its position. Once it's high enough, a support pole will help
hold the pipe up when it half standing. Slowly the pole is pulled and adjusted to its
position by personnel who are near the foundation.

f. After the PJU pole has entered the anchor hole, the previously prepared bolts and nuts
are installed below and above the baseplate.
c) Installation of Feeder Pillar
a. Identify and mark the locations at which feeder pillar is to be located. Excavate the
required plant dimension.
b. Construct the reinforcement bars and formwork for plinth according to the specified
design.
c. Place inside the centre of the formwork structure the PVC pipe for cable entry with the
foundation bolts place around it.
d. Pour in concrete mix and leave to set.
e. Back filled with sand inside the plinth until top of the plinth.
f. Extend the PVC pipe for cable entry.
g. Once concrete plinth is set, place the Feeder Pillar onto the plinth using backhoe and
screw the locking nuts to the foundation bolts.
h. Pull the earth conductor from the feeder pillar thought the PVC pipe until earth
chamber.
i. Back fill surrounding of the plinths to the desired ground level.
8. INSPECTION & TESTING

8.1. Quality Control


All required inspection and testing activities for the construction shall be carried out in
accordance with the approved Inspection Test Plan.
RFI will be issued by EPC at least three (3) days in advance for site/field inspection and 7
days for out site inspection. For offshore inspection RFI shall be issued 35 days in
advance prior to the inspection and test in accordance with the Contract.

After completion each of installation of street lighting fixture, ensure that cable
installation, proper dressing, and cable arrangements were properly done. The
installation shall be inspected to ensure that:
- All visual inspection requirements have been met and completed.
- Verify location installation for street lighting.
- Check all accessories installed properly.
- For panel installation, ensure all the wire inside the panel been dressing properly and
have proper earthing.
- Brightness should be measured after street lighting all properly installed.
After completion of each installation and inspection work, the document should be compiled
in electrical completion document dossier. Make sure that document compiling has been
completed with the sign of a dedicated person.
