BARANGAY RESOLUTION NO. 2024-008

A RESOLUTION ADOPTING AND APPROVING THE BARANGAY CAPACITY

DEVELOPMENT AGENDA (CAPDEV) FRAMEWORK FOR THE FISCAL YEAR 2024-2026
OF BARANGAY MASIKIL, BANGUI, ILOCOS NORTE.

WHEREAS, the 1991 Local Government Code, Section 3 (b), mandates that “there shall be a
continuing mechanism to enhance local autonomy not only by legislative acts but also by administrative
and organizational reforms;

WHEREAS, the Barangay Masikil Bangui Ilocos Norte, District 1, is committed to improve the
accountable, transparent and effective delivery of Public Services among the constituents;

WHEREAS, the Department of Interior and Local Government (DILG), through the Local
Government Academy (LGA) has developed Capacity Development framework for LGU’s that defines
the parameters for capacity assessment, planning, execution, monitoring and evaluation of CapDev
interventions that ensures the delivery of a synchronized, integrated and attuned to the varying needs of
the LGUs;

WHEREAS, in the DILG MC No. 2021-067 dated June 23, 2021 mandates the adoption of
Capacity Development (CapDev) frameworks in the planning, design and implementation of CapDev
intervention for LGUs;

NOW THEREFORE, be it RESOLVED, as it is hereby resolved by this body in Regular

Session duly assembled through a motion from Sangguniang Barangay Member Samuel Acob duly
seconded by Sangguniang Barangay Member Kenneth Baloaloa to adopt and approve the Capacity
Development Agenda (CAPDEV) Framework for the Fiscal Year 2024-2026 of Barangay Masikil,
Bangui, Ilocos Norte furtherance to a more effective delivery of public service through capacitated and
enabled barangay workforce and general populace.

RESOLVED FURTHER, that the Barangay Council shall devise a mechanism to monitor and
evaluate the implementation of this CapDev Agenda on an annual basis;
 RESOLVED FINALLY, that a copy of this Barangay Resolution with the duly signed copy of
Capacity Development Agenda be submitted to the to the Sangguniang Bayan Office, DILG Office and
concerned offices for their information and guidance.
