1.0 INTRODUCTION
Professional Service Industries, Inc. (PSI) was retained by the Houston Independent School District (HISD)
to perform a limited indoor environmental quality (IEQ) evaluation and lead in drinking water sampling
of Various HISD Education Facilities, located throughout Houston, Texas. The limited IEQ evaluation
consisted of the observation of accessible interior areas of the school campuses for signs of moisture
intrusion and resultant secondary water damage as well as measurement of comfort parameters and select
airborne contaminants. The measured comfort parameters consisted of temperature, relative humidity,
carbon dioxide (CO2), carbon monoxide (CO), and airborne particulate matter (PM10 and PM2.5) as the select
airborne contaminants of concern. The site evaluation and sampling were started on September 30, 2023
and completed on December 05, 2023. The following is a brief summary of the IEQ and lead in drinking water
sample findings along with preliminary recommendations. A more detailed summary is provided below.

2.0 AUTHORIZATION AND ACCESS


Authorization to perform the survey was given on August 30, 2023 by the receipt of a signed copy by PSI of PSI
Proposal Number 0523-405420, between Houston Independent School District and PSI. During the project's
fieldwork, Facility Services - Code Compliance Department arranged for campus access. During the fieldwork
for this study, PSI was not escorted but was required to sign in daily as per HISD visitor’s policy.

2.1 LIMITATIONS

2.1.1 ACCESS LIMITATIONS

This assessment was limited in that some areas were not accessible to PSI.

3.0 METHODOLOGY
The PSI study of HISD school campuses included an assessment of lead in drinking water, and a limited IEQ
assessment. The selection of the study parameters as well as sampling locations was developed jointly and
in full cooperation with HISD. Below is a brief description of each of the HISD study parameters.

3.1 LEAD IN DRINKING WATER TESTING

PSI performed a walk-through of the school campus and sampled designated cold-water outlets. To maintain
consistency with prior testing, designated outlets consisted of one from the Kitchen, one from the Nurses
Station, one exterior and all student drinking fountains. First draw lead in drinking water samples were
collected at each location. Water samples were placed into sterile, unpreserved laboratory-provided 250
milliliter (ml) polycarbonate containers and submitted under standard chain of custody documentation to
Eurofins Environmental Testing (Eurofins) for laboratory analysis by EPA Method 200.8. Eurofins is National
Environmental Laboratory Accreditation Program (NELAP) accredited, and State of Texas certified, laboratory
located at 4145 Greenbriar Drive, Stafford, Texas. The reported concentrations of lead in the drinking water
were compared to the EPA regulatory Action Level of fifteen parts per billion (15 ppb) or 0.015 milligrams per
liter (0.015 mg/L). Findings above 15 ppb indicated the need to install filters or replace the fixture and retest.

3.2 LIMITED IEQ ASSESSMENT

PSI performed a limited IEQ assessment of the school campus to document select conditions and parameters
that have the potential to impact IEQ or general environmental comfort. The condition assessment
component of the study consisted of observations for obvious signs of moisture intrusion, resultant suspect
secondary water damage, or conditions conducive to such damage. Observation locations included large
common areas such as the auditorium, cafeteria, library, and approximately 10% of the classrooms. Air
quality parameters measured during the assessment consisted of spot sampling to document general
comfort parameters, as well as the measurement of select air contaminants.

3.2.1 MOISTURE AND SUSPECT SECONDARY WATER DAMAGE OBSERVATIONS

PSI performed a walkthrough of the school to document obvious signs of moisture intrusion, resultant
suspect secondary water damage or conditions conducive to such damage. The observations were
performed in common areas, and available classrooms. Conditions documented included standing water,
wet building materials, secondary water damage and moisture staining. It should be noted that any areas
where greater than 25 square feet (sq. ft.) of continuous secondary water damage were observed was
verbally reported to HISD for further assessment and remediation.

3.2.2 GENERAL COMFORT PARAMETER MEASUREMENT

PSI measured comfort parameters at various locations within the school using a TSI Q-Trak™ or equivalent
direct reading meter. Measurement locations included large common areas such as the auditorium, cafeteria,
library and approximately 10% of the classrooms. Measured comfort parameters consisted of temperature,

relative humidity and Carbon Dioxide (CO2). Spot check measurements were performed at each sample
location. The measurement of comfort parameters is used as a means of evaluating the overall effectiveness
of the schools Heating, Ventilation and Air Conditioning (HVAC) system. It is important to note that there are
no regulatory standards related to comfort parameters in Kindergarten to 12 grade (K-12) school buildings.

3.2.2.1 TEMPERATURE

PSI compared the findings to guidelines published by the American Society of Heating, Refrigerating, and
Air-Conditioning Engineers (ASHRAE) in Standard 62.1, Ventilation and Acceptable Indoor Air Quality. Related
to Temperature, ASHRAE guidelines suggest a range of 68 degrees Fahrenheit (F°) to 74 F° in the winter and
73 F° to 80 F° in the summer.

3.2.2.2 RELATIVE HUMIDITY

Related to relative humidity (RH), ASHRAE guidelines have historically suggested a range of 30 to 60 percent.
Overly dry or humid conditions are both potential indicators of potential air quality problems associated with
the school HVAC system. High RH percentage can also be of concern.

3.2.2.3 CARBON DIOXIDE

The amount of CO2 within a building interior can be used as an indicator as to whether an adequate supply of
fresh outdoor air is being provided. Outside air can be provided by both the school HVAC system or through
the use of operable windows. The source of CO2 within indoor air is typically related to exhaled breath of
building occupants mixed with the background ambient environmental conditions. The ASHRAE Standard
has historically recommended that indoor CO2 levels be no greater than 700 parts per million (ppm) above
outdoor ambient conditions. It should be noted that outdoor air typically has a CO2 concentration ranging
from 300 ppm to 500 ppm. Therefore, the concentration of CO2 indoors should generally not exceed 1,000
ppm to 1,100 ppm. Indoor CO2 concentration >700 ppm above outdoor conditions suggest the need to
increase the about of supplied fresh outdoor air to the interior of the school.

3.2.3 SELECT AIRBORNE CONTAMINANTS

In addition to the measurement of comfort parameters, PSI measured carbon monoxide (CO) and particulate
matter (PM) at each designated sample location.

3.2.3.1 CARBON MONOXIDE

Measurement of CO was performed using the same direct reading TSI Q-Trak™ or equivalent meter used for
the Comfort Parameter measurements. In addition, PSI collected a CO reading from outside of the school
for comparison purposes. Measurement of CO is typically used to identify potential problems associated
with the incomplete combustion of fuel products. Although CO can be generated from interior combustion
sources such as water heaters, in school settings, CO levels are more often associated with exterior sources

such as idling vehicles located near HVAC air intakes or open windows. The EPA, National Ambient Air Quality
Standards (NAAQS) indicates that CO levels should be less than 9 ppm over an eight-hour period. Although
spot measurement data is not directly comparable to an eight-hour standard, findings of levels >9 ppm will
be used as an indicator of the need for further evaluation.

3.2.3.2 AIRBORNE PARTICULATE MATTER

PSI measured both PM <10 microns (PM10) and <2.5 microns (PM2.5) size particles using a TSI DustTrak 8520
Aerosol Monitor™ or equivalent direct-reading meter. PM10 and PM2.5 levels were measured at the sample
locations as the Comfort Parameter measurements with the addition of an outside location for comparison
purposes. PM10 is used to measure particles in the air that are able to reach the upper portion of the
respiratory system, while PM2.5 is used to measure particulate that is able to reach deeper into the lungs.
PSI compared the readings collected inside the school to the reading collected from outside as well as to the
EPA NAAQS. For PM10, the 24-hour EPA NAAQS is 150 microgram per cubic meter of air (µg/m3). Although
PM10 spot measurement data is not directly comparable to NAAQS 24-hour standard, measurements of >150
µg/m3 was used as an indicator of the need for further evaluation. For PM2.5, the current EPA NAAQS is
an annual exposure of 12 µg/m3 or 35 µg/m3 for a 24-hour period. The EPA has indicated that they are
proposing to lower the annual PM2.5 level to between 9 and 10 µg/m3. Although PM2.5 spot measurement
data is not directly comparable to the annual or 24-hour standards, measurements of >35 µg/m3 was used
as an indicator of the need for further evaluation.

4.0 RECOMMENDATIONS

4.1 LEAD IN DRINKING WATER TESTING

Based on the findings of the testing, PSI included in individual reports prepared for each facility the following
recommendations respective to the findings for that facility:

• PSI recommended that the water sources where sample results exceeded the Action Level be shut
off immediately (removed from service) and that these fixtures be remediated.
• If cold-water outlet fixtures and/or plumbing have been repaired, altered, or changed in any way
since these sampling events, PSI recommended sampling the water source utilizing “first draw”
procedures prior to regular use.
• Outlet fixtures identified as being not operational should be repaired, or replaced. After the repairs
or installations have been made PSI recommends sampling the water source utilizing “first draw”
procedures prior to regular use.

4.2 LIMITED IEQ SURVEY

Based on the visual observations, as well as the data collected, PSI included in individual reports prepared for
each facility the following recommendations respective to the findings for that facility:

• Although >25 square feet of contiguous suspect secondary water damage maynot have
been identified at the time of the assessment, PSI recommended the review of waterproofing
elements in areas with any observed staining or damage.
• Test and balance HVAC as needed for those areas found to be outside the guidelines for
temperature and/or relative humidity.
• Evaluate fresh air intake and adjust as needed for those areas found to be outside the guidelines for
carbon dioxide.
• Verify HVAC air filtration is properly installed and serviced for those areas found to be outside the
guidelines for PM.
• PSI may retest the locations for PM10 and PM2.5 at a later date, and provide a revised report.

5.0 WARRANTY AND THIRD PARTY RELIANCE

5.1 STANDARD OF CARE AND WARRANTIES

The field and laboratory results reported herein are considered sufficient in detail and scope to provide
information regarding the presence of lead in drinking water and certain apparent indoor environmental
quality conditions relating to the subject property. PSI warrants that the findings contained herein have been
prepared in general accordance with accepted professional practices at the time of its preparation as applied
by professionals in the community. Changes in the state of the art or in applicable regulations cannot be
anticipated and have not been addressed in this report.

The scope of work addressed readily accessible or exposed location in the Project Area. Observations or
sampling of inaccessible areas such as behind walls or within ductwork was not performed unless otherwise
noted in this report. Test results are valid only for the material, materials, or locations tested. There is a
distinct possibility that conditions may exist which could not be identified within the scope of the survey or
which were not apparent during the site visit. This survey covered only those areas that were exposed and/
or physically accessible to the field personnel. The work is also limited to the information available from the
client at the time it was conducted.

PSI has assumed that factual information provided to us by the client, or obtained from governmental
sources, the public domain, interviews, and other sources is accurate, unbiased and complete. PSI assumes
no liability for the accuracy of data provided to us by others and does not warrant or guarantee that the
information provided by these sources is accurate, unbiased or complete.

Our services were not intended to be technically exhaustive. There is a possibility that with the proper
application of methodologies, conditions may exist on the property that could not be identified within the
scope of the survey or that were not reasonably identifiable from the available information. The report may
not represent all conditions at the subject property or project area as it only reflects the information gathered
from specific locations on the date of the survey. No inspection can wholly eliminate uncertainty regarding
the potential for lead in drinking water and certain apparent indoor environmental quality conditions in
connection with the subject property.

As directed by the client, PSI did not provide any service to investigate or detect the presence of mold or
other biological contaminants in or around any structure, or any service that was designed or intended to
prevent or lower the risk of the occurrence of the amplification of the same. Client acknowledges that mold
is ubiquitous to the environment with mold amplification occurring when building materials are impacted
by moisture. Client further acknowledges that site conditions are outside of PSI’s control, and that mold
amplification will likely occur, or continue to occur, in the presence of moisture. As such, PSI cannot and shall
not be held responsible for the occurrence or recurrence of mold amplification.

Houston Independent School District, PSI's client, may rely on this report.

5.3 THIRD PARTY RELIANCE

This report was prepared pursuant to a contract between PSI and the Houston Independent School District.
That contractual relationship included an exchange of information about the property that was unique
and serves as the basis upon which this report was prepared. Because of the importance of these
understandings, our assessment may not be sufficient for the intended purposes of another party.

Reliance or any use of this report by anyone other than those parties identified above for which it was
prepared, except with express written permission, is prohibited and therefore not foreseeable to PSI. Any
