Foreword
This South African technical specification was approved by National Committee SABS TC 242,
Energy management, in accordance with procedures of the SABS Standards Division, in
compliance with annex 3 of the WTO/TBT agreement.

This SANS was published in September 2011.

This document supersedes SATS 50010:2010 (edition 1).

Reference is made in clause 1 to the "relevant national legislation". In South Africa this means the
National Energy Act, 2008 (Act No. 34 of 2008).

Annex A forms an integral part of this document.

This standard was developed using the IPMVP (International Performance Measurement and
Verification Protocol) documentation provided by EVO (www.evo-world.org) as guidance.

Introduction
The achievement of savings in energy consumption is a national imperative. In order to monitor
performance towards a range of energy savings objectives, it is essential that a harmonized
approach to measurement and verification be applied by all entities seeking to achieve energy
savings or energy efficiency.

This document is intended to provide a standard approach to measurement and verification of


energy savings and energy efficiency and is intended for use in the voluntary and regulatory
domain. This approach provides an assurance that actual savings should always be more than or
equal to the reported savings.

The methodology described in this document has been successfully used (in South Africa as well as
internationally) to determine not only energy but also water and demand savings. The terminology
and specific references provided throughout this document are energy specific.

The methodology, process and calculations contained in this document have been developed to
produce conservative results.

Measurement and verification of energy savings

1 Scope
This standard provides a methodology for the determination of energy savings that may be used in
a range of voluntary or regulatory processes which may require the impact of interventions on
energy use to be calculated.

This standard covers the use of all forms of energy as defined in the relevant national legislation
(see foreword).

This standard does not provide guidance or rules regarding the way energy quotas are established.
It accommodates the implementation of energy quotas through the use of normalized baselines but
does not specify how the normalization should be done.

The principles described in this standard can be used to perform program evaluation. However
program evaluation may differ in certain areas. The scope of this document does not include
program evaluation.

3 Definitions
For the purposes of this document, the following definitions apply.

activity
action, process or operation of machinery or equipment that results in the consumption of energy

3.2
actual saving
cutback that would be reported in an ideal world where cost and practical considerations are no
barrier

NOTE Actual savings are always more than or equal to reported savings.

3.3
adjusted-baseline energy
baseline energy use of the activity under consideration that has been modified to suit the conditions
of the reporting period
